Monday, November 21, 1988 Time: 7:05 p.m., - Present: Mayor Bose, Alderman Huot, Alderman Robinson, Alderman McKiMon, Alderman Watkins, and Alderman Hunt. Absent: Alderman Higginbotham, Alderman Kerr and Alderman Fomich. Staff Present: Municipal Manager, Municipal Clerk, Deputy Mhicipal Manager, and Marg Jones - Administrative Assistant. A. ADOPTION OF MINUTES: 1. Regular Council - November 14, 1988 Alderman Huot requested that Resolutiun Q-572 be amended to reflect that looped roads would be located between 20 Avenue and 24 Avenue east of 132 Street. RES.NO.Q-681 That the minutes of the Regular Council meeting of November 14, 1988, be adopted, as amended. B. DELEGATIONS : There were no delegations scheduled.

Hydro Burrard Thermal Generating Plant's application for renewal of Waste Management Permit VA-330 and advising they would be willing to moderate such a meeting and provide staff to assist. The Municipal Manager's Report under date of November 21, 1988, was considered and dealt with as follows: Item No. R459 - Permits & License Monthly Report - October 1988 The Municipal Manager submitted the Permits & License Department's Monthly Report for October

19 The Municipal Manager was recommending that the information be received. RES.NO.Q-739 Moved by Alderman Robinson That the information be received. Item No. R460 - By-law No WJL Investments Ltd. - Road Configuration Alternatives ( ) The Municipal Manager submitted a report commenting that as a consequence of the concerns raised at the Public Hearing with regard to the closure of 155 Street, south of 112 Avenue, staff was directed to review the subdivision layout. The Manager further commented that staff is now recommending an alternate layout which provides a subdivision layout that follows the existing grid network of streets in this area. The Municipal Manager was recommending that: 1. That Option 2 be approved as the proposed subdivision layout of By-law No. 9693: Option 2 ' I Street between llla and 112 Avenues remains unopened; llla Avenue, west of 155 Street, is a cul-de-sac; llla Avenue, east of 155 Street, may either be opened as a cul-de-sac or closed, depending on whether or not an elementary school locates there." 2. That By-law No be given third reading. 3. That copies of this report be sent to Mr. Fuller, Mr. MacIntosh and Mr. Worsfold. That: 1. Item No. R461 - Contract M.S Roadworks on 64 Avenue, 152 Street Block ( ) The Municipal Manager submitted a report from the Municipal Engineer concerning Contract M.S , which comprises repaving and reconstruction of various streets. The Municipal Engineer was recommending that roadworks on 64 Avenue: 152 Street Block, estimated at $140,000, be added to Contract M.S with Columbia Bitulithic Ltd., by Change Order. The Municipal Manager concurred with the recommendation of the Municipal Engineer. Ca r r i ed Item No. R462 - Application For Excess or Extended Services Cost-Sharing ( ) The Municipal Manager submitted a report from the Municipal Engineer concerning an application for excess or extended services cost-sharing. The Municipal Engineer was recommending that, inasmuch as the following request for excess or extended services cost-sharing represents an excessive cost to the Municipality, the request for cost-sharing be denied. Item No. R463 - Consultant Services Public Works Local Improvement Program Package I11/86 ( ) The Municipal Manager submitted a report from the Municipal Engineer indicating they had invited the following three consultants to present their proposals for Package , which includes storm sewer, curb sidewalk and street lights: 1. R.F. BiMie & Associates Ltd. 2. Vector Engineering Services Ltd. 3. McElhanney Engineering Services Ltd. The Municipal Engineer was recommending that: 1. That R.F. Binnie & Associates Ltd. be engaged for the overall project management, preliminary engineering, design, tendering, contract administration and resident field inspection for the 1988 Local Improvement Program Package I11/88, at an estimated cost of $120, That the Manager be authorized to enter into agreement with R.F. BiMie & Associates Ltd. for the engineering services. The Municipal Manager concurred with the recommendation of the Municipal Engineer

The Municipal Engineer was recommending that the east ditch on Old McLellan Road, north of the Surrey Centre School to 60 Avenue, be enclosed and the shoulder be paved at an estimated cost of $55,000. The Municipal Manager concurred with the recommendation of the Municipal Engineer. Item No Strata Title Application - Bristol Estates Apartments / Avenue and Avenue The Municipal Manager submitted a report from the Chief Inspector concerning a request to strata title nine apartment buildings located at 13301/ Avenue and Avenue, known as Bristol Estates, which were constructed in The Chief Inspector was recommending that due to the substantial amount of upgrading required to bring the apartments in line with current standards, Council give approval in principle only and that final strata title approval be forthcoming after the upgrading work has been completed and approved.
