Collins reviewed the FY 2013 budget and the YTD actual results. He noted the projected annual deficit was less than anticipated at $155K, instead of $200K. Cohen reminded the board that the numbers presented are not final and that the 2013 books are currently being audited by Nardella & Taylor. Collins also noted that by the end of 2015 the BuildBoston buyout loan of $1.2M will be fully repaid. White updated the board regarding the BFA/BSA Transition Agreement. He noted that the agreement formalizes a new relationship between the organizations and establishes a Joint Strategic Collaboration Committee. Each board will appoint three members to this committee. White noted that the two boards will continue to function independently and that this agreement will not affect the BSA s professional programs. A major aspect of this agreement allows the BFA to move forward with fundraising. The BFA Trustees voted to accept the agreement, as written, on February 13, Upon a motion by Roy, seconded by Gray, it was VOTED to accept the Transition Agreement and to authorize the president or secretary to sign the agreement as written; unanimous. Investment Committee Recommendations George Metzger, chair of the BSA Investment Committee, delivered the committee s recommendations. 6 To: BSA Board of Directors From: Emily Grandstaff-Rice AIA Re: President s Report Date: April 17, 2014 Finally, spring is here! Continuing our series of strategic discussions, David Eisen AIA, VP of Communications will lead a discussion on BSA Communications and Pamela de Oliviera-Smith will present the multi-year effort of BSA Graphic Branding and our new website look! Advocacy Updates Advocacy is at the core of an organization like the BSA advocacy for our members, the profession, and for the public realm. Architecture and good design last much longer than political timelines, and as such the BSA plays a critical role in advancing the discussion and actions of our local and regional initiatives. The BSA is continuing to engage the City of Boston Mayor s Office in addition to hosting a gubernatorial candidates debate in March discussing issues with direct involvement in the built environment. BSA Past President Mike Davis FAIA will convene the Civic Policy Task Force to look proactively at legislative issues beyond the current legislative cycle to identify key initiatives that align with the BSA mission of public engagement and support of the profession. In late March, Eric White, Ann Fienman, and I traveled to Washington, DC to meet with state representatives as part of the AIA Grassroots Leadership and Legislative Conference. In our meetings with congressional staff we spoke about the mission of the BSA, our current work in the metro Boston community, and three specific legislative concerns of the AIA the National Design Services Act to provide opportunities for student loan assistance for emerging professionals in exchange for work on local community infrastructure projects; federal design-build procurement processes to ensure more small design firms can take part; and support for energy-efficient buildings. What we found in our discussions is that the BSA is well respected and has a lot to offer in terms of expertise in community design, response to climate change, building resiliency, sustainability, and designing better and healthier communities. 6

While we were at the conference, the AIA took time to also update its members on specific actions launched in response to last year s Repositioning effort including the exploration of a new governance organization to bring more diverse and representative voices to the organization leadership and launch of AIA Foundation to focus on public outreach including a three-year public relationship plan. Further detail can be found in the 2014 AIA Repositioning Report. The AIA has identified three priorities to launch the organization to be one that is better positioning to serve the needs of its members: 1. Elevate public awareness. 2. Advocate for the profession. 3. Expand and share knowledge. An exciting piece of the AIA s effort to elevate public awareness is its sponsorship of the new PBS Show Cool Spaces hosted by BSA member Stephen Chung AIA. This eight-episode public broadcasting TV series debuting in April, will presenting compelling stories of what architects do and features many architects and consultants from the Boston area. I was fortunate to attend the Boston premiere at BSA Space with discussion following. Many of the episodes feature Boston-based architects and consultants. At time of writing, WGBH has not committed to air dates yet, but we will forward these on when announced. In all, the BSA and its members are active in both local and national advocacy efforts. It shows how the energy and initiative of members can have impacts beyond just shaping the built environment; it can also positively change public policy and awareness of good design. Re: Architect As part of my year-long initiative to focus on the skills of a 21 st century architect and the business of architecture, the BSA hosted a day and a half charrette and symposium hosted by Autodesk and Payette. The key questions we focused on were What drivers will shape the future of the architectural profession? What compelling value propositions can architects create? For which individuals, groups in society? How will architects work? What tools with they use? What road maps and actions can take us into the future? The RE:Architect initiative convened architects to imagine, design and create new models for their roles and profession, and to broadly communicate these ideas to professionals worldwide. Workshop participants considered trends which may impact our profession in the future, and to developed ideas and designs for new business opportunities based on the rich skill sets and competencies of our profession. Working towards professional innovation and engage the design community, I believe it helped foster some new ideas and directions for the future of practice. The event concluded with a presentation of five business model case studies and a presentation by AIA economist Kermit Baker Hon. AIA and Phil Bernstein FAIA addressing the economic, technological, and social context in which the value and configuration of design services is evolving. 7

Reform Procurement Laws That Block Good Design AIA POSITION The American Institute of Architects (AIA) urges Congress to update federal designbuild laws to improve competition, ensure more businesses can participate and save taxpayers money. BACKGROUND Design-build is a type of design and construction process where architects, engineers, constructors, and sub-contractors team together to submit bids on design and construction. The federal government employs a two-step selection process. In the first step, agencies review the qualifications of applicant teams. In the second step of the process, short-listed teams develop a bid for a design-build project. The cost of competing is high for architects in design-build. An architecture firm must provide detailed plans and schematics so that the general contractor can set an accurate price estimate. In some cases firms perform up to 80 percent of the design work as part of the second stage of the competition. Data shows that architecture firms spend a median of $260,000 to participate in design-build competitions; some firms report that they have spent over $1 million on large federal projects to compete. Architecture firms are reporting that in recent years the average number of shortlisted firms for federal design-build projects has grown. Industry best practice is to have between three and five firms on the short list. Now there are reports of as many as 10 or more firms on a short-list. When facing a choice of spending a quarter of a million dollars with only a 10-percent chance of winning, many design firms choose to sit out the process, depriving the federal government of design talent and reducing competition overall. Longer short-lists also drain resources from agency contracting officers who need to r e- view the finalists bids. Current law (41 U.S.C and 10 U.S.C. 2305a(d)) stipulates that agencies shall short-list no more than five teams, but it also allows agencies to bypass that requirement if the agency determines that a specified number greater than 5 is in the Federal Government s interest and is consistent with the purposes and objectives of the two-phase selection process. Agencies routinely short-list more than five finalists. Expansive design-build competitions have become a significant drain on limited r e- sources, for both competing firms and federal agencies. At a time when federal agencies are facing severe budget cutbacks, policymakers need to ensure that every taxpayer dollar is spent wisely. In addition, at a time when the design and construction industry is recovering from one of the worst economic crises in a generation, federal policies should not act as a barrier to entrance into the federal marketplace. The Design-Build Efficiency and Jobs Act of 2013 (HR 2750) would amend the current law to require agencies to shortlist no more than five teams unless they receive approval from the head of their agency, thus ensuring that design-build competitions provide more opportunities for shortlisted teams to win. 9 Promote Financing for Energy Efficient Buildings AIA POSITION The AIA urges Congress to extend the 179D Energy Efficient Commercial Building Tax Deduction, which expired at the end of 2013; and make common-sense fixes to make it work better. BACKGROUND In 2005, Congress created an important tax incentive, the 179D energy efficient commercial building tax deduction, aimed at encouraging the energy efficient design of commercial buildings. This provision allows for building owners to claim a tax deduction of $1.80 per sq. ft. of building area to offset the initial design and construction costs associated with better building systems that reduce the total energy and power costs by 50 percent or more when compared with a reference building. The deduction applies to nearly all commercial, high-rise multifamily residential, health care, institutional, public, and educational facilities. Moreover, this deduction contains a provision that allows public building owners to allocate the deduction to the designer of energy efficient property. This allows the designer to take advantage of all resources necessary to design the most energy efficient property possible, helping public sector clients like school districts and state governments to finance projects that save taxpayers money in lower energy costs. At a time when the design and construction industry is lacking necessary financing, providing incentives for energy-efficient design and construction is an effective strategy to encourage building owners to undertake renovations, leading to job creation across the industry. Because this deduction expired at the end of 2013, the AIA believes it should be extended this year in order to ensure it remains a useful tool for energy efficiency while Congress debates long-term tax reform. In addition, 179D should be expanded to allow not-for-profit entities that own buildings to use it; and should be fixed to address technical issues that prevent certain pass-through entities from utilizing the full benefit of the deduction. 10 Help Young Architects Help Their Communities AIA POSITION The AIA urges Congress to pass H.R. 4205, the National Design Services Act, which provides student debt relief to graduating architecture students who agree to work in distressed communities. BACKGROUND Architecture students are graduating with extremely high loan balances, causing many to leave the profession, depriving the country of the professionals who will design and retr o- fit the next generation of buildings. Architects are at the leading edge of a design and construction industry that is still struggling to recover from the economic crisis. Without a pool of qualified architects to design building projects, those projects will not move forward. A recent poll conducted by the American Institute of Architecture Students (AIAS) of hundreds of architecture school graduates revealed the extent of the problem. Respondents had an average of $40,000 in accumulated debt after graduation, as well as many unexpected costs specific to their architectural training. These costs included more than $1,000 annually on materials for models and project submissions, $800 on text books and technology spending, accounting for a total of $1,500 a year in additional a c- cumulated debt. The Federal government provides student loan aid for medical, legal and veterinary school graduates who work in underserved areas. Architecture students and graduates can provide design work that is enormously helpful in assisting underserved communities. Congress can help the design and construction industry get back on its feet and move projects forward by including architecture school graduates in the same kinds of programs that offer other graduates loan debt assistance if they donate their services to their communities and elsewhere. H.R. 4205, the National Design Services Act of 2014, introduced by Reps. Ed Perlmutter (D-CO), Dennis Ross (R-FL), Gwen Moore (D-WI) and Gregory Meeks (D- NY), would enable architecture students and recent graduates to work with non-profit community design centers for a set period of time in exchange for student debt relief. This bill will help revitalize underserved communities while relieving the financial burdens on the next generation of architects. 13 PRIORITIES The original priorities identified by the members fell into four areas: 1. CONNECT 2. ENGAGE 3. LEAD 4. INNOVATE 13

1. CONNECT PRIORITIES Component autonomy versus unity Component structure Tier coordination INITIATIVES Individual actions, overall goals they re all connected. This year, we made big moves across all three tiers: A member taskforce developed 14 guiding principles and provided recommendations, approved by the AIA Board, on how AIA resources can leverage each tier s unique power A two-day charrette with the Big Sibs, AIA s largest Components, put a spotlight on Component Structure and Tier Coordination. We envisioned an improved Component structure for member value and experience, including core roles and responsibilities for each tier A 25-Component executive work group convened to use the member taskforce recommendations for brainstorming new ideas to serve members. Recommendations included setting a requirement that all newly-formed Components provide core services to a minimum of 100 members State and local Components took initiative to improve the delivery of their member services, taking into account autonomy, structure, and Tier Coordination: AIA Northwest Wisconsin invested in technology to better connect geographically-dispersed members, allowing improved participation in Component meetings and activities AIA Portland drew from member listening sessions centered on the repositioning priorities to offer continuing education classes on practice and integrated design AIA Seattle structured its 2014 strategic planning process around repositioning goals 14

2. ENGAGE PRIORITIES Efficacy of communications Engaging emerging professionals INITIATIVES To advance our profession, we all need to know we can make a difference. You told us these two things are needed to reach a higher level of engagement: Improving communications and changing the environment for emerging professionals. We implemented communications audit recommendations to benefit all members: Launched the AIA Foundation to focus on public outreach and dedicated $2 million in support to address Octagon structural issues and endow scholarships Hired a new marketing team to re-invigorate our outreach materials and messaging Created vibrant, diverse, and video-rich membership recruiting materials Developed a three-year public relations plan Created two work groups to address Component website needs and pilot viability of joint National/Component communications Launched planning to improve the AIA digital platform, including the redesign of aia.org Sponsored Cool Spaces, an eight-episode public broadcasting TV series debuting in April, presenting compelling stories of what architects do Focused our 2013 Convention on increasing the participation and visibility of emerging professionals Improved member communication, including enriching content on the member-only section of aia.org with professional and career development resources, business insights, and connections across social media 15

Convened the leaders of major collateral organizations serving the profession licensing boards, schools of architecture, an academic accreditation body, and a student organization at the 2014 Emerging Professionals Summit. With AIA leaders, we united in taking concerted action to improve the conditions affecting the next generation of architects. At the Summit, 72 participants outlined 12 priorities and proposed actions to clarify issues including the range of paths graduates may take to the profession, how architects manage greater amounts of risk and responsibility, and the future of the intern designation in professional practice Created My Profile, a new self-service portal on aia.org that gives members control of their interactions and AIA profile information Developed ACD5, the latest version of AIA Contract Documents, which moves contracting and collaboration entirely to the cloud Expanded our social media presence: LinkedIn: 18,783; Facebook: 50,411; Twitter: 50,951. AIA chats hit more than 1 million potential friends, followers, and fans in 2013 Hosted the Women s Leadership Summit to standing-room only attendance Created a toolkit for establishing Women in Architecture Committees across the country As a result of our efforts to raise our media visibility, AIA sources and data were cited in 5,234 stories over the past year. AIA, resulting in an Industry Statement on Resilience, to be released during Disaster Awareness Month in May

4. INNOVATE PRIORITIES Prioritization of initiatives Taking a stand on important issues Resource allocation INITIATIVES Innovation requires both an understanding of goals and the resources to achieve those goals as a requisite for bold leadership. We: Began to prioritize AIA National programs outlined in the 2014 operating plan (to be completed by June 1). The prioritization includes developing concise metrics and a dashboard to track membership, financial performance, and progress on the Advancing The Profession statement priorities Provided resources through Innovation Fund grants to create the Small Firm Roundtable: Architect s Professional Primer, a tool to help practitioners make strategic decisions and set goals for practice success, and to develop the Custom Residential Architects Network (CRANtv), a digital video series to educate the general public on the importance of hiring an architect Devised a roadmap for members to stay ahead of trends with our Sustainability Leadership Opportunity Scan and shared important business insights through the Foresight Report Advocated for NCARB to relax Intern Development Program rules on experience duration, making it easier for interns to advance through the licensing process Revised Gold Medal eligibility criteria to recognize modern collaborative practice We also advocated for changes that benefit architects and the profession. Here are some highlights: At the federal level, we: Led a coalition of more than 1,000 companies and organizations to block a Senate repeal of 2030 energy efficiency targets for federal buildings Signed the first-ever Memorandum of Agreement with HUD for better collaboration between federal government and architects on community and housing issues 18

March 26, 2014 Re: Architect Initiative Charrette and Symposium, March 26-27, 2014 Dear colleagues: Architecture, and specifically the practice of architecture, is often studied by looking at historic precedents how things were built, their context, and their meaning in culture. While understanding past influences is important to the success of architectural projects, I would argue that the ability to look forward to understand future trends and influences, and cultivate flexibility to anticipate the new thing we can t yet imagine is equally essential. Last October at an event titled Looking Forward, I asked BSA leaders to help prioritize critical issues to address in We focused in on the need to address the skills of a 21 st century architect, including exploration of emerging forms of practice that incorporate current communication technologies and celebrate new business models. Understanding that architects influence carries beyond the buildings we create, we must grasp the opportunity to influence patterns of thought, action and collaboration in practice, as we will do today and tomorrow. I cannot think of a more important topic to pursue. In this spirit I am excited to welcome you to BSA Space for the Re: Architect Initiative Charrette and Symposium. This event will challenge us to rethink our role as architects and our value proposition in the business of architecture. Looking forward, we will explore the impact of technology, economics, policy, society and the environment on the future of architectural practice and take action to address the topics discussed. I am honored to explore these important issues with you! Best regards, Emily Grandstaff-Rice AIA President 23

To: BSA Board of Directors From: Eric White Re: Executive Director s Report Date: April 9, 2014 The BSA continues to have an extremely active and positive spring. Our work emphasizes the core functions laid out in the strategic weave : Advocacy, Communication, Membership, and Knowledge. As always, we filter these channels through the lenses of our audiences: our community, our profession, and our members. Below is an outline of recently concluded and upcoming key activities. Financials First quarter reports are positive and we anticipate a good year if ABX meets our projections. We have begun to implement the new investment recommendations which will be fully realized by July. The 2013 audit is being completed and the report will be reviewed at the July 17 meeting. Membership & Committees Membership numbers are on track with last year (see membership report for details) as renewals continue to come in. We do not anticipate any significant increase or decrease this year in our membership numbers. The Membership Committee is concentrating on identifying strategies to reach new corporate affiliates. Committees continue to be incredibly active (last year they offered over 350 hours of free continuing education credit). The Urban Design Committee s next meeting features the Harbor Planner from Sydney who will discuss challenges and opportunities related to waterfront planning. Marketing Wizards hosted a discussion on social media for firms and later this spring will offer a session for firm leaders on using social media. Two new committees were recently formed to address important voids in our continuing education offerings and networking. Global Practice Network, chaired by Mark Careaga AIA has already hosted a delegation from China and a meeting with Australian Consulate to discuss the challenges and opportunities of international work. The Interior Architecture Committee co-chaired by Erin Weinert AIA and Sashya Thind Fernandes is beginning to focus on the practice of designing interior spaces. ABX Planning for ABX, which is on October 28 30, is well underway. The program is being finalized and presenters will be notified in May. The second $400K payment was made this month, bringing our ABX buyout loan down to $400K, which should be paid off after the 2014 ABX convention. While we are sad to report that ABX director Billy Craig has moved on from the BSA (and wish him the best of luck),we expect to announce the hiring of a new show director very soon. Communications The new branding that links and unifies the BSA, BFA, BSA Space, AB, and ABX identities has officially launched on architects.org. We will progressively update the branding across all materials including ArchitectureBoston and ABX collateral--over the course of the next several months. Press has been strong this spring for BSA and BFA activities. Significant coverage includes recent print and online articles (the Boston Globe and boston.com) and television segments (WGBH and NECN) focused on our Renovate for Recovery projects. Also, as part of a strategic partnership with Boston Globe Media, Design New England ran 24

a 16-page feature on the BSA design award winners. Our award winners were also hot in the blogosphere, receiving broad coverage by both Arch Daily and Architizer. A broad multi-media marketing campaign for the Overhaul Transportation Speaker Series includes banners on boston.com and radio ads on WBUR. Also, the latest issue of ArchitectureBoston, Blueprint for a New Mayor, was launched in March with a reception for many leading city officials and contributors. Arch Daily now regularly syndicates ArchitectureBoston content, and the magazine can be bought at four of Greater Boston's surviving independent bookstores. Our social media networks are thriving. Events Event rental revenues are up from last year, but equally important is increasing the exposure of the BSA and BFA to outside organizations. Recent rentals of BSA Space include Liberty Mutual, Fortnite (video game company), GE Healthcare, Fidelity, and Silicon Valley Bank who were not all familiar with our work and are now part of our corporate sponsorship and development network. In addition, the BSA provides an affordable opportunity for other members and nonprofits including Stantec, Northeastern, Wentworth, Mass Art, The Nature Conservancy, and NEBIP (New England Blacks in Philanthropy) to host events at BSA Space. Plans are underway for the BSA Golf Tournament fundraiser that is scheduled for July 15 at the Pinehills Country Club. Final reports are also coming in on the January Design Awards Gala. In 2012 and 2013 the Gala finished with a deficit of nearly $45K each year. This year we anticipate finishing in the black by about $4,000. Exhibitions The current exhibition Rights of Way and the new exhibition by BSA Board member Brandon Clifford Volumetric Robotics continue through May 26. The next exhibition by guest curator Yugon Kim entitled Urban Timber opens on June 26 and runs through September 27. The new Exhibition Tours are being offered twice a week on Fridays and Sundays at 1 pm and attendance has been very good. Planning is continuing for the first floor long-term exhibition that will provide an engaging introduction to and celebration of Boston s architecture. Our consultants from Utile and select committee members met with a group of exhibition and visitor experience advisors from the MFA, Children s Museum, Aquarium, National Park Service, Constitution Museum, Brown University and the GSD on April 11 to provide feedback on some initial ideas. The first phase of installation for the new exhibition will be late fall or early winter. Programs Programming has been particularly active in the last month with a number of high profile events including the latest sessions in the Traffic Advisory Speaker Series (consistently drawing people), KidsBuild! (which brought in over 450 people), Design Week which included the Luke Aaron Fashion Show, a screening of Perry Neubauer s Still Standing, and a number of events for emerging professionals. We also premiered Boston s first screening of the AIA-sponsored PBS series Cool Spaces! Upcoming programs include two Traffic Advisory speaker events the first featuring transportation directors from Washington DC, Denver and Vancouver; and the second event featuring Mayor Ignazio Marino from Rome. Other highlights include a film screening of The Human Scale, the Affordable Housing Competition, the Pictionary-style tournament What the Sketch?, a Conversations on Architecture session highlighting the Renovation of the Clark Art Museum, and a sustainability lecture called Energy Obesity, sponsored by Elkus Manfredi. Attached is a list of recent and upcoming programs. BFA and BSA The agreement between the BSA and BFA was formally signed by both parties. The BFA began a new series called Meet the New BFA to introduce people to our public and civic work and encourage people to get involved. We encourage each of you to sign up for one of the upcoming programs (the 2 nd Wednesday of every month at 6pm and the 4 th Wednesday of every month at 8 am). 25
