3 OVERVIEW 3 The context of Sarajevo today generates numerous urgent urban challenges. As the cultural heart of the Balkans, the city also represents an urban laboratory where multidimensional research and practice can work in synergy. The aim of the Reactivate Sarajevo project is to discover and engage with the latent problems and potentials of the city. The outcome will be to create alternative strategic visions consisting of process-based design tools: spatial, socio-economic, cultural and programmatic. The vision to reactivate Sarajevo was launched though the Forum in 2015 that brought together for the first time all urban stakeholders including academia, policy and practice. It was a chance for all stakeholders to meet, exchange their views on the city and express their strategic vision for the project. Reactivate Sarajevo is supported by the SNSF (Swiss National Science Foundation) and includes professionals both from the CEE-region and beyond and is executed in the context of a comparative study with other cities in the wider region. Follow-up activities were supported by SECO (Swiss State Secretariat for Economic Affairs) and Department of Architecture of ETH Zurich. The Symposium on September 23rd, 2016, will include lectures and roundtable discussions with various stakeholders, from community leaders and academic partners, to international and local experts, government representatives, and participants from the non-profit sector. The event aims to summarize previous activities, compare research and practice methods, and define next steps for the initiative.

6 OVERVIEW 6 For centuries, Sarajevo has served as a crossroads. Like other cities transformed by exponential growth or unanticipated shrinking, postconflict Sarajevo is confronted with its very own modes of informal practice. The Historical Museum of Bosnia and Herzegovina epitomizes this phenomenon. Like no other building in Sarajevo, the People s Museum stands as an icon of resistance and continued resilience where. In Sarajevo, individuals are activating their city with, offering a potential new paradigm for contemporary urban culture. Inspired by these demonstrations of solidarity and popular ownership, in Sarajevo Now: The People s Museum, Urban-Think Tank and Baier Bischofberger redefine the museum not as an institution dedicated solely to the display of objects, but as a catalytic urban space. The temporary strategies of adaptive reuse presented in this exhibition seek to channel that energy through architecture and design. Not towards restoration, but to support an alternative model of urban regeneration. First presented at the Venice Biennale of Architecture in 2016, Sarajevo Now is a unique collaboration, which builds on the socially grounded design tactics and modes of informal practice that drive Urban-Think Tank s work worldwide. Just as in Caracas, Athens, Cape Town, or São Paulo, inequality, scarcity, and failures of governance are built into the evolving urban geography of Sarajevo. Confronted by this global reality, architects must rethink how they can operate within a city. Sarajevo Now inspired a collaboration between ETH Zurich, Baier Bischofberger Architekten, Matica of B&H the Historical Museum of B&H. In addition the exhibition contains photographic contributions from Jim Marshall, Charlie Koolhaas and film contributions from Zenit Djozic&Top Lista Nadrealista and Anri Sala&Sejla Kameric.

Inspired by demonstrations of solidarity and popular ownership, we redefine it not as an elitist institution dedicated to the display of objects, but as a catalytic urban space. A temporary strategy of adaptive reuse can compel a new reading of the site and its surroundings. Sheathing the museum in a transparent vinyl skin leaves the decay and patina of the original building intact, while juxtaposing the old and new. The overall effect is a détournement, with the design projecting an oppositional message. The historic structure itself is enclosed as an uncanny artifact, subverting conventional notions of a museum as sterile container. The museum s staff continue to reinforce the message that the institution belongs to everyone. It is a living space that manifests no difference between its collection and public function. Outwardly dedicated to cultural preservation, its programming poses important questions about how a divided society deals with the trauma of the past. But it also suggests the same resourcefulness shown under conditions of extreme stress has revolutionary potential in the post-conflict era. Inspired by these forces of reuse and popular ownership, Urban-Think Tank and Baier Bischofberger have conceived a series of temporary interventions to empower the social processes already underway, preserve and revitalize the physical structure before permanent funding is secured, and transform the museum into a catalytic site that shapes the city beyond its walls. At the project s center is a proposal to wrap the cold and leaking structure in a transparent material. Stretched over scaffolding that prepares the museum for repair, this cheap system will not only heat and shade the existing building and create new usable spaces, but also recast it as a symbol of the uncanny. The wrapped museum emphasizes the historic value of the modernist structure itself, while pushing Sarajevo to embrace a regenerative spirit that views the entire city as a work in progress. Alongside architectural proposals, the exhibition also incorporates film screenings about the Museum produced by Urban-Think Tank, 1395 Days without Red by renowned artists Anri Sala&Sejla Kameric and sketches of Top Lista Nadrealista presented by Zenit Djozic. In addition, the exhibition features photographs by Charlie Koolhaas on everyday life in Sarajevo and the overview of urban tranformations of Sarajevo by Jim Marshall. Finally, in the aim to reactivate the Museum and its artefacts shown at the Venice Biennale but include its facilities in a wholistic exhibition, the Museum s permanent exhibition Sarajevo under siege as well as the museum depot and archive will be incorporated into the concept and open for public. EXHIBITION: BEST PRACTICES AND INNOVATIVE BUILDING AND URBAN SOLUTIONS BY URBAN-THINK TANK IN COLLABORATION WITH SECO The Urban-Think Tank Chair provides a unique platform of research and design experimentation. The work investigates global urban challenges by opening a dialogue between society, culture and urbanism. Three major concerns of the Chair s research and design agenda include (1) generating design solutions for marginalized populations the urban masses, (2) framing a new mindset concerning program, typology, technology, land tenure, finance, and implementation, and (3) providing socially and ecologically sustainable design solutions. In its previous projects, the Urban Think Tank has promoted innovation of urban structures while respecting local communities autonomy and priorities by creating flexible design and planning scenarios. The Chair critically assesses territories of informality, marginalization, and conflict in the contemporary city to construct a unique conceptual framework within which to propose new urban typologies and prototypes. This methodology aims to facilitate transition toward democratic and socially responsible urban models achieving excellence through active and exemplary involvement in both critical research and the design of new urban prototypes for the real world. The exhibition features the research and practice on urban infrastructures of Urban-Think Tank including the research in Colombia in partnership with SECO and IDB (Inter-American Development Bank). The exhibition aims to offer new insights, inspirations and explain best practice urban development examples that can be transferred and adapted to the context of Sarajevo and the Western Balkans.
