Including Amendment Number One to Funding Agreement BD02, the Village of Brown Deer has obligated 100% of the available funding through 2018 for the Private Property Inflow and Infiltration (PPI/I) Program. In November 2017, the Commission authorized funding for the Village of Brown Deer to complete rehabilitation of approximately 50 sanitary laterals through cured in place pipe (CIPP) lining. The public bidding of the construction contract is complete. Since the resident response has been higher than anticipated, the Village is proposing to rehabilitate an additional 25 laterals for a total of 75. The November 2017 Commission approval of Funding Agreement BD02 was under Project M Beginning in 2018, municipal funding through the District PPI/I Program has transitioned to Project M10003 as part of District project management and budgeting systems. This transition does not change the Program funding structure or levels. 12 BACKGROUND Amendment Number One, Funding Agreement BD02, Project M10003, 2017/2018 Village of Brown Deer Private Property Inflow and Infiltration Reduction Project In 2014 and 2015, the Village performed dye water flood testing of the sanitary sewers in rural street cross-sections in three sewersheds. Of the 675 lateral connections to the sewer in the project area, approximately 75% of the laterals were observed to have infiltration during the investigative work. The Village initially proposed to focus rehabilitation on the 50 laterals with the highest leakage rates. With the first phase of public outreach completed, resident response exceeded expectations. Despite higher than anticipated bid prices, the Village intends to rehabilitate 75 laterals and will contribute approximately $80,000 of Village funds supplemented by the additional District funding provided by this amendment. Including this Work Plan BD02 as amended, the Village of Brown Deer has obligated 100% of the funding available to the Village through 2018 in the PPI/I Program. 2

NEXT Electric, Inc., was the lowest responsible, responsive bidder among three bids received. The Commission is also requested to authorize the Executive Director to execute on behalf of the District Contract S06010C01, South Shore Water Reclamation Facility (SSWRF) Nonhazardous Site Lighting Upgrade, with Pieper Electric, Inc., in the amount of $331, Pieper Electric, Inc., was the lowest responsible, responsive bidder among three bids received. JIWRF and SSWRF have more than 6,000 nonhazardous rated lighting fixtures. The nonhazardous classification is due to where the fixtures are located within the facilities. Hazardous rated fixtures are those that need to be either dustproof or explosionproof. The lighting to be upgraded has reached the end of its useful life and uses older, less efficient technology, so service parts are becoming obsolete. The purpose of these contracts is to replace the outdated lighting technology with new Light Emitting Diode (LED) lighting technology. LED technology has a much longer life and uses far less energy for the same light output. The majority of the work will consist of retrofitting the existing fixtures with new bulbs that are more cost effective. These contracts together are expected to reduce lighting electrical load by 715 kilowatts. The general scope of work for these contracts will remove and properly dispose of the older, less efficient technology in the nonhazardous areas of JIWRF and SSWRF and replace 6,000+ lights with newer LED technology. 23 Item 3 COMMISSION FILE NO: DATE INTRODUCED: March 12, 2018 INTRODUCED BY: REFERRED BY COMMISSION CHAIRPERSON TO: Executive Director (Signature on File in the Office of the Commission) Policy, Finance, and Personnel Committee RELATING TO: Authorization to Execute an Intergovernmental Cooperation Agreement with the City of Glendale for the Construction and Abandonment of Pierron Road Sewer SUMMARY: The Commission is requested to authorize the Executive Director to execute an intergovernmental cooperation agreement (ICA) between the City of Glendale (City) and the Milwaukee Metropolitan Sewerage District (District) for the construction and abandonment of the sewers in Pierron Road in an amount not to exceed $600,000. This cost includes the abandonment of an existing eight-inch sewer and construction of a new 18-inch sewer. The work will be funded under capital Project C The 39-inch Milwaukee River Metropolitan Interceptor Sewer (MIS) located within the City is within the confines of the Milwaukee River, so it is difficult to maintain. The MIS must be upsized to convey flows in the north end of the District s service area. New sewers will be constructed east and west of the Milwaukee River to convey flows, and the Milwaukee River MIS will be abandoned. This alternative was developed and selected under District Project C North Pierron Road is in the City of Glendale, and the City is designing and constructing new pavement and water main in Pierron Road from North Daisy Lane to North Good Hope Road in The District has determined that combining the construction of the new Pierron Road sewer with the City project will save significant money and will eliminate the need to remove the new pavement for the construction of the sewer within the next few years. The District and City have negotiated terms of an ICA regarding reconstruction and conveyance of these segments from the District to the City. The ICA and associated documents are under review by District legal staff. 24 SUMMARY (Cont d) Authorization to Execute an Intergovernmental Cooperation Agreement with the City of Glendale for the Construction and Abandonment of Pierron Road Sewer Under this ICA, the District will: Reimburse the City for all costs associated with designing and constructing the 18- inch sewer and abandoning the existing eight-inch sewer. Provide ownership transfer of all easements associated with the reconstructed and abandoned sewers. The City will: Oversee the design, construction, and acceptance of the new sewer and abandonment of the existing sewer and manholes. Supply the District with proper documentation for reimbursement. Create as-built drawings and provide those to the District. Accept ownership of the 18-inch sewer upon completion. The sewer affected by this agreement is shown in attached map. The work includes: Construction of 1,350 feet of 18-inch sanitary sewer. Abandonment of one connection to the existing 39-inch Milwaukee River MIS. Abandonment of 1,350 feet of eight-inch sewer and five manholes. 2

A two-thirds affirmative vote of the Commission is required for adoption. Project J04068, E/B Tanks Odor Control Restoration The Jones Island E/B Facility is part of the biosolids processing system for both the Jones Island and South Shore Water Reclamation Facilities (JIWRF and SSWRF). This facility receives biosolids from both JIWRF and SSWRF. It is comprised of two large tanks, a mixing air compressor system, and a blended sludge pump station. The E/B Facility is used to accomplish three principal goals: Mix and blend biosolids (waste activated sludge and digested sludge) to the required blend ratio prior to the production of Milorganite. Equalize variations in biosolids concentrations. This is accomplished by providing sufficient tank volume to reduce variations in the blended sludge to levels acceptable to the downstream processes. Provide short-term storage in the biosolids processing system. The E/B tanks serve as a "wide spot" in the system. This provides operators with time to react to unforeseen changes in the operation or performance of adjacent processes. 29 SUMMARY (Cont d) Amend the 2018 Capital Budget, Create Projects J04068, Equalization and Blend Tanks Odor Control Restoration, and J06076, Turbine Waste Heat Expansion Joints 12 and 13 Replacement When the E/B System was originally constructed, it included an odor control system. At some point in time, the odor control system was removed from service. A portion of it had failed, and the District was not receiving odor complaints from the public. Today, the tanks are simply vented to the air through an open hatch on each tank. In the past year, the District has received odor complaints from the public in the neighborhoods west of JIWRF. The E/B tanks are one of several odor sources that may contribute to neighborhood odor complaints. As such, staff recommends restoring the E/B tank odor control system to full functionality. Restoring the E/B tank odor control system is a cost effective solution to mitigate one known odor source at JIWRF. District staff proposes to create and implement capital project J04068 with the purpose of restoring the odor control system and returning it to service. The scope of the project consists of: Managing the overall project; Designing the odor control system replacements; Developing bid and construction documents for the odor control system replacement work; and Restoring the odor control system to full functionality. The total project cost of $337,750 is a preliminary engineering level cost (-10% to +30%). Project J06076, Turbine Waste Heat Expansion Joints 12 and13 Replacement The District uses landfill and natural gas turbines at JIWRF to generate electricity for plant use and waste heat for use in drying biosolids. The turbine waste heat is conveyed through a large, 11-foot diameter stainless-steel duct system from the Powerhouse to the Dewatering and Drying Facility where biosolids are dried to produce Milorganite. The waste heat system includes several expansion joints to allow the stainless-steel duct to expand or contract as it heats or cools. In June 2016, waste heat duct expansion joint 1EJ-12 failed causing turbine waste heat gases to be released into the Powerhouse. The District performed a temporary repair of this joint and later performed an engineering evaluation to determine the cause of the failure. The engineering evaluation revealed that, due to a combination of exposure to extreme temperatures and movement outside its design parameters, the waste heat ducting twisted and separated from expansion joint 1EJ-12. 2

30 SUMMARY (Cont d) Amend the 2018 Capital Budget, Create Projects J04068, Equalization and Blend Tanks Odor Control Restoration, and J06076, Turbine Waste Heat Expansion Joints 12 and 13 Replacement Inspection of the waste heat duct system during the engineering evaluation revealed that expansion joint 1EJ-13 is in poor condition and is susceptible to failure. Expansion joint failure creates a safety issue and requires that the waste heat system be shut down until repairs are made. Another expansion joint failure would lead to additional costs for temporary repairs, plus the cost to purchase natural gas to dry Milorganite instead of using waste heat. The engineering evaluation determined that replacing expansion joints 1EJ-12 and 1EJ- 13 with improved expansion joints and modifying adjacent duct supports are the most cost effective means to restore the integrity and reliability of the waste heat system between the JIWRF gas turbines and the Milorganite dryers. Given the condition of 1EJ-12 and 1EJ-13 and desire to reduce the risk of a future failure, District staff proposes to create and implement capital project J The purpose of the capital project is to restore the integrity and reliability of the waste heat system between the JIWRF gas turbines and the Milorganite dryers. The scope of the project consists of: Managing the overall project; Designing the expansion joint replacements; Developing bid and construction documents for the expansion joint replacement work; and Performing the expansion joint replacements. The total project cost of $485,350 is a preliminary engineering level cost (-10% to +30%). Staff requests creating each project now, ahead of the 2019 Capital Budget process, to allow engineering to begin immediately and help expedite project completions. 3

To improve decision making at the District s two Water Reclamation Facilities (WRF s), Jones Island and South Shore, to support efficient access to information, and to increase efficient emergency response, the District has developed a WRF BIM Vision: Create a scalable and maintainable solution for sharing WRF data that integrates with other systems. The District decided to separate the WRF BIM Vision into successive project phases and has completed three phases to date. The first two phases developed a baseline mapping system and external scans of the WRF properties, which allows users to access yard utility record information and a visual representation of the WRF properties and building exteriors. The third phase helped the District understand how a BIM can be utilized to allow for more efficient operations and identified the basic system requirements from both information technology and user perspectives. The pilot, proposed to be conducted on the Effluent Pump Station (Building 347) at South Shore WRF, will include the following: Developing an interactive BIM for Building 347, integrated with other District systems, allowing stakeholders to more efficiently access facility and asset information. Validating and refining cost estimates associated with BIM implementation. Identifying workflows and resources necessary to implement and maintain an integrated BIM system. Validating and evaluating BIM use cases for both internal and external stakeholders and efficiency gains associated with same. Performing a cost/benefit analysis for widespread BIM implementation. Staff will utilize the results of this pilot BIM to facilitate decision making with respect to future BIM implementation at the District s WRF s. It will help identify the costs and benefits (both financial and increased efficiencies) and challenges associated with implementing and integrating a BIM system. 41 SUMMARY (Cont d) Declaration of the Public Necessity and Approval of the Acquisition Plat (Relocation Order) for the Basin H Polychlorinated Biphenyl Remediation Project, C05041 All work will be performed in accordance a risk-based work plan approved by the United States Environmental Protection Agency. Tanker trucks will deliver liquid to a remediation site from seven designated access points (manholes) along the interceptor line up to 1.5 miles southeast of the remediation site. These trucks can hold between 6,000-10,000 gallons each. A series of treatment processes will be installed at a remediation site to remove the PCB s from the liquid. After treatment, the water will be released back into the District s interceptor system. All solids will be transported to an approved landfill. A public information program will be implemented prior to the start of work to provide information to elected officials, community groups, and property owners adjacent to the work areas. Public information meetings will also be held. The remediation area will need to be approximately one acre in size to accommodate the trucks and equipment used for the remediation. The project requires real estate rights to access the manholes, to allow trucking, to allow pumping, and to provide a remediation area. To meet the project needs, the land rights required are a combination of temporary and permanent easements, leases, and purchase of vacant land. The rights required are within 15 parcels of land. The property owners affected include four businesses, one nonprofit organization, and four government agencies. One parcel to be purchased is vacant land currently owned by City of Glendale Community Development Authority. The other governments affected are the Milwaukee Area Technical College, the University of Wisconsin-Milwaukee, the City of Milwaukee Redevelopment Authority, and Milwaukee County. The other parcel to be purchased is owned by Heartis Northshore Partners LP (Heartis). This land to be purchased is currently vacant and does not affect the operation of Heartis. The remaining rights required from private businesses are temporary easements, which will not affect their business operations. Funding for the acquisition costs are being requested in closed session. 2
