1 Item #4 To: 2035 Corridor Planning Committee M E M O R A N D U M April 5, 2019 From: Kenneth Baker, Sr. Director of Planning and Development Services Subject: Item #4 Overview Chabad of Arlington and Mid-Cities Synagogue Purpose: Review, discuss, and make recommendations on a proposed development for Chabad Synagogue on approximately 2.12 acres at 1481 E. Dove Road and located north of E. Dove Road approximately 1,600 feet east of N. Carroll Avenue. The site is currently zoned AG Agricultural District. Aerial Location: Summary of Proposal: The applicant is proposing the development of an existing residential property into a Synagogue to hold services, classes, and events for people and a place for the Rabbi and his family to live. The existing 5,220 square foot home will be utilized for their current needs including parking. The future development may include additional structures to accommodate their future growth. Several development schemes for the property are provided in this report. 1

2 Existing Land Use Plan Designation Low Density Residential: The Low Density Residential category is for detached single-family residential development at a net density of one or fewer dwelling units per acre. Net density is the number of dwelling units per net acre, which excludes acreage in all rights-of-way, easement, and lots designated for public or private streets. Other suitable activities are those permitted in the Public Parks / Open Space and Public / Semi-Public categories. The Low Density Residential category encourages the openness and rural character of the City of Southlake. Zoning The site is currently zoned AG Agricultural District. The adjacent properties are Zoned SF-1A and SF-30 Single Family Residential Districts Transportation Access to the property is from E. Dove Road. 2

3 Applicant s Narrative Monday, April 1, 2019 To whom it may concern, Chabad of Arlington & The Mid-Cities has been serving the Jewish community in Arlington & NE Tarrant County for the last 10 years. While initially all of our programing was based in Arlington, with time we began receiving requests for more programing in Southlake For the last 3 ½ years we have been offering services in Southlake as well. We started with the first annual Menorah Lighting in Town Square in December 2015 and since then have offered many other classes and events at the Marq and the Cambria Hotel. In December our 4th annual Menorah Lighting drew around 300 people. Recently we have been working with 280 Sports on a location that focuses primarily on our youth programing called J-Space Southlake. As we have been doing more and more programs, we have come to really love the community and the people here. It has come to the point that we feel that we would like to relocate to Southlake and put down permanent roots here by opening Southlake s first Synagogue. As a smaller sized organization that is also looking to grow, we are looking for a property that will meet our immediate needs as well as accommodate future growth without us having to move. Our current needs are for a place to hold services, classes and events for about people and a place for the Rabbi and his family to live. Which is why we are looking for a large house on a large piece of property that would be able to accommodate both of those things and allow us to eventually build another structure on it. While Southlake is blessed with many such properties, in the spirit of wanting to be good neighbors, we took care to only look for properties that are not in gated areas, or on very quiet streets. Instead we are looking on larger streets that already have a bit of non-residential development on them. We feel that the property at 1481 E Dove Rd (Between Kimball and Carrol) meets these criteria s. It is just over two acres in size and has a 5200 sf home on it that can accommodate our current needs including parking, as well as space to build in the future. There are also several commercial buildings on the same side of the street. A few properties to the east there is a Montessori School, and a few properties to the west there is a dentist office the ISD offices a park and fire training facility. We asked an architect to draw some very basic schemes for us to present to you for how we would use this property initially as well as in the future. In scheme 1 (this would also be phase 1) all that is proposed is to finish out the garage and widen the driveway so it is wide enough for about 20 cars. In schemes 2-5 there are some very basic ideas for how the property can be utilized in the future (3-5 years). As you will notice these are very basic and are meant only to give a general idea of future use. The final design of what we would build would be based on our needs at that time.
