1 L A N D M A R K S P R E S E R V A T I O N C O M M I S S I O N S t a f f R e p o r t REFERRAL JANUARY 5, Addison Street Demolition Referral: Master Use Permit (#ZP ) to demolish an industrial site of approximately 8.5 acres and to construct a research and development campus containing several multiple-story buildings totaling 475,000 sq. ft. of gross floor area and including 735 on-site parking spaces. I. Background On November 12, 2015 a Master Use Permit application was received for site development and construction of a research and development campus on the subject parcel. The Master Use Permit application materials are available for review on the City s website: 00_Addison.aspx The subject parcel is an approximately 8.5 acre site, zoned Mixed Use Light Industrial (MU-LI) with three unique addresses: 600 Addison Street, 91 Bolivar Drive, and 2222 Third Street. The proposal includes the demolition of a total of nine (9) existing structures: 2120 Milvia Street, Berkeley, CA Tel: TDD: Fax:

Four out of the five buildings at 2222 Third Street have already been referred to the Landmarks Preservation Commission (LPC/Commission) and approved for demolition by the Zoning Adjustments Board (ZAB). Previous LPC Referral for 2222 Third Street. On September 18, 2009 Aquatic Park Science Center LLC submitted a Use Permit application (#UP ) to demolish four (4) of the industrial buildings at 2222 Third for toxic remediation. Pursuant to Berkeley Municipal Code (BMC) Section 23C Paragraph C, the requisite Demolition Referral went to the LPC on December 17, The LPC requested staff look up the property on the West Berkeley Survey and then voted (Yes: Hall, Johnson, Linville, Ng, Parsons, Olson, Wagley; Opposed: None; Abstained: None; Absent: Pietras, Winkel) to continue the discussion to the January 7, 2010 meeting. The LPC also requested staff inquire about a legal point of access and voted (Yes: Hall, Johnson, Linville, Ng, Parsons, Olson, Wagley; Opposed: None; Abstained: None; Absent: Pietras, Winkel) to form a subcommittee. At the January 7, 2010 LPC meeting the Subcommittee reported that they had visited the site and found the structure to be of a certain historic interest but took no action to initiate designation. On February 18, 2012 the Use Permit (UP# ) for the demolition of these four buildings at 2222 Third was approved and included a Condition of Approval requiring photographic documentation prior to demolition. These four industrial buildings previously approved for demolition have not yet been removed from the site. The buildings being considered for demolition under this Master Use Permit Application (#ZP ) include three buildings (3) at 600 Addison, one (1) at 91 Bolivar, and one (1) at 2222 Third. Upon demolition, the applicant is proposing to construct a research and development campus containing multiple buildings amounting to a total of 475,000 sq. ft. of gross floor area and 735 proposed parking spaces. Please see Table 1, below, for a description of each structure included in the proposed demolition. 3 LANDMARKS PRESERVATION COMMISSION 600 ADDISON WAY January 5, 2017 Page 3 of 6 Pursuant to BMC Section23C C, any application for a Use Permit to demolish a non- residential building or structure which is 40 or more years old shall be forwarded to the LPC for review prior to consideration of the Use Permit for demolition. Given the lack of a current, City-wide comprehensive historic resource survey, the referral requirement is understood to address the potential for the loss of unidentified significant properties. In considering the proposed demolition of a structure, the Commission will weigh the potential to meet the significance criteria for COB Landmarks and Historic Districts in the City s Landmarks Preservation Ordinance (BMC Chapter 3), which are relatively specific and appear to align with the California Register. The Commission will also weigh the potential to meet the broader City of Berkeley Structure of Merit criteria, which can include structures that are neither individually architecturally distinctive nor associated with significant people or events but may qualify as contributors to identified districts, areas, or clusters. The LPC may initiate a designation or take no action based on the significance criteria, but still forward comments regarding potential project conditions such as relocation, salvage, and/or photographic documentation to the ZAB for consideration in its action on the application. III. Historical Resources in Project Vicinity There are no City of Berkeley Landmarks directly adjacent to the subject property. The closest City of Berkeley Landmarks include: the Southern Pacific Railroad Station, one block north of the subject property on the corner of University Avenue and Third Street; the Oceanview Sisterna Historic District, two blocks east of the subject property on Addison between Fifth and Sixth Street; and the West Berkeley Macaroni Factory, two blocks east of the subject property on Fifth Street. Property Description and Evaluation The following information is included in the historic resource evaluation for this property that was prepared by Mark Hulbert of Preservation Architecture in July 2009; please see the Attachment to this report. 600 Addison Way The 600 Addison portion of the subject property contains one main building and two smaller structures: a large warehouse building dating to 1983 spans the northernmost section of the parcel, with its length parallel to Addison, a small office structure stands at the west end, and a temporary structure (trailer) at the northwest corner of the site, both of the small structures were placed on the site in The main building at 600 Addison is a large, utilitarian, steel frame and metal clad warehouse structure with no particularly notable design or architectural merit. It was built in for Montali Winery and was subsequently inhabited by Audobon Cellars until It now stands as warehouse space. 91 Bolivar Drive The northern half of the subject property contains the single story building at the 91 Bolivar portion of the subject property. Based on Permit Records, this land was once occupied by the Standard Soap Works and grew in stages. The contemporary commercial building was first constructed by Oakland architects Jens Hansen Associates for the Dymo Corporation in , followed by additions in the early 1970s, and the final wing added sometime in the 1980s. Given the age and type, Mark Hulbert of Preservation Architecture concludes that neither 600 Addison nor 91 Bolivar possess significant architectural, cultural, historical, or educational merit Third Street In where several outposts previously stood along the west side of Third and the railroad south of Allston Way, a paint factory was constructed and first occupied by the John Lucas Paint and Varnish Works, a regional plant of a national paint company headquartered in the eastern United States. Based on permit records and maps, five paint factory structures were erected between 1920 and The northernmost building is a single story wood frame and metal clad warehouse. It appears that the original varnish shop attached to the west portion of this building was removed. Of the five existing structures at 2222 Third associated with the paint factory this structure seems to be the most intact. While 2222 Third is an example of early twentieth century industrial buildings, it did not contribute significantly to any broad patters of local or regional history or culture and therefore, does not meet CR Criterion 1. No identified persons of significance are associated with any of the buildings on the subject property, therefore making this property ineligible to meet CR Criteria 2. Additionally, these buildings do not meet CR
6 600 ADDISON STREET LANDMARKS PRESERVATION COMMISSION Page 6 of 6 January 5, 2017 Criteria 3, as they are not important examples of a type or significant period, and they lack distinctive characteristics. Preservation Architecture s historic evaluation of the buildings at 600 Addison Street, 91 Bolivar Drive, and 2222 Third Street concludes that none of the buildings at this site possess qualities that merit significance. And, due to this lack of significance, none of the buildings at this site appear to be eligible for consideration as a City of Berkeley Landmark or contributor to a historic district, or for inclusion in the California Register of Historic Resources.
