All responses to the subject solicitation must be received no later than 2:00 P.M. (ET) on Wednesday, September 20, A response received after the exact time specified will not be considered. Failure to file a protest within the time prescribed in Section (3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes (F.S.). Written notices, formal requests and proceedings must conform with the requirements set forth in Chapter , Florida Administrative Code (F.A.C.). Protests must be filed with the Purchasing Office, Fish and Wildlife Conservation Commission, Suite 100, 2590 Executive Center Circle, Tallahassee, Florida within the time prescribed in Section (3), Florida Statutes and Chapter , Florida Administrative Code. 2 Page 2 ADDENDUM NO. 1 Item #1: Revision to Scope of Work The Scope of Work, Section 2.1 is hereby revised to read as follows: 1.1. Data shall be analyzed utilizing the USFWS RCW Foraging Matrix Application (or an analyses using the South Central Florida Recovery Unit (SCFRU) foraging habitat guidelines (USFWS, 2006) if it will achieve stated project goals) to assess habitat at current cluster locations and provide information as to potential cluster locations in a manner calculated to boost the quality of RCW conservation activities. Analysis shall be performed to evaluate RCW foraging habitat in the designated project area. Item #2: Revised Cost Form The Price Sheet, Attachment F, is hereby deleted in its entirety and replaced with the Revised Price Sheet, Attachment F-1, attached hereto and made a part of this solicitation. Item #3: Questions and Answers Question #1: Would FWC consider allowing the option of substituting the utilization of USFWS RCW Foraging Matrix Application with an analyses using the South Central Florida Recovery Unit (SCFRU) foraging habitat guidelines (USFWS, 2006)? Answer #1: Yes, with the proviso that the stated goal for the RCW analysis must be achieved (i.e., to gain knowledge regarding the level of RCW foraging habitat quality of current existing cluster locations, and provide information and insight as to potential cluster locations, all of which shall be used for designing successful RCW management and recovery techniques). See ITB, Scope of Work, Section 2.2. Question #2: Since plot spacing is quite large, are ATV s allowed on the WEA to take plots? Answer #2: Yes. See ITB, Scope of Work, Sections 1.2 & 3.1. Question #3: Answer #3: Are there any time-of-year restrictions (i.e. during hunting season) on the WEA? Yes. Work will be restricted during quota hunts, Friday-Sunday throughout the months of September and October and the first two weeks of November. See ITB, Scope of Work, Section 4.6.

Roads, trails, and firebreaks c. Management zones and natural community polygons. Upon commencement of work for this project, FWC can provide the awarded Bidder with the GIS layers pertinent to this project including but not limited to property boundary, roads trails and firebreaks, and management zones and natural community polygons. Burn history is an important input for the RCW Matrix application. Will you be able to provide the burn history for each natural community polygon (i.e. # of years since last burn and season of last burn (growing or non-growing))? Upon commencement of work for this project, FWC can provide the awarded Bidder with the burn history for each natural community polygon if requested. Is the project area 7,000 or 8,000 acres? Both are listed on page 22 of the ITB. The FWC expects total acreage of the project area to be between 7,000 and 8,000 acres, the maximum being 8,000 acres. Total acreage for the project area shall be determined once the bid is awarded. See ITB, Scope of Work, Section 1.1. And stated in the ITB, the FWC reserves the right to increase or decrease the project area based on price quotes received, budgetary issues, programmatic priorities, and other factors of this nature. The following is a comparison of the ITB data collection requirements to RCW forage assessment data collection requirements. If the inputs are not consistent with the RCW foraging matrix model, then acceptable output and habitat scoring will not be achievable. Would you like to modify the data collection protocol to conform with the RCW Matrix guidelines for foraging habitat assessment? How do you want edge plots that do not fall 100% inside of a community type to be collected (i.e. mirage, walk through, dropped, or buffered)? The selected Vendor may employ whichever method (e.g., mirage, walk through, stratification) will most reduce bias, error, and/or misrepresentation of data. What is critical is that edge areas of the project area are appropriately represented in the inventory/data collection effort. Do we need to measure tree heights? No, canopy height measurements are not required. However, midstory height must be classified as stated in the ITB, Scope of Work, Section 1.8. Can we get a copy of Purchase Order and deliverable packet that the last contractor did on the first phase completed in ? Yes. A copy of the Purchase Order and specifications for the last phase of relevant work completed in has been uploaded to the Vendor Bid System as a separate document.

5 Page 5 Question #11: Can work be partial billed? If so, can the field work be billed on a per acre basis each month and then the analysis as a separate rate when the data collection is finished? Answer #11: Partial payments may be made. See ITB, Scope of Work, Section 5.2. However, partial payments cannot be monthly per se. Partial payments may be made at periodic intervals of the work upon satisfactory completion of such. Also see Addendum No. 1, Item No. 2, Revised Price Sheet, Attachment F-1. END OF ADDENDUM NO. 1
