PRELIMINARY STAFF PLANNING REPORT TO THE WALWORTH COUNTY ZONING AGENCY TYPE OF PETITION: REZONE X CONDITIONAL USE NAME: Lutherdale Lutheran Bible Camp Association C/O Jeff Bluhm Owner. LOCATION: The property of concern is located in the NW ¼ of Section 25, LaGrange Township and is identified as Tax Parcels H LG-25-28E and 40. TOWN RESPONSE: Approved X Denied: No Action: Tabled ZONING: The properties of concern are zoned P-1 Recreational Park District. PROJECT DESCRIPTION: The application indicates: The property owner is requesting conditional use approval for expansion of the recreational camp by greater than 25% of pre-existing buildings by addition of a 14,000 square foot guest lodge and conference center on land zoned P-1 Recreational Park District. In addition, the petition requests a 10 unit temporary planned campground development to be used by a work crew during construct of a neighboring residence and the proposed guest lodge and conference center. CONFORMANCE WITH COUNTY LAND USE PLAN: The Walworth County 2035 Land Use Plan identifies this area as the P Recreational and PEC Primary Environmental Corridor land use categories. COMPATIBILITY WITH SURROUNDING LAND USES: To the north are lands zoned B-5 and R-1. To the east is property zoned A-2. To the south are lands zoned R-1. To the west is Lauderdale Lakes. SITE CHARACTERISTICS: The following soil types are found on this site: CrE2 Class VII Casco-Rodman Complex, 20 to 30 % Slope, eroded FsB Class II Fox Silt Loam, 2 to 6% Slope CeC2 Class IV Casco Loam, 6 to 12% slope, eroded
2 IMPACT ON ROADS AND TRAFFIC: The site is served by Hwy 12/67 to the east of the parcels. OTHER RELEVANT DATA RECOMMENDATIONS: The property owner must provide written documentation of the septic capacity and a determination from the County Sanitation Office that the system has capacity to handle the proposed expansions. The proposed projects will need to receive a preliminary stormwater review letter from the Walworth County Conservation Office prior to a decision on the conditional use petitions. The stormwater review will require submittal of a drainage plan and documentation of the total disturbed area proposed by the projects. The proposed residence/guest lodge and conference center must be added to the overall site plan for the Lutherdale Bible Camp and submitted for the conditional use file as the new Master Plan. APPLICATION STATUS: X COMPLETE INCOMPLETE Amended Amended NAME: TOWN: LUTHERDALE BIBLE CAMP LAGRANGE An amendment to an existing conditional use permit for a recreation camp as specified in Chapter 74, Section 4, Walworth County Code of Ordinances, Walworth County, Wisconsin, on lands zoned P-1 Recreation Park District and described as follows: Tax Key #H LG and H LG E (See original conditional use permit granted March 9, 1994 for complete legal description) Has been APPROVED subject to the following conditions: General: 1. The conditional use for the recreational camp is approved as per the plan submitted April 5, 2004 and amended and approved April 16, for expansion of the recreational camp by greater than 25% of pre-existing buildings by addition of a 14,000 square foot guest lodge and conference center on land zoned P-1 Recreational Park District. In addition the petition requests a 10 unit temporary planned campground development to be used by a work crew during construction of a neighboring residence and the proposed guest lodge and conference center. 2. The owner/applicant shall work with staff on creating a use capacity based upon available parking. 3. All housing for the camp users shall occur in the buildings identified on the plan. 4. The project must meet with all State, Federal and local approvals. 5. The applicant must obtain all required County Zoning permits. 6. The property owner shall provide a copy of the commercial building permit and fire code permit approval from the appropriate building inspector/fire inspector for the County file prior to use of the guest lodge and conference center. 7. Hours of operation shall be as stated in the plan of operations. 8. Sufficient adult supervision must be present at all times when the camp is used by children.
3 9. The total capacity of the camp shall be set at 320 users. 10. The applicant must obtain an approved Land Disturbance, Erosion Control and Stormwater permit from the Land Conservation Office if required by ordinance. 11. The project site must meet with all County sanitary requirements prior to the amendment approved on being valid. 12. All perimeter fencing shall be maintained as identified on the project plan. 13. The applicant shall obtain adequate liability insurance and keep the insurance current during the life of this conditional use. 14. All lighting must be shielded and directed on to the property. 15. Parking must meet with requirements of the County Zoning Ordinance. All parking must be in compliance with County requirements within 60 days of this approval. 16. Any changes to the character, intensity or use of this site not capable of being discerned by the Land Management Department as consistent with this approval must be brought before the Land Management Committee for additional conditional use review. 17. The amendment is approved subject to receiving a letter of recommendation from the Town. Specific: 18. The 10 unit temporary planned campground development to be used exclusively by a work crew during construction of a neighboring residence and the proposed guest lodge and conference center shall be removed from the property within three years of this approval.
