RAPHAEL STREET, SUDBURY - SUDBURY YWCA (cont d) Report dated June 27, 2005, was received from e Director of Planning Services a e General Manager of Grow a Development regarding an application for rezoning in order to permit business identification signs, 370 St. Raphael Street, Sudbury, Sudbury YWCA. Claudette Prevost a Dianna Leach-Petrone, St. Raphael Street, Sudbury were present on behalf of e applicant. The Director of Planning Services outlined e application to e Committee. Councillor Caldarelli, Ward Councillor, stated at she received calls from area residents who iicated ey were not concerned wi e erection of signs. They were, however, concerned at ey were to be neon signs. Dianna Leach-Petrone iicated at ese are not e typical neon signs at people te to visualize. In is instance, neon means enough brightness to make e signs visible at night. 7 APPLICATION FOR REZONING TO PERMIT THE CONVERSION OF THE SCHOOL BUILDING INTO AN APARTMENT BUILDING CONTAINING 60 DWELLING UNITS, 38 SCHOOL STREET, LEVACK ONTARIO LIMITED (cont d) Councillor Bradley, Ward Councillor, stated at a meeting wi e area residents was held last night. The residents at e meeting asked if ere would be a storage area at e building allowing em to move eir sheds to e site a e Committee was advised at a storage area could be provided as long as it complies to code. Mr. Bradley asked what ki of units were being proposed a was advised at e proposal provided for a variety of units from 1,300 square feet to 1,000 square feet a e building would have an elevator. He also asked if e swimming pool, especially in e event of e closure of e Onaping Falls pool, a e convenience store were only for e use of e residents or for public use a was advised at e swimming pool is only for e use of e residents a e convenience store is mainly for e residents; however, it is anticipated at ere will be some use by e public. The Committee was also advised at e library would remain at its present location. Mr. Bradley inquired if area residents would have any input in e Site Plan Control Agreement. The Director of Planning Services iicated at area residents are not usually involved in e Site Plan Control Agreement process; however, Councillors are given a copy of e site plan a can provide comment. Councillor Beriaume, Ward Councillor, noted at e recommeation stated That e ameing by-law specify at a maximum of 60 dwelling units be permitted togeer wi accessory uses which may include fitness room, sauna, exercise room a pool. a was advised at it is e applicant s intention to include all e listed accessory uses. Councillor Beriaume mentioned e letter from Mara Cunningham Closs a her concern wi short term tenancies. He does not want to see is property used as a bunk house. The Committee was advised at e applicant s preference is long term tenants a ey will require tenants to sign one-year leases. Councillor Beriaume asked if is proposal would result in e reduction of property values in e area. He also asked about e notice of public hearing process. The Director of Planning Services iicated at a well used property is better an a vacant derelict property a, if is property is well developed, ere should be no negative impact. In addition a as a courtesy, to e area residents, notices are sent to residents wiin a 120m radius in urban areas a a larger radius in rural areas. He furer stated at applicants are encouraged to hold a meeting wi e area residents. This has been e process for many years. He furer iicated at e Planning Act notice requirement is notification by publishing in e newspaper or by posting a sign on e property. Councillor Beriaume stated his support for is application as he feels it is a good investment for e area; however, some concerns have been expressed by area residents regarding increased traffic. Mr. Rivet stated at ere is a big dema for is ki of development in e area a he already has 41 names on e waiting list. Don Sagle, Ontario Street, Sudbury, stated he is opposed to e application because ere is not a big dema for is type of development. He owns an apartment building in Levack a has vacancy a stated at most buildings in e area containing five units or more have vacancies. He feels is will drain e current units as tenants will want to move into e new building. Norm Brazeau, Levack, iicated he knows of 25 to 30 people waiting to move into is development. He has received calls from people in Sudbury who want to move back to Levack because it is a close knit town. He stated at, wi people aging, it is more difficult for em to maintain eir property a erefore would like to move into e proposed development. He furer stated at many people moved to Sudbury from Levack to be closer to heal services. However, now wi a helipad (for fast helicopter service) a e fire department having a portable difibralator, ey provide good service to e area residents. He iicated at In e last few years, Levack has lost many businesses, i.e. grocery store, garage, school. He feels Levack is now prospering wi e proposed mining operations.
