2 T HE APPROACH P AGE 2 President Message, Woodman S. Herr, MAI 2014 Chapter President Greetings Florida Gulf Coast Chapter colleagues. We had a great chapter meeting at the Sirata Resort on St. Pete Beach, May 30, 2014 with 90+ in attendance. It was wonderful to see members who have been in the Institute for so many years and some new members. I really enjoyed handing out certificates to candidates who received designations this year; Adam Langrock, MAI, Ryan Tolle, MAI, Tim O Neill, SRA and Daniel Brown, SRA. Chris Finch, MAI accepted this year s Henry Entreken Life Time Achievement Award on behalf of his father, Bert Finch, MAI, SRA Retired. Unfortunately, Bert was recovering from surgery but Chris took the award and photos to him in the hospital. Election of 2015 directors, officers, and region representatives was also held during the meeting. Mike Twitty s band was excellent as usual and the weather was perfect. It was a really great time. Our next chapter meeting will be in Destin, Florida at the Sandestin Golf & Beach Resort on Friday, August 22, I have to admit that I have not been to Destin or anywhere in the panhandle, so I am very excited about seeing what I have been told is one of the most beautiful places in Florida. Our meeting will be fashioned after the St. Pete Beach meeting with great food and entertainment. We have less business to go over which leaves more time for socializing. I haven t met most of the members from the former NW Florida Chapter, so I look forward to meeting as many of you as possible. I also encourage the former West Coast of Florida Chapter members to take the time and drive or fly up to Destin ad maybe spend the weekend. I got a direct flight from Tampa to Pensacola on Silver Airline thru Priceline, $312 round trip. I also want to promote the 4 th Quarter chapter meeting in Sarasota, Wednesday, November 5, It will be a dinner cruise and a 3-Hour seminar (Trial Components) in the afternoon. Remember candidates, you need to make at least one chapter meeting a year, so here are two final opportunities this year. Prior to the 3rd Quarter chapter meeting, I am headed to the Region X and AI National Appraisal Institute Conference in Austin TX, on August 3rd-6th. If you have not yet decided to go, there is still time. I encourage all members to attend these national conferences and I believe that this one will be especially enjoyable. It will be very informative and we always have a fantastic time. The AI national website has all the details. On June 3, 2014, I attended the CREW Tampa Bay Economic Summit on behalf of our chapter. We sponsored a table and Brad Johnson, MAI, Brian Zamorski, MAI, Karen Goforth, MAI, Julie Battaglia, MAI and Lance Ponton joined me. We listened to the mayors of Tampa, St. Petersburg, and Clearwater talk about economic development and growth and then heard a presentation by Anirban Basu, a very knowledgeable and humorous economist. Essentially, the economy has definitely improved although with somewhat anemic growth, it s going in the right direction. I m optimistic about our long term future. It might be a little rough but is getting there. I want to thank our members and candidates for their loyalty to the chapter by taking our classes. We realize that you have other choices and it means a lot to us that you choose to take your education from the Florida Gulf Coast Chapter. This is not only a primary revenue source for us that we give back to our membership, but it s always nice to see our members at the classes. Remember the Florida recertification deadline is coming up on November 30 th. In closing, I want to thank all the officers, directors, committee members, and region reps for their hard work. They are dedicated and doing a great job for the chapter and members. Let s all make a great effort to get out and meet your fellow appraisers and members of the Appraisal Institute at the few meetings we have. Represent the Appraisal Institute at meetings put on by other professional organizations like brokers, attorneys, accountants, and government agencies, etc. We often find ourselves stuck behind a desk or at the end of a measuring tape and not out meeting our clients and the public. Back away from your computer and get out and meet with your clients. Thank you all for your hard work and professionalism and I ll see you in Austin, Destin, and/or Sarasota.

Scott, SRPA, SRA, Chair Check out the remaining 2014 education schedule and you will see that we still have several opportunities ahead, with a good variety of qualifying education, and several brand new seminars for REGISTER FOR continuing education and one final USPAP/Florida Law class. UPCOMING CLASSES TODAY! We are well into our education schedule and have had great attendance at the qualifying education courses held to date in addition to all the Florida Law and 7-Hour USPAP classes held in Tampa, Ft. Myers, Ft. Walton, Sarasota and Tallahassee. In August, we will present a new residential seminar, Residential Applications Using Excel in Tampa and the new AE course for the review designation, Review Theory General. Two new seminars will be presented at the 3rd Quarter Chapter Meeting August 22nd in Destin. Register soon for these two interesting classes! The final Florida Law & 7-Hour USPAP will be held in October in Tampa. Review the attached 2014 schedule and plan to attend some of these great offerings. Our instructors are the best around! REMEMBER: LICENSE RENEWAL DEADLINE IS NOVEMBER 30, 2014! The education committee is currently working hard on the 2015 education schedule. The initial list of 2015 offerings will soon be finalized. We have approximately eight courses and 7 seminars and PDP programs planned. If you are interested in obtaining the Review Designation, residential or general, we will have you covered beginning this year and more to come next year. See preview in this newsletter. Three new analytical programs will be released by national and may be added to our 2015 schedule as they become available. The programs will address qualitative analysis, advanced spreadsheet analysis and application and interpretation of simple linear regression. The land valuation seminar remains in development for release sometime next year, in addition to advanced income analysis being split into two 2-day programs. Also coming out next year will be the new mandatory 4-hour seminar for supervisors and trainees. This new seminar will be offered in a variety of locations. For those in need of quick AI education credits, I would recommend taking advantage of the 2-hour AI webinars, they are quick, timely topics that provide AI credit at a nominal fee. The webinars are not, however, approved for any state credit. We are considering a new education event in the Spring of 2015 that will include an education mix of courses, seminars and 1/2 day programs in March in conjunction with Major League Baseball spring training. New Requirement: Candidates Attendance at Chapter Meetings During each calendar year candidates must attend at least (1) one chapter meeting to which the candidate belongs. The AI Board of Directors approved amendments to broaden the definition of the Candidate Attendance Requirement. Regulations now allow Candidates to attend at least one (1) meeting of their chapter or an AI event (Chapter, Regional, National) approved by the ADQC. The ADQC will still have discretion to determine which types of events will qualify. The Candidate attendance requirement is separate from Minimum Progress. 8 T HE APPROACH P AGE 8 The Leadership Development Advisory Council (LDAC) conference in Washington, DC was held from May 19 to 21 this year. For over 30 years, LDAC has served as a source of leadership training and inspiration for new programming ideas for the Appraisal Institute. Each year appraisers representing A.I. Chapters from across the country come to Washington DC to attend a series of roundtable discussions and meet with political representatives to discuss the current and future issues surrounding the real estate market and in particular, the appraisal industry. This year, just over 100 people were chosen, with Florida having the largest representation of any state. Three members represented the Florida Gulf Coast Chapter: Julie Battaglia, MAI; Patricia Whittington; and Brian Zamorski, MAI. Marvin (James) Ferebee, MAI from the Northeast Florida Chapter joined the Florida Gulf Coast Chapter with lobbying efforts. In total, the 13 Florida representatives at LDAC met with the staffs of 12 Florida Congressman and Senators. We, the Florida Gulf Coast LDAC members, met with staffers from the offices of Congressman Dennis Ross and U.S. House of Representatives Tom Rooney and Steve Southerland. We also exchanged s and setup lines of communication with several other Congressmen who were unavailable to meet. All of the Congressmen and staff members we met with were very receptive to our feedback and welcomed us to contact them any time. At the meetings, we discussed the current real estate trends in our local markets and a few proposed legislative bills. The following pieces of legislation were this year s congressional talking points: The Small Business Administration (SBA) amended Standard Operating Procedure 50-10F in 2013, disqualifying thousands of qualified real estate appraisers from performing going concern appraisals where the business/intangible component to the loan is greater than $250,000. The property types affected include hotels, motels, nursing homes, convenience stores, and gas stations. As of January 1, 2014, SBA lenders are forced to obtain two appraisals; a real estate appraisal and a separate business valuation for many loan applications for special uses properties. Previous policies allowed real estate appraisers to prepare going concern appraisals which include personal property and business (or intangibles). Approximately 10 percent of all SBA loans are affected by SOP 50-10F. Since multiple appraisals are required for SBA loans where the business/intangible component to the loan is greater than $250,000, this policy is leading to increased costs for consumers and lenders. Additionally, these costs will primarily affect main street or local business owners. The Appraisal Institute urges the House of Representatives to support legislation under development by Representatives Blaine Luetkemeyer (R-MO) and Kurt Schrader (D-OR) that would reaffirm the acceptance of competent real estate appraisers to prepare going concern appraisals of special purpose properties for SBA 7 (a) loans. The Appraisal Institute is urging the Senate to introduce companion legislation for the Luetkemeyer/ Schrader bill. Two major bills have been introduced to address housing finance reform: in the Senate, S. 1217, the Housing Finance Reform and Taxpayer Protection Act, known as Johnson-Crapo, and in the House, H.R. 2767, the Chapter LDAC attendees with Karen Williams, Legislative Director for Rep. 9 T HE APPROACH P AGE 9 Protecting American Taxpayers and Homeowners Act or PATH Act. Of particular concern to the Appraisal Institute, is a provision found in Johnson-Crapo, which could undermine the integrity of the appraisal process, and impose new liabilities on financial institutions. Johnson-Crapo authorizes the Federal Mortgage Insurance Corporation (FMIC), the proposed entity which would replace the Government Sponsored Enterprises, to establish, operate and maintain a National Mortgage Database for the collection, public use, and dissemination of mortgage loan information. This provision would allow the FMIC to build upon the Uniform Appraisal Dataset initiative established by Fannie Mae and Freddie Mac, and allow information contained in all appraisals for loans sold to the FMIC to be made available to consumers, financial institutions, appraisers, appraisal management companies, and automated valuation companies, among others. The PATH Act in House contains a similar, but less specific database. The Appraisal Institute is concerned about how this information might be used to influence the appraisal process and the potential for new liability for financial institutions. Select information on the property may be pushed to appraisers hoping to influence results and instances where appraisal managers attempt to influence appraisers by sharing certain information relating to comparable sales. Bank appraisal departments would have to contend with exams that question every appraisal in the portfolio based on FMIC data. The Appraisal Institute urges House Members to protect the integrity of the appraisal by not allowing appraisal information in the repository to be made publicly available. The Appraisal Institute urges the Senate to protect the integrity of the appraisal by not allowing any appraisal information found in the National Mortgage Database provision in Johnson-Crapo to be made publicly available. Just as important as lobbying members of Congress, was networking with appraisers from across the country and discussing current issues facing the appraisal and real estate industry. Our discussion groups held breakout sessions on topics including: Defining and Promoting the AI Designated Member Difference Diffusing the Succession Time Bomb / the Supervisor and Trainee Dilemma Embracing Technology Give More, Get More from Client Relationships Over the three days of discussion, it was agreed upon that many appraisers want some form of business coaching. Many participants stated that they were experts at valuation but were not experts at running a business. Many shared the opinion that the Appraisal Institute could offer classes that could help appraisers with effective marketing and maximizing exposure through Appraisal Institute designations. Additionally, many participants stated that the Appraisal Institute needs to create a best business practice type guide for its membership. This would help guide AI members with business practices such as hiring, human resources, compensation systems, best mentorship practices, and potentially good exit strategies for their business models. This was my third year attending LDAC, while Julie and Patricia were first year attendees. LDAC requires a three year commitment. I truly enjoy lobbying on Capitol Hill because our Representatives appear to be genuinely interested in our concerns within the appraisal industry. Another benefit of LDAC is the opportunity to network and build relationships with other appraisers from across the county. Finally, the national representatives from the Appraisal Institute listened to our brainstorming ideas to better our industry. As an organization, the Appraisal Institute is trying to stay ahead of the curve when it comes to changes in the industry. Overall, I would recommend attending LDAC to any members of the Appraisal Institute that would like to become more involved in the organization and chapter leadership. 11 T HE APPROACH P AGE 11 Region X Government Relations Report Appraiser Criteria Changes Become Effective on January 1, 2015 The Appraisal Qualifications Board (AQB) of the Appraisal Foundation has published a copy of the changes to the Real Property Appraiser Qualification Criteria, which were adopted in December The new Qualification Criteria contains significant changes to education and experience requirements as well as establishing guidelines for the supervision of registered trainees. The effective date of January 1, 2015 has been established. The publication may be viewed and downloaded on the AQB website. Florida State Rules Update Ongoing rule changes are mostly related to the 2015 AQB minimum requirement that everyone is aware of by now; however, the State of Florida continues to press for rule clean-ups to make doing business easier in Florida. Rule 61J issuance of certification is being modified to allow for a smoother process for reciprocal license applicants. Additionally, Rule 61J goes into effect on July 30th, 2014, allowing for distance education on qualifying courses taken after January 1st, For more on Florida Rules visit: Grass Roots Lobbying We Want You! We wish you and Brittany much happiness! Henry Entreken Lifetime Achievement Award The chapter s Henry C. Entreken Lifetime Achievement Award was recently awarded to Bert Finch, MAI (Retired) for his contributions to the chapter and to the Appraisal Institute. The award was presented to his son, Chris Finch, MAI, by Chapter President Woody Herr, MAI at the May 30th chapter meeting. Bert was recovering from surgery and was unable to be at the meeting. Bert F. Finch, Jr., MAI, SRA graduated from the University of Florida in 1953 with a Bachelors Degree in Business Administration majoring in Real Estate. Immediately thereafter, he began his career as a full-time real estate appraiser when he joined the real estate appraisal firm founded by A. B. Fogarty, MAI in St. Petersburg Florida. After obtaining his SRA designation from the Society of Real Estate Appraisers and his MAI designation from the American Institute of Real Estate Appraisers he and Mr. Fogarty became partners creating the firm of Fogarty and Finch, Inc. Upon the retirement of Mr. Fogarty he continued the firm in partnership with his son, Chris Finch, MAI, SRA. Bert retired from Fogarty & Finch in 1998 after 45 years as a full-time real estate appraiser and consultant. His career included all types of commercial and residential assignments primarily related to general valuation and eminent domain. Bert served for many years on the Candidate Guidance Committee reviewing candidate reports and also on the Regional Panel of the National Ethics & Counseling Committee. He served as President of the former St. Petersburg Board of Realtors and is a past member of many local civic and professional organizations. Over the years Bert trained and helped mentor numerous commercial and residential appraisers, many of whom obtained their MAI and or SRA designations, including chapter president Woodman Herr, MAI.

I currently work at Tidewater Real Estate Services in Santa Rosa Beach, FL. I started the company in 2011 and have decided to focus on the business this year. How did you get started in the business? I began appraising manufactured homes in rural areas in Over the course of ten years I have been able to advance my career. In 2011, I joined EquiValue Appraisal in Destin, FL, and was completely immersed in commercial appraising. What type of appraisal work do you do? I predominately perform residential and commercial assignments for lending institutions. Andrew Skinner, MAI, SRA How has your practice changed in recent years? My practice has changed along with the economic climate. When I started in the business ten years ago, less analysis and reporting was required. Now it seems that lending institutions have taken on more qualified individuals to review appraisals, an endeavor I fully support. Today, a higher level of analysis and reporting is required, which keeps me sharp and up-to-date. Who/what is the biggest influence for you in getting the designation? I knew I wanted to be a MAI eight years ago and didn t know how I would attain that goal. Fortunately, with hard work and a little luck, some doors opened. My time at EquiValue Appraisal had a positive influence on me and I was mentored under a MAI with good business skills and strong ethics. Hometown? LaGrange, GA Favorite Hobby/Activities? I enjoy the outdoors, fishing, exercising, SEC football games, and smoking ribs or cooking a pot of gumbo on a rainy weekend. What advice can you give to other candidates and associates letting the demo hold them back from receiving their designation? Just go for it. I completed the traditional option. The great thing about the traditional demo is that you get to choose your property and effective date (within some limitations). If you choose wisely, you will have ample data to complete the report. The effective date allows you to create a snapshot of market data. For the most part the data is there, permanently recorded in public records or in MLS, etc. All you have to do is put the pieces together. Revisit the report whenever you like. Complete one section and the information rolls into another and before you know it you ve made some serious headway. Next thing you know you re done. 21 T HE APPROACH P AGE Gillott/Florida Gulf Coast Chapter Scholarship Program The Florida Gulf Coast Chapter of the Appraisal Institute offers the John and Doretta Gillott/Florida Gulf Coast Chapter Scholarship Program each year. Scholarships are awarded to assist active candidates belonging to the Florida Gulf Coast Chapter in achieving their designation, based on their past participation and attendance at educational and chapter events. The scholarships are sponsored by the FGC chapter and past education chairs, John and Doretta Gillott. The chapter scholarship can be used on any Florida Gulf Coast chapter-sponsored core course that would go towards AI designation requirements. Only candidates of this chapter are eligible to apply. The scholarship is good for a two-year period. AI CE Points System The Appraisal Institute recently transitioned over to a points system rather than the hourly system in order to reward Designated members who take advanced education. In addition, AI now rewards members who take and pass advanced education and qualifying education exams, which was previously unrecognized in the past. Designed members (required) must earn 500 points during every 5-year cycle and Candidates and Practicing Affiliates must earn 350 points. Generally, 1 hour of CE = 5 points (1% of 500 points) or more. This formula is also used for education taken outside of AI, which members can add on their own by logging onto the website and clicking: Add Credit to My AI CE Log. USPAP and Business Practice & Ethics are each valued at 35 points. AI will continue to issue completion certificates and education transcripts that contain hours for state submissions; only the AI CE Status Report will reflect points. The Advanced Continuing Education (ACE) requirement has ceased to exist; AI thinks it s best that Designated members create an education plan that best suits their needs and schedules.
