Monday, May 13, 1985 Time: 7:lO p.m. Mintes of a Reglar Concil meeting held in the Concil Chambers on Monday, May 13, 1985, at 7:lO p.m. Present: Mayor Ross, Alderman Fomich, Alderman Higginbotham, Alderman Bose, Alderman Hot, Alderman Campbell, and Alderman Schrenk. Alderman Easton and Alderman Watkins entered the meeting as indicated in the mintes. Also Present: Mnicipal Manager, Mnicipal Clerk, Assistant to the Manager, and Administrative Assistant. A. ADOPTION OF MINTES: 1. That the mintes of the Reglar Concil meeting of May 6, 1985, be adopted. 2 RES,NO.Y-339 (b) mintes be adopted. That the recommendations of these B. DELEGATIONS: 1. Red Cross Mr. I. McLellan and Mr. B. Cross Flag Day. Speck were present concerning Red Alderman Easton entered the meeting at 7:11 p.m, Mayor Ross then read the following proclamation: WHEREAS WHEREAS WHEREAS WHEREAS RED CROSS FLAG DAY the health and life of many within or commnity are dependent on the goodwill and service of others: and the fndamental aim of the Canadian Red Cross Society is to contribte to the improvement of health, the prevention of disease, and the mitigation of sffering; and Nationally and Internationally, the Red Cross bases its services to others on seven principles -- hmanity, impartiality, netrality, independence, volntary service, nity and niversality: and May 9, 1985, marks the 100th Anniversary of the flying of a Red Cross Flag in Canada; ' ti Li Li THEREFORE, BE IT RESOLVED that Thrsday, May 9, 1985, be proclaimed 'RED CROSS FLAG DAY" in Srrey, British Colmbia. 3 Mr. Speck stated that 100 years agoo the Red Cross Flag was shown or the first time. To commemorate the event, Mr. Speck presented a flag to Mayor Ross and thanked the Mayor and Concil or their spport of Red Cross programs. Mayor Ross thanked the members of the Red Cross or their attendance and for their work in the commnity. 2. Recognition of National Police Week Mr. La Pierre was present on behalf of 7-Eleven Stores to present an award to the Srrey Detachment Yoth Detail, RCMP, for their contribtion towards crime prevention in the Mnicipality. Mr. La Pierre stated that 7-Eleven Stores believe firmly in crime prevention and have been involved in crime prevention since the late 197OVs. This program has been sbstantially sccessflp with a 62 percent redction in armed robberies in 7-Eleven Stores. Mr. La Pierre noted that the police are now being proactive rather than being reactive. Mr. La Pierre stated that Srrey has the second largest school district and the RCMP is doing an excellent job, as crime prevention has to start in the schools, Mr. La Pierre conclded by presenting a plaqe to Corporal Johnson and members of the Yoth Detail, 3, New Westminster District and Labor Concil Mr. Rice, Vice-president of the New Westminster District and Labor Concil, was present to otline the Concil's concerns with nemployment and special enterprise zones, #re Rice stated that this Concil represents 35,000 workers. The Concil is concerned with the massive levels of nemployment and the 217,000 officially-nemployed in British Colmbia. Mr. Rice stated that this translates into approximately 10,000 persons in Srrey, who are nemployed. Ot of the 10,000 nemployed, 22.3 percent are nder the age of 25. Mr. Rice commended Concil or its otlook at the closing of the Weldwood plant. Mr. Rice asked that Concil do what it can to assist existing bsinesses that will be looking at closing in the ftre. Mr. Rice stated that the labor movement is speaking otl with job creation being their nmber one priority. -3-

4 Mr. Rice stated that in Jly of 1982, the B.C. Federation of Labor opened nemployment Action Centres to help people with nemployment Insrance claims, Hman Resorces, Debt Conselling, Motivation and Job Clbs. The Federation crrently fnds three Action Centres. Mr. Rice also noted that a Food Bank in New Westminster has been operated by the Federation for the last two years. Eight hndred to a thosand people tilize this Food Bank and this indicates that the need is definitely there. The Centres were previosly fnded with a $1 million Federal Grant and $2 million from Labor Fnds. Mr. Rice noted that the Federal Government is discontining fnding to this program. Li Mr. Rice also indicated that their Concil is concerned with the Provincial Government's program "Partners in Enterprise." The Provincial Government has made no provisions for increased job creations. Mr. Rice stated that the proposed economic zones have little or no economic impact on a commnity. Mr. Rice stated that their Concil believes governments mst work together actively to create jobs, Mr. Rice rged Concil to remember that cooperation is a two-way street. Mr. Rice conclded by stating that their Concil is willing to work with the Mnicipal Concil in assisting and creating job opportnities in srrey. In response to a qestion from Alderman Easton concerning the "Partners in Enterprise" program, Mr. Rice stated that their Concil's concern is they do not want to see mnicipalities competing for bsiness. Alderman Easton noted that 30 percent of the world trade is done in economic zones. Mr. Rice stated that some economic zones in world trade tie in Cstoms' reglations and relieve red tape. Mr. Rice stated they feel worker rights wold be taken away nder economic zones, There is a limited scope for Canada in increasing exports. Alderman Hot noted that nder the "Partners in Enterprise' program, Srrey's Mnicipal Treasrer has advised that the Mnicipality wold not be sbsidizing taxation, bt wold be breaking even. Mr. Rice stated that the Labor Concil is concerned with the mnicipalities otdoing each other in concessions. Li L L, L

5 c 3 3 Alderman Campbell noted that the B.C. doing a good job with Action Centres. Federation of Labor is Mr. Rice stated that 80 percent of the sers of the Centre are non-nion people. The Federal Government has terminated fnding for this program. There is some transition fnding in place and the Labor Concil is ndertaking a fnd-raising campaign. In response to a qestion from Alderman Bosel Mr. Rice stated that in connection with economic zonesp they have looked at the paper done by the Ministry of Small Bsiness and feel that these zones wold not benefit the Province. Mr. Rice indicated that it appears that the Federal Government is relctant to become involved in these zones. That the Reglar Concil meeting do now adjorn to a Pblic Hearing on several by-laws. Krahn, to discss isses in the Fleetwood area. Mrs. Nelson asked the following qestions of Concil: (1) Why has Fleetwood been placed on hold again? (2) Why was the procedre of pre-zoning sed in Newton and not in Fleetwood? (3) Why have bilding permits been issed in Fleetwood since 1976 when Fleetwood lacks services? (4) What are the reslts of the polltion srvey? (5) Why were jst a few notified of septic problems? - 5 -

6 (6) Why is Fleetwood charged for services it doesndt get? (7) How can a new owner at Street be held responsible for staff's dereliction of dty regarding inspections? (8) Why is the William Watson School yard soaking wet all the time? Where is Fleetwood's polltion srvey? Why mst everyone in this area share in everyone's efflent from the same contor? If Fleetwood has an epidemic, do yo think for one moment it will be from the few homes in troble? (9) Why was the staff and Health Department so alert when it came to the Midway Inn's intended sale? (10) How can the owner of Street clean p his property when the drainage easement in front carries rnoff from a hosing development on the east side of 152 Street? How can he have a sccessfl field, nless everyone p the hill does? ij (11) Is the Soil Removal By-law still in force? (12) Why are ditches the only area examined? (13) Why did staff advise me to se my neighbors to answer my polltion problem? il (14) How can a permit be issed when the bildp of soil reqired will inndate yor neighbors? (15) Is Fleetwood on hold ntil Woodward's materializes? Why were they described as a stdy area when they acqired their zoning as a condition of land prchase? (16) Is Fleetwood on hold becase of the need for additional millions to make the sewer trnk serve everyone, not jst Hazelmere? (17) Why not a cheaper rote - holding ponds for peak times? (18) Why water to Zero Avene otside of the DA when Fleetwood has been restricted for years becase of a small water main? Why is the Freedom of Information Act 25 cents a sheet when my tax dollars have been sed to fnd the best eqipment for information circlation? Why did the Mnicipality settle with Kerr ot of cort? Why does Dave Hrahn pay an additional $3p000 per month to have holding tanks pmped ot, pls sewer tax (described as drainage)? Why are Fleetwood residents paying for services the Mnicipality has no intenon to deliver? The Reglar Concil meeting then recessed for a short break at 8:55 p.m. and reconvened at 9:05 pdmd, with Alderman Watkins taking his seat as indicated in the mintes, C. The Mnicipal Manager's Report nder date of May 13, 1985, was considered and dealt with as follows: Item No Solid Waste Disposal - Letter from GVRD Dated May 9, 1985 ( ) The Mnicipal Manager sbmitted a letter from Mr, D.L, MacKay, Regional Manager of the Greater Vancover Regional District, asking if Srrey intends to integrate its planning for solid waste disposal with that of the Region, or if it intends to proceed on its own. The Mnicipal Manager noted that as or Solid Waste Committee has been advised, all commnities are reqired to prepare a waste management plan nder the Waste Management Act, The Ministry of Environment established the Lower Mainland Refse Plan for the prpose of arriving at a plan for disposal of solid waste in the Lower Mainland. It is clear that if Srrey is to remain independent of the GVRD for the disposal of solid wastep we mst be able to offer for approval a waste management plan that will satisfy Srreyqs needs, withot in any way seriosly compromising a plan for the Region. ij

19 c Therefore, it is important for Srrey, in looking at independent and selective options for disposal, to work with the Regional District. In short, Srrey shold integrate its planning for solid waste disposal with that of the Region, while evalating the possibility of owning and operating or own independent facilities. The Mnicipal Manager was recommending that the GVRD be advised that Srrey intends to integrate its planning for solid waste disposal with that of the Region, bt will still evalate the possibility of owning and operating its own independent facilities. Item No Whalley Merchantsn Reqest for Improved Street Lightinq on Grosvenor Road ( ) The Mnicipal Manager sbmitted a report from the Mnicipal Engineer concerning the Whalley Merchants' reqest for improved street lighting on Grosvenor Road, The report indicated that as a reslt of the Engineering Department's investigation, the Depty Clerk has been asked to initiate the the installation of watt high pressre sodim lights on the existing Hydro poles that do not have street lights on Grosvenor Road, Hilton Road, Bentley Road and 108 Avene in this area. Frther, the 11 existing Hydro poles with mercry vapor lights in this area will be changed to 150-watt high pressre sodim lights. The Mnicipal Manager noted that the report responds to a reqest made by the Whalley Merchants at a meeting with Mayor Ross and Alderman Hot. Lawrence - Ward's Marina ( ) The Mnicipal Manager sbmitted a report from the Parks and Recreation Administrator concerning a letter from Mr. Terry Lawrence, Secretary-Treasrer of Ward's Marina Heritage Preservation Society. The report indicated that where a park site is concerned, there is a standing policy that a sign is erected identifying when the park is closed to the pblic and a proper gate is affixed to prevent vehicle access. With regard to Ward's MarinaB these objects were erroneosly located on site and have since been removed The Mnicipal Manager noted that this report is in response to a letter from Mr. Lawrence, which was presented to Reglar Concil on May 6th. As indicated in the report, the sign was pt p in genine error and has since been removed, Had Mr, Lawrence contacted either the Parks and Recreation Administrator or the Mnicipal Manager abot this matter, it wold have been resolved immediately. 22 Item No Petition Protesting Against Sanitary Sewer Extension East of 148 Street on 87A Avene ( ) The Mnicipal Manager sbmitted a report from the Depty Mnicipal Engineer concerning a petition protesting against a sanitary sewer extension east of 148 Street on 87A Avene, The report indicated that a petition was received from three property owners protesting against a sanitary sewer extension east of 148 Street on 87A Avene. Becase soils on an ndeveloped lot at A Avene are nsitable by crrent Ministry of Health criteria for septic disposal, the owner/developer, at his cost, installed a sanitary sewer extension on 87A Avene to his property from the jnction of 148 Street and 87A Avene. The report noted that the recently installed extension fronts properties on 87A Avene, inclding those of the petitioners, nder By-law No. 2240, pon six-months' written notification by the Mnicipal Engineer, sch owners, as the petitioners, may be reqired to connect their homes to the sewer system. The report conclded by advising that notice has been served on the owners of the sbject properties, reqiring them to connect their homes to the sanitary sewer. Alderman Campbell conclded by stating that, in general, the atmosphere is far more sperior and this matter shold be left to the Exective Committee. Alderman Bose stated that Concil is nder obligation to make sre the Exective Committee nderstands the problems of all the members. Concil has the responsibility to listen to others, as well as the Exective Committee

32 Alderman Schrenk stated that the Snrise Pavilion shold be sed for seniors and asked if the by-laws for Snrise Pavilion cold be amended. The Mnicipal Manager stated that the by-laws for Snrise Pavilion have to be in place for one year before amendments can be made. Alderman Schrenk stated that it shold be left to the Exective Committee to pt forth evening programs, Alderman Watkins stated that if there is a major problem, the Exective Committee will advise Concil. The Parks b Recreation Department shold be making se of facilities not being sed in times of economic restraint. Alderman Easton stated that it was great that the handicapped are sing this facility and the Exective Committee shold be thanked for letting the handicapped se the facility, Alderman Higginbotham stated that Concil shold not be responding to the concerns of one person. 25. 34 4. Expo 86 Seminar Alderman Higginbotham stated that she had spent the day at an Expo 86 Seminar, beginning at an 8:OO a.m. breakfast with Premier Bennett in attendance. Later in the day, there was a briefing on the "Sper Host Program". Alderman Higginbotham highlighted some of the events: (1) The gests were advised of the format of the Expo 86 Legacy Committee. Alderman Higginbotham stated that possibly the Cloverdale Fairgronds cold se one of the pavilions, (2) Sper Host Program (3) Marie Shaw will send mnicipalities Expo 86 Flags, at the written reqest of the Mayor of the mnicipality, Alderman Higginbotham conclded by stating that commnities can be involved on the Expo site throgh the Regional Week, 4.
