32 Recommendation The Village of Palm Springs should adopt the Findings of Necessity by resolution in accordance with the provisions set forth in Chapter 163, Part III, F.S., and proceed with the establishment of a Community Redevelopment Agency (CRA), in partnership with Palm Beach County, including the Congress Avenue CRA Sub-Area and Lake Worth Road CRA Sub-Area, and a tax increment financing mechanism as allowed under Florida Law. The CRA will assist the Village in accomplishing five key goals: I. Improving Utilities and Infrastructure Deficiencies II. Expanding Job Development and Economic Growth III.Enhancing Public Safety IV.Increasing and Maintaining Workforce Housing V. Advancing the Partnership with Palm Beach County
