5 ADVISORY GROUP ( ) PUBLIC ARCHITECTS KNOWLEDGE COMMUNITY CHAIR Rona G. Rothenberg, FAIA, California Court Building Program Rona G. Rothenberg, FAIA, is a Senior Manager for the statewide Design and Construction Team for the Judicial Council of California- Administrative Office of the Courts Office of Court Construction and Management. A founding member of the $6.9 Billion capital building program for the California courts, Ms. Rothenberg has been with the AOC since late Rona, a licensed architect who holds a B.S. degree from the Pennsylvania State University Magna Cum Laude and a Master of Architecture degree from U.C. Berkeley, is a member of the College of Fellows of the American Institute of Architects. She has served as a leader in design and construction projects for large institutions, as a client, for the past 25 years, during which time she has led teams for over 100 capital projects. In addition to her current senior management role serving the California courts, her long-term work in institutional project management has included senior staff positions with the School of Medicine at Stanford University, as the Senior Project Manager for Allianz AG/Fireman s Fund s North American Real Estate Operations, and with Kaiser Permanente s Northern California team. A long-time resident of the San Francisco Bay Area, she has also been involved in pro-bono design projects for local nonprofit organizations since Rona is passionate about design, construction and management of beautiful, sustainable and lasting institutional buildings from the inside out, from within institutions, and she writes and lectures frequently on this subject. On a personal note, Rona has been married to Yehuda Ben-Israel, a regional manager for the Social Security Administration and a Vietnam-era veteran, for 33 years, and is the proud mother of Sarah, a science and math teacher, David, an art and wine industry consultant. In her minimal spare time, she enjoys cooking, music, gardening, art, gemology, reading and walking Tevi, her pedigreed English Springer Spaniel. PA CONFERENCE CHAIR Vergel Gay, AIA, Vergel Gay & Associates As a public architect, Vergel L. Gay, Jr. has provided leadership in the corporate, municipal and higher education arenas. He is currently the CEO of Vergel Gay & Associates. Previously, he has served as the chief facilities officer for the Texas A&M University System, where he was responsible for the planning, design and construction of a $2.5 billion capital plan for 11 universities and a Health Science Center. He has also held positions as associate vice chancellor for system facilities and university system architect for the University of North Texas System, executive director for facilities planning and construction at the University of Houston System, chief architect for the city of Houston, senior 4

6 project architect for the Texas A&M University System and area manager-architecture for Southwestern Bell Corporation. He is both a licensed architect and interior designer and holds memberships in the American Institute of Architects, the Texas Society of Architects, and the National Organization of Minority Architects. David Trevino, AIA, City of Dallas David Treviño is a registered architect, LEED A.P., and has over 20 years experience as an architect. He serves as a Sr. Program Manager in Facilities Architecture & Engineering for the Dept. of Public Works at the City of Dallas. Over the last 10 years he has been responsible for the implementation of two major capital bond programs. He is responsible for overall management for the planning, budgeting, scheduling, A/E selection, contractor selection, design, and construction of public capital projects such as law enforcement, libraries, cultural, public safety, and other municipal buildings in the City of Dallas. He also coordinates, implements and manages the activities of project managers, consultants, and contractors to ensure quality overall project management, organization, and construction. He serves on the Board of Directors of the USGBC North Texas Chapter and the BIM Texas Alliance. He is dedicated to achieving high quality and high performance design of public facilities. Projects under his management have received several design awards including the 2010 U.S. Dept. of Housing & Urban Development, Special Housing Design Award and the Rudy Bruner Award and 2011 Gold Medalist for the Homeless Assistance Center The Bridge. He received his M. Arch degree from Texas A&M University. He is active in his community and serves as a Red Cross volunteer. He is married to his wife Christina and has 2 daughters and two grand children. Edmond Gauvreau, AIA, U.S. Army Corps of Engineers Ed Gauvreau, AIA, MPA is the Chief, Planning Branch for the Installation Support Community of Practice (ISCoP), Directorate of Military Programs, Headquarters, U.S. Army Corps of Engineers (HQUSACE). He oversees a 10-person team responsible for the management and development of Army installation support programs, including master planning, force development, critical infrastructure protection, and military construction project development software. Ed is also the primary USACE liaison to the Office of the Assistant Chief of Staff for Installation Management, plus maintains substantive relationships with other Army and Defense agencies. His most recent position at HQ USACE was as program manager in the Installation Support Branch, ISCoP, with concurrent duties as staff director for the Army s Career Program 18, Engineers and Scientists (Construction), overseeing career development and training for over 14,000 civilian employees throughout the Army. He also served as Executive Assistant to the Deputy Director of Military Programs providing direct support to the senior career official for the 5

7 Corps of Engineers in managing execution of a $10 billion world-wide design and construction program. Emily Marthinsen, AIA, UC Berkeley Assistant Vice Chancellor Emily Marthinsen, University of California, Berkeley s Campus Planner, heads UCB s Capital Projects office of Physical and Environmental Planning (PEP). PEP provides comprehensive physical and environmental planning services for the Berkeley campus. Marthinsen works closely with campus clients through early planning p hases of projects emphasizing program and project definition, alternative space development and alignment with overall campus plans and planning policy. Marthinsen is responsible for the campus design review process, coordination with the City of Berkeley related to planning issues and the implementation of the 2020 Long Range Development Plan. Marthinsen is a licensed architect in California and has thirty years of relevant work experience at UC Berkeley and with design and planning firms in Berkeley, San Francisco, Washington, D.C, and Alexandria, Virginia. Her private practice work focused on pre-design planning and programming for community and non-profit-clients and for public agencies. 6

8 SPEAKER BIOS DESIGN EXCELLENCE IN PUBLIC ARCHITECTURE: FEDERAL-STATE-REGIONAL-LOCAL AND BEYOND Jeffery Potter, FAIA, 2012 AIA President Jeff Potter Architects Jeff Potter, FAIA, is a long-time advocate for the architectural profession and actively seeks to raise the awareness of how design works to the world around us. A registered architect, Jeff has an extensive portfolio of primary and secondary educational facilities. He founded POTTER in 1983; the firm also engages in landscape architecture and planning of places. The firm has won numerous design awards and actively seeks to improve people's lives wherever it works. A native of Shreveport, Louisiana, and current resident of Dallas, Texas, Jeff holds a Bachelor of Environmental Design and a Master of Architecture degree from Texas A &M University. In 2009, he and his wife Shelley were the first husband- wife team to be honored as Outstanding Alumni of the College Architecture at Texas A & M. He is a long-time contributor to the success of Texas Architect magazine, and was President of the Texas Society of Architects in Jeff has been a member of the national board of directors of the American Institute of Architects, was elevated to the AIA College of Fellows of the AIA, and has led the AIA as chair of numerous committees and task forces. Lee Baggett, CSI CDT, LEED AP Architectural and Contract Manager, Armstrong World Industries, Coppell, TX Lee Baggett joined Armstrong in 1981 and has held sales positions in Texas, Maryland and Washington, D.C. Before becoming West Region Sales Manager for a new venture in October 2003, he was Manager, Major Projects and Business Development for Armstrong s South Central Region. Lee is currently the Architectural & Contract Manager for Dallas/Fort Worth. Lee has been featured in Architectural Record, where he was named an Outstanding Marketing Representative by a vote of the magazine s readers. The magazine cited Lee for his consistent help in solving technical problems and supplying critical technical and design information. At various times, Lee has been a member of, and contributor to, such trade organizations as the International Facilities Managers Association (IFMA), the Construction Specifications Institute (CSI), and the International Interior Design Association (IIDA). He has presented information on speech privacy solutions and environmental design strategies at conferences for the International Facility Management Association (IFMA), the American Institute of Architects 7

9 (AIA), and the International Interior Design Association (IIDA). Lee has earned professional designations as a LEED Accredited Professional and as a Construction Specifications Institute Construction Document Technologist (CDT). A Tennessee native, Lee lives near Dallas, Texas. Zaida Basora, FAIA Assistant Director, City of Dallas, Dallas, TX Zaida Basora, FAIA, LEED AP BD+C is the Assistant Director for Dallas Public Works. She is a registered architect and sustainability advocate with over 29 years of experience in design, construction and contracting. She holds a Master of Architecture degree from the University of Texas at Arlington and a Bachelor of Environmental Design from the University of Puerto Rico. Over the past 17 years she has held several positions with the City of Dallas such as Purchasing Agent, Assistant Director of Building Services and Building Official. She began the LEED green building program implementation for the City and negotiated the first energy services contract in Her leadership took the city s commitment to sustainability one step further with the adoption of the green building code in Her work in Dallas has been recognized with the Building Officials Association of Texas (BOAT) 2008 award of excellence for extra large jurisdictions and a 2009 CLIDE Award in the public policy and planning category. Zaida is a founding member and 2010 chair of the USGBC North Texas Chapter. As a recognized green building expert, she was most recently appointed to the GSA's Office of High Performance Green Building's new Green Building Advisory Committee and currently co-chairs the Codes and Standards committee of AIA Dallas and serves on the Texas Society of Architects' Sustainability Committee. She was elected to the College of Fellows of the American Institute of Architects in January of Lee Becker, FAIA Partner, Hartman-Cox Architects, Washington, DC Lee Becker joined Hartman-Cox Architects in He has been responsible for design and administration of a broad range of project types, which include award winning institutional, ecclesiastical, office, mixed use, academic and residential buildings throughout the United States. His academic projects are typically in historic core areas of America s most prestigious University campuses that include Duke University, The University of Virginia, The University of Washington in Seattle, Washington University in St. Louis, The University of Michigan and Tulane University. Mr. Becker is a nationally recognized for his design of law schools, libraries and business schools. Examples include the Law School at Washington University in St. Louis; the Law School addition at the University of Alabama in Tuscaloosa; the Law Library at the University of Connecticut; the Special Collections Library at The University of Virginia and the McIntire School of Commerce addition to Stanford White s Rouss Hall building and two University of Michigan Law School buildings. He is currently working on the Lawyers Club - residential building at the University of Michigan Law School. He has lectured on professional schools and urban design at the University of Virginia, the DC Chapter AIA, the Virginia Chapter AIA, the University of Maryland, Washington University in St. Louis, Johns Hopkins and Duke University. He has over 20 years 8

10 experience designing judicial facilities such as the US Federal Courthouse in Corpus Christi, Texas and the Lexington-Fayette County Circuit and District Courthouses in Kentucky. Carl W. Chappell, LEED AP, P.E. Consultant, Rolf Jensen & Associates, Inc., Plano, TX Carl Chappell is a Consultant in the Rolf Jensen & Associates, Inc (RJA) Dallas office. In six years at RJA, he has been involved in the preparation of construction design documents for fire alarm and automatic sprinkler systems, code equivalencies, and building and fire code consulting for many projects across the nation and abroad. Mr. Chappell has experience in egress analysis, the production of exiting and smoke control diagrams, inspection and testing of fire alarm and fire suppression systems and the commissioning of smoke control systems. Mr. Chappell has provided general Fire Protection and Life Safety code consulting services for numerous occupancies, including high-rise buildings, casinos, resort developments, General Services Administration buildings, Department of Defense installations, higher education facilities and healthcare buildings. He has been the lead Project Manager for a multitude of these types of projects. His responsibilities included preparation of the full Fire Protection and Life Safety Reports, developing Egress Drawings, developing project specifications, developing Requests for Alternate Methods and Request for Modifications, coordination with all associated parties, and general project management. He is a licensed Fire Protection Engineer in the state of Nevada, Oklahoma and Texas, a LEED Accredited Professional, and an active member in the Society of Fire Protection Engineers. Derek Cunz, LEED AP Vice President and General Manager, Mortenson Construction, Minneapolis, MN Derek Cunz, Vice President and General Manager of Mortenson Construction s National Projects Group, is an industry leader in the implementation and utilization of advanced technology, innovative building practices, and alternative project delivery. He has traveled extensively, building complex and technical projects in Northern Ireland, California, Colorado, Minnesota and Massachusetts. Derek leads Mortenson s company wide Virtual Design and Construction (VDC) team. Prior to heading up the National Projects Group, Derek was the Director of Project Development for Mortenson s Colorado office and a project manager on the Walt Disney Concert Hall project in Los Angeles where he collaborated with the Center for Innovative Facilities Engineering at Stanford University in the development and implementation of the industry s 4D model (linking 3D models and project schedules). Two projects Derek has been involved in have won the AIA Technology in Architectural Practice BIM award. Engineering News Record named Derek a Top 25 Newsmaker in 2006 recognizing his contribution to the design and construction industry. 9

11 Bob Farmer Director of Preconstruction Services, SpawGlass Contractors, Austin, TX Bob Farmer has more than 37 years of experience in the construction industry, including overseeing the preconstruction and construction of education, corporate, healthcare, industrial, sports, and institutional facilities. Bob has led the preconstruction efforts on a wide variety of public and private projects for more than 20 years. His past positions include superintendent, project manager and project executive. He is currently Director of Preconstruction Services for SpawGlass Contractors in Austin, TX. Bob has a background in corporate training is responsible for developing numerous training programs for SpawGlass. He is a board member of the SpawGlass Foundation, board member for the Institute for Leadership in Capital Projects (I-LinCP), is a past board chairman for the local chapter and national board member of Associated Builders and Contractors. Vergel Gay, Jr., AIA CEO, Vergel Gay and Associates, Houston, TX Vergel L. Gay, Jr. is a public architect with experience in the corporate, municipal and higher education arenas. 12 Frank James Greene, FAIA Principal, RicciGreene Associates, New York, NY Frank J. Greene, FAIA plans and designs civic buildings that are diverse in their expression, their imagery defined by the circumstances of place and purpose. A principal of RicciGreene Associates, his body of work is international in scope both as lead designer and as collaborator with other designers on prominent courthouse projects, including numerous GSA Design Excellence projects. He is a founding member of the NY Chapter AAJ, and a frequent speaker and writer on justice topics. He serves the AIA College of Fellows as New York State Representative, and as a former member of the New York Chapter Fellows Committee. He is a graduate of the Howard University School of Architecture and Planning, where he received the Gold Medal for Design in As a founding member of the Sustainable Justice committee of the AIA AAJ, Frank has led a number of collaborative workshops resulting in a white paper entitled Sustainable Justice 2030: Green Guide to Justice, for which he served as editor. He has served as moderator for panel presentations of the work of the SJ committee at two AIA conventions and three AAJ conferences. He wrote the facilities portion of a recently published white paper for the Department of Justice National Institute of Corrections entitled Greening Corrections: People, Processes, Policy, and participated in a webcast presenting its findings. Severine Halls Senior Project Manager, University of Texas System-OFPC, Austin, TX Severine Halls is a Senior Project Manager at the University of Texas System-Office of Facilities Planning and Construction (OFPC). On behalf of the Board of Regents and through the Capital Improvement Program (CIP), OFPC manages projects totaling over $7 Billion. Ms. Hall s primary responsibilities are for project management oversight on Academic and Campus projects at the University of Texas at Austin, including the new Belo Center for New Media that has a total project cost of $62 Million. Her expertise includes wide-ranging knowledge of project management processes, the practice of architecture and engineering, and regulatory requirements for design and construction of public projects. As well, Ms. Halls has extensive knowledge of Texas State professional services practice act requirements, alternative delivery methods, and real estate services including acquisitions, easements, appraisals, environmental assessments, and eminent domain. Ms. Halls is a leader in the public-sector in developing and implementing Pre- Project Planning initiatives in municipal and state agencies for the purpose of identifying capital program priorities and seeking authorization and funding for their realization. Over the last four years, Ms. Halls spearheaded the development of the new UT System policies and procedures associated with Owner's Project Requirements and Basis of Design. These have been implemented across the state-wide U. T. System organization. 11

13 David H. Hart, FAIA Vice President and Regional Manager, MOCA Systems, Salt Lake City, UT David Hart, FAIA has served in public and private sector leadership positions since 1981, including 10 years as the Architect of the Capitol for the State of Utah. As the Architect of the Capitol he designed and managed the $275 Million dollar restoration and base isolation of the State Capitol, restoration of the Grounds and the addition of two new office building for the legislature. This project was one of the country s first Public Lead integrated delivery projects and paved the way for the use of this delivery method in Public projects. Currently Mr. Hart is a Vice President with MOCA a Program Management company that specializes in large political complex projects. He is currently working with the State of Minnesota on the restoration of the Cass Gilbert Minnesota Capitol. A brief history of his background is as follows: Graduated from University of Utah Graduate School of Architecture MArch 1981 to SOM Houston - Designer 1884 to DMJM Hawaii and Salt Lake City (Now AECOM) - Associate Vice President and Division Manager 1994 to Hart Fisher Smith Architects, Salt Lake City, Utah - Founding Principle, Owner 1999 to Capitol Preservation Board - Executive Director and Architect of the Utah State Capitol 2010 to Present - MOCA Systems - Vice President and Regional Manager. Laurence E. Hartman, AIA, LEED AP BD+C, Vice President, HDR Architecture, Inc. Mr. Hartman has been focused on criminal justice architecture for 31 years. This has involved federal, state, and county clients in all phases of project development across the country. He has programmed and designed complex projects such as major prisons, juvenile detention centers, law enforcement centers, substance abuse treatment centers, courts and has been involved in security planning of large public works projects. He is past chair of the AIA Academy of Architecture for Justice, current co-chair of AAJ Sustainability Committee, and board member of the AIA Northeast Illinois Chapter. His involvement in the American Correctional Association (ACA) includes appointed membership in the Program Planning Committee and as Vice Chair of the Facility Design Committee. He has presented at AIA and ACA conferences and has been published in the AIA Academy of Architecture for Justice Journal. 12

14 Don Hensley, LEED AP Principal/Practice Director, SHW, Plano, TX Planners. Don Hensley is a Principal at SHW Group, one of the nation's leading architecture, engineering, planning and interior design firms serving clients in education. He joined SHW Group in 1989 and serves on the Board of Managers. In addition, he is the Practice Director for Higher Education, and is responsible for commissions to design and deliver an average of eight hundred million dollars of higher education projects annually. Don received his Bachelor of Architecture from Texas Tech University, is a LEED Accredited Professional, and a member of AIA, Association of Physical Plant Administrators, Association of College and University Business Officers, and Society of College and University Dustin L. Hostetter Sales Support Engineer, Armstrong World Industries, EMerge Alliance, Lancaster, PA Dustin Hostetter is a Sales Support Engineer for DC FlexZone Grid Systems at Armstrong World Industries, a global leader in ceiling solutions. In this role, he oversees marketing and sales for this innovative clean tech product platform. Dustin works closely with architects, engineers, contractors and building owners, while managing business relationships with industry partners in lighting and power. Dustin plays an active role with the EMerge Alliance, a Californiabased not-for-profit technology standards association Armstrong helped found in 2008 that is focused on promoting DC power distribution and use in commercial buildings. Dustin worked previously as an electrical engineer and project manager for a consulting firm. Dustin has Bachelor s Degree from the University of Pittsburgh and a Master s Degree from Penn State University. Julia Hughes, AIA, LEED AP Julia currently chairs the AIA Academy of Architects for Justice Sustainable Justice committee and was instrumental in developing the Sustainable Justice 2030: Green Guide for Justice" white paper. Julia was one of the initiators of the sustainable justice advocacy and its unique and critical role in our healthy communities and has been instrumental in developing the SJ Checklist tool and led a pilot study to be presented at the AIA Convention Public Architects Workshop in Denver June Julia's focus on justice architecture has included award-winning courthouse and detention/corrections facilities on the east and west coasts and various communities in-between that are living, breathing examples of Sustainable Justice Principles in practice. Particularly noteworthy is a World Architecture News Effectiveness award of the Union County Juvenile Detention Center - "aiming to find the best in architectural design that has profoundly impacted society, transcending the requirements of the client brief and aesthetic appeal... [that] benefited its users, the surrounding community and beyond, in relation to one or more of the following aspects: Social, Technological, Environmental, Economic and Productivity." 13

15 Beverly Prior, FAIA, LEED AP Civic and Justice Practice Leader, HMC Architects, San Francisco, CA Beverly Prior, FAIA, LEED BD+C, Civic & Justice Practice Leader at HMC+Beverly Prior Architects, has focused her career on fostering livable and sustainable communities. In her 30 years of professional practice, Beverly has specialized in justice projects, having planned and designed law enforcement, courthouse, adult and juvenile detention and prison facilities. Beverly served for five years on the National AIA s Academy of Architecture for Justice (AAJ) Advisory Group and co-founded the Sustainable Justice Committee. As an advocate for sustainable justice, Beverly has presented and facilitated at several conferences on topics such as The Greening of Justice (2005), Should Juvenile Facilities Be Green? (2006), The Courthouse s Role in Creating a Vibrant Downtown (2007), Design Build/Design Excellence in Juvenile Justice (2008), Sustainable Justice Work sessions (2009), Sustainable Justice: Designing a Green System (2010), and Sustainable Justice: An Evolving System (2011). She is currently providing services on three county projects that are repurposing existing commercial buildings into essential services sheriff facilities. Kenneth Ricci, FAIA Principal, RicciGreene Associates, New York, NY Kenneth Ricci, FAIA, as both architect and advocate, has devoted his 40-year career to the programming, planning and design of justice and correctional facilities throughout the country. Mr. Ricci s professional expertise provides innovative solutions to justice design problems and practical applications to physical and operational conditions. He has successfully combined this unique problem-solving approach with a solid foundation of planning and architectural skill on a variety of court, correctional and detention facility projects. He was elevated to the American Institute of Architects College of Fellows in 1998 for devoting his entire career to improving environments for the incarcerated. He is active in the AIA NYC Chapter and on the national AAJ and serves as a director of a non-profit group working with adult and juvenile offenders. He is widely published and teaches and lectures on the subject of courts and adult and juvenile facility planning and design. 14

In that capacity, he is responsible for renovation and minor construction projects on the University of Texas main campus as well as at its satellite campuses. His organization consists of a project management staff of 50 personnel and an in-house construction section of 80 personnel. He is responsible for an annual construction program that includes over 400 projects totaling over $45 million. Prior to joining the University, Mr. Throop served with the US Army Corps of Engineers in a variety of positions, culminating with his assignment as the Deputy Division Engineer for the Southwestern Division, which had responsibility for civil works and military construction in Texas, Oklahoma, Arkansas, and Louisiana.
