1 2018 COAA-MD/DC SPRING WORKSHOP Wednesday, March 14, 2018 Towson University Towson, MD A G E N D A 9:00 9:45 am NETWORKING & REGISTRATION 9:45 10:00 am Welcome & Chapter Update 10:00 11:00 am SESSION 1 Integrated Schedule and Cost Risk Analysis for the Smithsonian National Air & Space Museum Michael Carrancho, The Smithsonian Institution; Mike Henry, The Smithsonian Institution 11:00 11:15 am Networking Break The National Air & Space Museum is the most visited museum in the U.S., and among the most visited museums in the world. A massive renovation of this 1976 facility will include complete replacement of the exterior envelope and all new mechanical, electrical, and plumbing systems. The risks associated with such a project are numerous, so Smithsonian officials are taking steps to understand and then mitigate or at least manage those risks through an integrated approach. 11:15 12:15 SESSION 2 Rapid Response to Ever Changing Regulations Linda Whitmore, University of Maryland Medical Center This presentation tells the story of how the University of Maryland Medical Center planned, designed, and executed a $3,800,000 facility upgrade to 6 occupied behavioral health units in 13 weeks. The urgency came from recent changes in CMS regulations which were issued with little guidance and no grace period for compliance. The changes were issued within a few months of the Medical Center s tri-
2 12:15 1:00 pm LUNCH annual Joint Commission survey. UMMC quickly developed and performed a risk assessment identifying the scope of work then organized a team to execute. The work plan assumed a 7-day per week schedule with hour shifts. Traditional construction processes were followed (except for competitive bidding), but with expedited timelines. We learned how we can execute work faster when we are committed to doing so while still managing critical risks and communicating effectively. 1:00 2:00 pm SESSION 3 Start Your Lean Journey John Bechtel, Penn State University Led by an Owner who has begun the lean journey, this workshop will provide attendees with the ways and means to remove waste from both their projects and within their internal organization and processes. 4 SPEAKER BIOS JOHN BECHTEL Assistant Director, The Pennsylvania State University John Bechtel is the Assistant Director of the Design and Construction Division at Penn State's Office of Physical Plant (OPP) and is responsible for contract administration, construction services, renovation services, and various organizational initiatives. Prior to joining OPP, John worked for over a decade with Turner Construction Company where he was involved with the construction management of projects at Penn State, in the Pittsburgh and Philadelphia areas, and in the Netherlands. John s current interests include Integrated Project Delivery, Lean Design and Construction, and Prevention through Design. John has an undergraduate and graduate degree in Architectural Engineering (AE) from Penn State and is a registered Professional Engineer. He leads the OPP internship program, mentors PSU students, and is an instructor for the Penn State AE program. John has been the President of the COAA Pennsylvania Chapter for the past six (6) years. RON BROWN Deputy Director Capital Projects, University of Maryland Baltimore MICHAEL CARRANCHO Deputy Director, Smithsonian Institution As a Deputy Director in the Office of Planning Design and Construction his focus is on Engineering & Design. Responsible for the design management of all the Smithsonian s capital and large maintenance projects, SI Facility Design Standards, is the senior building code official, and signatory on all construction documents for the Institution. From 2003 to 2010 Mr. Carrancho served as the Naval Facilities Engineering Command, Europe Africa and Southwest Asia, Business Manager and Chief Engineer in Naples, Italy. Supporting over 1300 personnel and responsible for providing: Design and Construction services, Planning & Re-al Estate Acquisition, Environmental Services, and Public Works for an area spanning from the Azores to Bahrain. Mr. Carrancho has a Bachelor s Degree in Civil Engineering, Merrimack College, North Andover, MA, and holds a Professional Civil Engineer license from the State of California since He is also a LEED Green Associate.
5 TERRY COOK Senior Associate Vice President of Administrative Services, University of Maryland, Baltimore County Terry currently serves as the Senior Associate Vice President of Administrative Services, University of Maryland Baltimore County (UMBC) with responsibilities for facilities management, procurement, environmental health and safety, management advisory services, bookstore, food services, campus card, mail services, Columbus Center research facility, and real property. Previously, she served as Senior Associate Vice President at the University of Maryland University College (UMUC) and spent 15+ years at the University of Maryland, Baltimore (UMB) with positions in both Facilities Management and Procurement. As UMB s Director of Architecture, Engineering & Construction, she had responsibility for an annual construction volume of $100M with services provided to five (5) University System of Maryland institutions in the Baltimore area. Prior to this, Ms. Cook spent 8 years as the Director of Planning, Project Management, and Purchasing for a mechanical contractor located in New Hampshire. She has two (2) Master s Degrees from Loyola University in New Orleans and Boston College. She has 30 years of experience in the construction industry in the areas of planning, project management, purchasing, and administration. She also served as President of COAA for two terms. MICHAEL P. HENRY Senior Design Manager, Smithsonian Institution Michael P. Henry, P.E. is the Senior Design Manager for the National Air and Space Museum Mall Building Revitalization Project and has been with the Smithsonian Institution since May Prior to this, Mr. Henry was a Resident Engineer and then a Project Manager with the U.S. Army Corps of Engineers, Baltimore District for various design and construction programs in the DC area. Mr. Henry began his career with the Corps of Engineers, New York District in 1993, managing military construction projects in New Jersey, and then likewise in Germany with the Corps Europe District between April 2000 and September Mr. Henry graduated from the Rutgers School of Engineering with a Bachelor of Science in Civil Engineering and a Bachelor of Arts in English. He is a licensed Professional Engineer in the States of New Jersey and Maryland. He and his wife, Kara, have a daughter, Marlaena. BRENDA IRAOLA, ASLA Design and Construction Manager & Landscape Architecture Supervisor, Maryland-National Capital Park and Planning Commission Brenda Iraola is a Design and Construction Manager & Landscape Architecture Supervisor with the Maryland-National Capital Park and Planning Commission, Park Planning & Development Division. She has a Masters of Landscape Architecture degree from Kansas State University and a bachelor s degree from the University of Maryland. She has expertise in facility project management, landscape architecture, design, and construction. She has over 30 years of public and private sector experience in landscape architecture, park planning, master planning, transit-oriented-development, subdivision review, zoning, streetscape design, urban design, sustainable design, and site planning. Her specialty is the planning and design of public spaces and is an author of several articles for magazine
6 publications on topics of landscape architecture, site design, and project management. She has creative energy, which conveys when designing sites for community patrons and thinking out of the box to develop unique transformational site concepts for new facilities or renovation projects. Prior to joining the Maryland-National Capital Park and Planning Commission, she worked as the ADA Accessibility Coordinator and Master Planner for the engineering firm of Ben Dyer, Associates. Her private sector experience includes evaluating accessible design, working on master plans, transportation plans, and commercial and office development planning. She has lectured classes at the University of Maryland on various topics of road design, grading, planting design and construction. She has presented at the Green Matters Symposium, Construction Owners Spring Workshops, and the Maryland Parks and Recreation Annual Conference. Actively serves as a board member of the American Society of Landscape Architects and the Maryland Parks and Recreation Association, is a member of the National Parks and Recreation Association and the Construction Owners Association of America. She is a licensed landscape architect in the State of Maryland and has won prestigious Merit Awards for her projects. DAVID MAYHEW, FAIA University Architect, Towson University David Mayhew, FAIA is a registered architect with over 35 years of comprehensive experience in architecture, construction, and planning. He is a graduate of the University of Maryland School of Architecture with degrees in architecture and urban studies. For the last 20 years, Mr. Mayhew has served as the University Architect at Towson University, where he oversees the design of capital improvement projects, and participates in the development and implementation of the campus master plan. Mr. Mayhew is a member of the Association of University Architects, a member of the Society of College and University Planners, a LEED accredited professional, and a member of the College of Fellows of the American Institute of Architects. CARLOS SANCHEZ, LEED AP BD+C Regional Director- Project Controls, MBP Carlos has more than 23 years of experience in construction and architectural services. As a Master Builder with 12 years of design experience, Carlos offers a comprehensive understanding of the built environment. He has been responsible for the design, documentation, and management of award-winning projects, and his expertise encompasses a wide range of project types to include the renovation and modernization of historic structures. His interest in the reuse and revitalization of existing buildings creates a natural synergy with his interest and commitment to sustainable design practices. His projects include healthcare, higher education, K-12 schools, museums, cultural sites, institutional, and commercial construction. Carlos currently leads the Project Controls team for MBP s National Capital Region and is responsible for managing high-performing teams in cost estimating, CPM scheduling, constructability reviews, LEED consulting, BIM services, and claims support. Carlos has a BA in Architecture from the Universidad Nacional Autonoma de Mexico.
7 LINDA WHITMORE Director Project Development, University of Maryland Medical Center Linda Whitmore is a Healthcare Executive skilled in aligning capital plans with the strategic, business, and operational goals of an organization. Combines healthcare planning & design expertise with proven business skills to deliver a high-quality program while reducing costs. Directs all projects in a $30 million annual capital program, with over $200 million of ongoing work at any time Linda has a Bachelor of Architecture from Carnegie Mellon University and a Master of Business Administration from the University of Baltimore with over 25 years experience in planning, design and construction of Healthcare facilities. Linda began her career in Maryland, focused on healthcare planning working as an Architect with Browne Worrall & Johnson and RTKL Associates. Linda served as a Principal of ButlerWhitmore through the 90 s and founded Whitmore Architecture in The founding of this firm was a direct response to need for a client service focused practice. As Principal of a sole practitioner firm, responsibilities include marketing & business development; financial management; and direct architectural and planning services to clients. Linda holds the position of Director of Project Development at the University of Maryland Medical Center. In this role she directs the Planning, Design and Project Management staff on master facility planning, space planning, capital budget development, development and maintenance of planning and design standards and design and construction project management. She is a member of the Facilities leadership team and is responsible for creating and sustaining the environment of care within the hospital. Linda is a registered Architect in Maryland, Pennsylvania the NCARB. She is a former member of the American Institute of Architects, the Academy of Architecture for Health and is a founding member of the American College of Healthcare Architects.
