2 Community Development Authority Minutes June 23, 2015 Draft Minutes Subject to Approval Minutes Community Development Authority Meeting June 23, 2015 Chair Stolper called the Community Development Authority (CDA) meeting to order at 6:30 pm. Present: Absent: Chair Tom Stolper, Aldm. Kathy Thomas, Aldm. Doug Wood, Mr. Andrew Homburg, Mr. Jason Scott, Mr. John Surdyk Mr. Scott Kelly Also Present: City Administrator Patrick Marsh, City Planner Sonja Reichertz, Consultants Scott Harrington and Ashley Robertson, Vandewalle & Associates MINUTES A motion by Aldm. Thomas, seconded by Aldm. Wood, to approve the minutes of the May 26, 2015 meeting was carried with no changes. APPEARANCES There were no appearances. OLD BUSINESS 5.A. Consideration of Authorization to Enter Into Exclusive Agreements with Potential Developers. A motion by Aldm. Thomas, seconded by Aldm. Wood, to remove this item from the table was carried. City Administrator Marsh said this is a similar agreement that was reviewed by the CDA at the previous meeting. City Attorney Cole said the resolution of the Council makes clear that the Mayor is the authority and requires that the CDA Chair agree to the agreement. CDA authorization is required in order to extend the agreement another 30 days. Mr. Homburg said said he feels comfortable now that CDA approval is required for an extension. A motion by Aldm. Thomas, seconded by Aldm. Wood, to approve the resolution of the City Council was carried. 5.B. Update on Joint Review Board Meeting of June 23, 2015 on TID #9. Mr. Homburg reported that the JRB meeting went very well. The JRB approved the TID 9 Project Plan with no discussion or revisions. NEW BUSINESS 1

Convene in closed Session Pursuant to Wisconsin Statute Section 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting of other specified public business, whenever competitive or bargaining reasons require a closed session (Riverfront Development Project) A motion was made by Mr. Homburg, seconded by Aldm. Wood to convene in closed session under Wisconsin Statute section 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting of other specified public business, whenever competitive or bargaining reasons require a closed session (Riverfront Development Project). On a roll call vote, the motion carried unanimously. 6.B. Reconvene in Open Session Pursuant to Wisconsin Statute Section 19.85(2). A motion by Aldm. Thomas, seconded by Mr. Surdyk, to reconvene in Open Session under Wisconsin Statute section 19.85(2) was carried. REPORTS OF STAFF AND COMMUNITY DEVELOPMENT AUTHORITY MEMBERS 7.A. Update on Existing and Proposed Developments City Planner Reichertz reported that the Summit Credit Union proposed for the La Bamba site at 5809 Monona Drive is still active. The applicants are looking at revisiting the project in 6-8 months. Royal Capital Group is intending to come back to Plan Commission on July 13 th. The Comprehensive Plan is getting close to being done with one element remaining and some map revisions. City Administrator Marsh reported that Lottes Park, the building at 103 W Broadway, and Lake Edge Apartments are all scheduled for August completion. 7.B. CDA Questions and Requests for Information Concerning Commercial/ Residential Development Projects/Proposals. Mr. Homburg asked if we are approaching any deadline with the Riverfront Redevelopment. City Administrator replied the March and May of 2016 are the next benchmarks for the expiration of the purchase options on the property. UPCOMING CDA MEETINGS Staff reported that the next scheduled CDA meetings are 7/28/15 and 8/25/15. ADJOURNMENT A motion by Aldm. Wood, seconded by Mr. Scott to adjourn was carried. Phasing plan Initial priority currently scheduled to include public plaza, riverwalk promenade, associated immediately adjacent retail and Hotel. More developed phasing plan is under development based on market due diligence for mixed use retail and residential components. Another consideration affecting phasing plan include possible scope of improvements for yacht club. Based on our experience, it is our intention to bring the entire development to full expression in the shortest time possible to ensure momentum for overall success. f. Public construction cost estimates - $4,156,000 g. Private construction cost estimates - $55,949,000 h. Assessment and increment estimates To be determined during 30 day extension. i. Overall project pro forma - To be determined during 30 day extension.
