1 CoQuitlam iliiiiilliiiiliiii^ The intent of Bylaw 4376, 2013 is to amend City of Coquitlam Zoning Bylaw No. 3000,1996 to rezone the subject property outlined in blacl< on the map marked Schedule 'A' to Bylaw 4376, 2013 from RS-2 One-Family Suburban Residential to RS-8 Large Village Single Family Residential. If approved, the application would facilitate a subdivision comprising three (3) Large Village Single-Family lots. Item 1 File #: /505/ Doc #: vl

2 CoQuitlam For Council January 29, 2013 i Our file: / RZ/1 Doc#: V1 To: From: City Manager General Manager Planning and Development Subject: Preliminary Report on Application for Zoning Amendment Bylaw No. 4376,2013 ( RZ) for Proposed Subdivision at 3475 Roxton Avenue For: Council Name of Owner: Address of Owner: Name of Applicant: Address of Applicant: Address of Properties: Present OCP Category: Proposed OCP Category: Present Zoning Category: Requested Zoning Category: Proposed Development: Noura Construction Ltd. C-2288 Elgin Avenue, Port Coquitlam BCV3C2B2 Pivotal Development Consultants Ltd Lougheed Hwy, Maple Ridge BC V2X 2Vl 3475 Roxton Avenue Large Village Single Family No Change RS-2 One-Family Suburban Residential RS-8 Large Village Single Family Residential Three (3) Large Village Single-Family lots Recommendation: That Council: 1. Give first reading to City of Coquitlam Zoning Amendment Bylaw No. 4376, 2013 {3475 Roxton Avenue, RZ); and, Report Purpose: 2. Refer Bylaw No. 4376, 2013 to Public Hearing. The purpose of this report is to present a rezoning application that would facilitate a three-lot single family residential subdivision in Northeast Coquitlam. Strategic Goal: This application upholds the strategic goal of strengthening neighbourhoods. Background: Site Context The subject property (totalling 0.14 ha or 0.35 acres) is located on the north side of Roxton Avenue at the intersection with Burke Mountain Street in Northeast Coquitlam (Attachments l and 2). The subject lands comprise of two existing legal parcels and contains one house to be demolished with the proposed redevelopment. Smiling Creek and its associated ravine is located immediately to the east of the subject lands on the adjacent undeveloped road allowance and property at 1259 Burke Mountain Street. (Attachment 3).

3 Page 2 January 29, 2013 Sifc Context cont'd/ The adjacent road allowance contains a utility and servicing corridor for lands lying to the north and there is no intention of extending Burke Mountain Street northward due to the presence of the Smiling Creek ravine. Table 1 -Adjacent Property Characteristics ^^^^^^^^^^ -...f North South East and West Single-Family Residential Single-Family Residential Single-Family Residential RS-8 Large Village Single Family, P-5 Special Park RS-2 One Family Suburban Residential RS-2 One-Family Suburban Residential OCP Land Use Designation(s) Large Village Single Family and Environmentally Sensitive Area Large Village Single Family Large Village Single Family and Environmentally Sensitive Area Proposed Development This application is seeking to rezone the subject lands from RS-2 One Family Suburban Residential to RS-8 Large Village Single Family Residential (400 m^ minimum lot area) to facilitate a subdivision into three (3) front-loaded large village single-family lots (Attachment 3). Subdivision requirements will include provision for the Roxton Avenue frontage to be built to full local road standards (curb, gutter, sidewalk, street trees, streetlighting, etc.). The adjacent unconstructed lane to the north was rezoned in conjunction with residential properties to the north and will be consolidated with those lands as part of that subdivision. The subdivision proposal has been found technically feasible by the Subdivision Advisory Committee. Discussion/Analysis: Official Community Plan (OCR) The subject property is situated within the Smiling Creek Neighbourhood Plan (SCNP) area and is currently designated Large Village Single Family (Attachment 4). The proposed rezoning to RS-8 is consistent with this SCNP land use designation. Environmental Services Due to the close proximity of Smiling Creek lying east of the subject lands, the applicant engaged a qualified environmental professional to assess this watercourse based on the riparian areas regulations (RAR). The RAR report, which has been filed and accepted by the Provincial Ministry of Environment, recommends a streamside protection and enhancement area (SPEA) boundary lying east ofthe subject lands on the City's road allowance. To ensure protection of the SPEA, a 1.8m high fence will be required as a condition ofthe subdivision to be installed along the entire western boundary ofthe subject lands. File #: / RZ/1 Doc #: V1

4 Page 3 January 29, 2013 Bylaw No. 4376,2013 Zoning Amendment Bylaw No. 4376, 2013 (Attachment 5) has been prepared for Council's consideration. Adoption of this bylaw would rezone the area outlined in black to RS-8 Large Village Single Family Residential. Financial Implications: There are no immediate financial impacts associated with this report, though the proposed subdivision will generate development cost charge funds for the one additional lotto be created. Conclusion: The proposed rezoning is in compliance with the OCP and the associated subdivision has been found technically feasible by the Subdivision Advisory Committee. Therefore, staff recommends that Council give first reading to Bylaw No. 4376, 2013 and refer this bylaw to a Public Hearing. J.L Mcln yre, MClP, RPP TH/lmc Attachments: 1. Aerial Photo 2.
