5 Land Registers Interconnection Network European e-justice Portal sub-project Offer the possibility of consulting data in the Land Registers of the Member States iliconn conducts a preliminary analysis with the intent to define a premise for establishing a decentralised interconnection network of Land Registers. Business study Produce an analysis of core land register specificities in the 28 EU Member States Draw on existing results, consolidate and extend Analysis and evaluation of Technical Architecture alternatives examine 3 potential architectural solutions for LR interconnection in the Portal The objective of this study is to enable stakeholders to conclude on the feasibility of Land Registers implementation No intention to define any new legal or business framework Member States are free to opt-in

7 Related Work: EULIS Portal EULIS (European Land Information Service) Interconnects land registers of six Member States (Austria, Ireland, Lithuania, Netherlands, Spain and Sweden). Restricted to professional users Payment, when needed, is handled by EULIS by forwarding information on the transaction costs to the searching user's national provider

8 Approach Collect information From Member States: using a three step approach Step 1: Identify the legal and business landscape Step 2: Drill down into more specific business related matters Step 3: Establish the technical landscape From other parties with the interest of establishing common ground and learning existing best practices and lessons learned offer their consultation and can inform the approach taken Collected information steers the architectural approach, which is drafted in parallel in an iterative fashion Consultation on the proposed solutions with the Member States

9 State of Play Project started December 2013 Information collection from Member States on-going Responses to questionnaire 1 (Legal and Business aspects) already received Responses to Questionnaire 2 (more specific business and legal aspects) currently collected and analysed Questionnaire 3 (technical aspects and payment solutions) under preparation Preliminary architectural solutions already drafted and under revision Organize workshop with MS experts in the second half of May The study is expected to end in July 2014

10 Current Architectural Proposal Interconnection Architecture: decentralised, peer-to-peer network based on star topology. Communication protocol: a common communication protocol using open standards has to be defined Communication mode: synchronous for technical calls; functional responses may use either asynchronous or asynchronous calls. Data Protection: The e-justice Portal shall act as Data Processor and Data Controller User Authentication: The ejustice Portal shall facilitate the process of user registration and authentication but ultimately both processes are to be handled by the user s Member State User Authorisation: The ejustice Portal may facilitate the process of user authorisation but ultimately this process is to be handled by the Member State providing access to its Land Register information Payment system(s): Still under evaluation
