2 POSITION SPECIFICATION HABITAT FOR HUMANITY GREATER SAN FRANCISCO THE POSITION: REPORTS TO: LOCATION: CHIEF REAL ESTATE OFFICER CHIEF EXECUTIVE OFFICER SAN FRANCISCO, CALIFORNIA THE ORGANIZATION Habitat Greater San Francisco ( HGSF ) seeks to address the affordable housing crisis in Marin County, San Francisco and on the Peninsula by partnering with working families to build new homes, repair existing structures, and renovate community buildings and green spaces to further revitalize the neighborhoods HGSF serves. HGSF is seeking a Chief Real Estate Officer to lead its efforts to grow its portfolio of affordable ownership homes to well over 350 over the next several years. There are currently 50 employees and eight AmeriCorps volunteers. The organization s annual operating budget is approximately $20 million. The Senior Management Team is comprised of the Chief Executive Officer, Chief Development Officer, Chief Financial Officer, Chief Real Estate Officer, Vice President, Retail, and Director of Construction. 3 Volunteer Services ReStore For more information on Habitat for Humanity Greater San Francisco, please see THE POSITION The Chief Real Estate Officer ( CREO ) is an entrepreneurial leader and a critical member of the HGSF s leadership and management team. S/he oversees the real estate acquisitions and development and construction teams. S/he will be responsible for identifying potential sites and projects to create pipeline development, ensuring effective and efficient site acquisition and navigating the complexities of zoning and the requirements of various municipalities, as well as successful and cost-effective rehabbing and development of single-family residences and multi-unit housing projects, respectively. S/he will play a strategic planning and oversight role for these two departments that together account for the majority of Habitat Greater San Francisco s budget. This position works closely with the Director of Construction and a Real Estate team made up of multiple Project Managers and other staff. S/he will work effectively with a diverse set of internal stakeholders including the entire Board of Directors, as well as the Real Estate Development Committee and the Site Acquisition Advisory Committee of the Board. The CREO will work in partnership with the Committee members who have significant real estate development and construction expertise; they provide a network of contacts in real estate that can be effectively leveraged by the CREO to find desirable sites for development. The CREO will build and steward effective relationships with elected officials at the local, regional, and state level in order to be viewed as the developer of choice for affordable homeownership projects. Elected officials will help the CREO identify promising leads on sites and potential projects. S/he will develop strong relationships with the appropriate public agencies of cities and municipalities such that Habitat Greater San Francisco is at the table to be considered as a development partner when they are seeking to develop affordable housing. The CREO will be adept and skilled at identifying and cultivating partnerships with both nonprofit and forprofit developers. S/he will offer encouragement to for-profit developers to partner with HGSF to fulfill their inclusionary housing requirements. S/he is charismatic and assertive, and will embody the professional qualities that make Habitat Greater San Francisco an attractive development partner for consideration by external entities. This includes developing positive and productive relationships with the brokerage community to help ensure that HGSF is apprised of all appropriate potential sites and projects for their consideration. The CREO will bring knowledge of and experience with the complex financing structures of affordable housing projects, with a focus on the specifics of homeownership properties. 3

4 Strategic Priorities for the Chief Real Estate Officer The Chief Real Estate Officer is responsible for executing HGSF s core strength developing and rehabbing single-family homes and multi-unit attached townhomes with larger units. The Chief Real Estate Officer will bring requisite innovation and creativity to the development process, while aligning with Habitat for Humanity s development ethos, in order for HGSF to be successful in one of the most expensive real estate markets in the U.S. AREAS OF RESPONSIBILITIES Real Estate Project Pipeline Development and Acquisitions Provide leadership to the real estate team and provides staff leadership to the Board of Directors Real Estate Committee and Site Acquisition Advisory Committee to identify opportunities to build affordable ownership homes: Develop and effectively manage partnership opportunities: o Build strong relationships with governmental agencies, city and county staff, private developers, builders, elected/appointed officials, and community members. o Source multiple development opportunities through networking with brokers, landowners, municipal agencies and other stakeholders. Conduct due diligence and feasibility analysis for potential site/property development: o Manage the creation of project pro formas and conduct the analytics on project feasibility. o Evaluate public and private project financing sources; recommend project financing o structure to Finance Department and CEO. Oversee management of design process (i.e., hiring consultants, working with design team, ensuring issuance of building permits) while maintaining building design that is aligned with HGSF standards for simple construction, economical specifications, and green design. Keep the CEO, Board and Executive team apprised of the status of the development pipeline. Responsible for securing the pipeline outcomes, accountable to the CEO and the Board of Directors. Real Estate Development and Construction Provide leadership to the real estate team on the development and construction of ground-up development and rehab projects: Supervise and participate with the real estate team to achieve all phases of real estate development, including but not limited to managing the design process, pre-development and procuring entitlements, and underwriting analytics including creating and updating pro forma analyses. Work closely with the Director of Construction and the real estate team responsible for project management of multiple developments simultaneously, from site acquisition, through construction or rehab, to close and sale of the units. Ensure Neighborhood Revitalization program work is efficiently and effectively executed, working with the Director of Construction, ensuring these critical home repairs meet homeowner s needs. Monitor long-range multi-project development schedule and cash flow. Ensure mortgage originations are initiated with homeowners on projects, as appropriate, 4

5 Oversee the creation of documents and submission to the Bureau of Real Estate (BRE) who ensures federal and state subsidies are received, and subsequently ensure a smooth transition of loan document processing to the Finance team for escrow and homeowner s insurance. Establish internal processes and procedures to ensure real estate development projects are in compliance with all contracts and other obligations. Strategy-Setting Lead and manage a creative, rigorous and inclusive process to set strategic priorities -- and monitor progress against them -- for real estate and construction teams. Collaborate on and, at times, lead organization-wide initiatives that address interplay between Habitat Greater San Francisco s growth goals and the role of real estate and construction. Work closely with the Chief Financial Officer and Chief Development Officer to plan for the organization s long-range capital needs and reserve and capital budget requirements. Team Management As part of a six-member management team, provide input on organizational decisions and needs; coordinate with operations and HR to ensure staffing and resource needs are met. Manage and mentor a growing team to ensure high-quality work. Create a supportive team environment that stresses the importance of collaboration and team learning, including professional growth from failure. CANDIDATE QUALIFICATIONS/EXPERIENCE Experience: A minimum of 10 years of real estate development experience at least five years managing complex development projects with diverse financing structures. Knowledge of construction types and practices. Familiarity with single family detached, attached and multi-family construction projects. Experience with ground-up development as well as rehab projects. Track record of strong management and mentorship of teams. Demonstrated ability to work in a fast-paced, team oriented, casual, and open office setting. Other Requirements: Construction administration and/or affordable housing experience a plus. Valid California driver s license. Ability to lift up to 25 lbs. Must be able to pass felony and misdemeanor background check. Education: A Bachelor s degree is required. An advanced degree in a related field is a plus. 5
