Background The City of Berkeley designated the properties located at 1960 and 1984 San Antonio Road and 639, collectively known as the John Hopkins Spring Estate, a City Landmark. On July 3, 2008, the Landmarks Preservation Commission (LPC) considered proposed Lot Line Adjustments for the Spring Estate and concurred that the proposed subdivision would not have a significant impact on the Spring Estate residence as a historic resource. The Spring Estate was designed by noted Berkeley Architect John Hudson Thomas and constructed in The design included the gardens and several ancillary buildings, one of which is the Carriage House at 1824 San Antonio Road. Collectively, it is an example of Classical, Beaux Arts architecture. On July 29, 2008, the lot line adjustment process was finalized and 1984 San Antonio Road became one of the four legal parcels comprising the designated City Landmark. All four parcels as reconfigured continue to be subject to the City s Landmark Designation.
4 1984 SAN ANTONIO ROAD LANDMARKS PRESERVATION COMMISSION Page 4 of 5 September 1, 2011 On June 30, 2011 the new owners submitted a Mills Act Contract Application for 1984 San Antonio Avenue, aided by Preservationist Mark Hulbert and Attorney Rachel Folberg.. III. Mills Act Contract Proposal The City of Berkeley requires that all property owners entering into Mills Act Contracts with the City must spend the property-tax money that is saved through the Contract on preserving and/or restoring their property. The owners have proposed to complete improvements to the building detailed in the work plan over a 10-year period as required. The applicant s proposed plan includes: Structural evaluation as per termite and home inspection reports; Hardscape, landscape and drainage improvement to remove perimeter fill, install drainage and structural waterproofing at building exterior, regrading, and addition of new perimeter hardscape and landscape; Flashing improvements to address waterproofing concerns for exterior and perimeter of the home; Roof replacement; Removal of exterior steel stair to second floor and restoration of original concrete walls and parapet, including alteration to existing window opening; Slot window replacement in-kind, and installation of new ornamental metalwork at exterior of openings; Replacement of all windows and doors with appropriate new system; Second floor addition to upper half of home, including replacement and relocation of windows and selective addition of ornamental forms and trims; Repair and restoration of exterior concrete materials and finishes; Installation of adequate fire extinguishers, smoke detectors and alarm systems and annual inspections and maintenance; Improvement and annual inspections to utility infrastructure systems, including heating plumbing, exterior lighting and electrical; Entry gate replacement; and Restoration of pillars at entry gate. The estimated cost of the owner s proposed improvements is approximately $209,000 and the estimated total tax savings over the 10-year period is approximately $44,404.

Issues and Analysis The improvements included in the work plan are comprehensive, and are focused on improvements to the exterior of the building, including window and door replacement. The work on the exterior of the building that would not be considered ordinary maintenance and repairs would require review and approval by the Landmarks Preservation Commission in advance of completing the work. Staff believes that the work plan items are justifiable in that they constitute restoration, repair, and rehabilitation, and provide for the property s use, maintenance and restoration as to retain its characteristics as property of historical significance, as provided for in the Mills Act, Government Code Sections et. Seq., as authorized by the Berkeley City Council per Resolution No. 59,355 N.S. V. Recommendation Staff has determined that all work proposed in the Mill s Act Contract work plan provides for the property s use, maintenance and restoration as to retain its characteristics as property of historical significance, and advises the Commission to recommend to the City Council the approval of the Mills Act Contract for the property.
