Give fourth and final reading to Zoning Amendment Bylaw No. 4678, Report Purpose: This report presents for Council's consideration fourth and final reading of an Official Community Plan Amendment for Victoria Drive and 3570 Baycrest Avenue to adjust the land use designation boundaries to reflect site topography, and consideration of fourth and final reading of a rezoning bylaw to facilitate the creation of nine RS-8 Large Village Single-Family lots and one RT-2 Townhouse Residential lot at 3567 and 3575 Victoria Drive and 3570 Baycrest Avenue. Strategic Goal: This application relates to the corporate objective of supporting neighbourhoods. Background: Site and Context: The 2.5 hectare (6.2 acre) subject site is situated between Baycrest Avenue arid Victoria Drive, west of Freemont Park (Attachment l). It is located in the Baycrest Area of the Partington Creek Neighbourhood Plan (PCNP) and within the Northeast Coquitlam Area Plan (NECAP). The site includes Baycrest Low Density Residential, Townhousing Residential, and Open Space land use designations; and it is currently zoned RS-2 One-Family Suburban Residential (Attachments 1 and 2).

The proposed Zoning Amendment Bylaw would rezone the easterly portion of the subject properties from RS-2 One-Family Suburban Residential to RS-8 Large Village Single-Family Residential and RT-2 Townhouse Residential. This rezoning, if approved, would facilitate the creation of nine (9) RS-8 lots and one (l) RT-2 lot. The Official Community Plan and Rezoning applications were held at third reading in order for the applicant to resolve the following items: 1. Registration of a Section 219 Covenant for the lands that requires two sideby-side parking stalls for each townhouse unit; and 2. Registration of a blanket statutory right-of-way for a future 4 metre wide Public Pedestrian Pathway at 3563 Victoria Drive. Discussion/Analysis: The applicant has registered the Section 219 Covenant and statutory right-of-way, as described above, to the satisfaction of the General Manager, Planning and Development. The proposed RT-2 lot will be the subject of a future Development Permit application. A conceptual layout for the future townhouse development is shown in Attachment 4. Adoption of this bylaw would amend the land use designations for the area outlined in black as noted. Zoning Amendment Bylaw No. 4678, 2016 (Attachment 7) has been prepared for Council's consideration. Adoption of this bylaw would rezone the area outlined in black as noted.
