Harding, Public Information Officer, FOR IMMEDIATE RELEASE: Friday, July 20, 2012 VOTING RECORD FOR THE PUBLIC MEETING OF THE MAYOR AND BOARD OF ALDERMEN THURSDAY, JULY 19, 2012 at 7 P.M. CONSENT AGENDA All matters included under this item are considered to be routine by the Mayor and Board of Aldermen. They will be enacted by one motion in the form listed below, without separate discussion of each item, unless any person present -- city official or citizen -- requests an item or items to be removed from the Consent Agenda. Any item removed from the Consent Agenda will be considered separately at the end of the Consent Agenda. If you would like any of the items below considered separately, please say so when the Mayor announces each category. A. Agreements between City and Developers: 1. Approval to release Cash Funds in the amount of $130, posted by Dairy Maid Dairy to guarantee completion of improvements to site at 7 th & East Streets, further described in PWA dated 07/08/ Approval to release Fidelity & Deposit Bond in the amount of $19, posted by Riverside Industrial Group, LLC, to guarantee completion of SWMgmt improvements to Riverside Corporate Park, Lot 402, further described in PWA dated 10/12/ Approval to release Cash Funds in the amount of $10,000 posted by Fibergate, Inc. to guarantee installation of conduit and fiber optic cable along TJ Drive, further described in a Utility Agreement dated 10/25/ Approval to release Fidelity & Deposit Bond in the amount of $28,750 posted by Whiting-Turner Contracting Company to guarantee completion of entrance improvements to the Costco site located on Walser Drive, further described in PWA dated 03/31/10.
2 B. Acceptance of Grants: 1. Acceptance of a $50,000 Community Services Block Grant from the Maryland Department of Housing and Community Development. 2. Acceptance of a $77,400 Projects Assisting Transition from Homelessness (PATH) grant from the Mental Health Management Agency of Frederick County. 3. Agreement to continue to participate in the Breast and Cervical Cancer Program (BCCP) operated by the Frederick County Health Department. 4. Approval of an agreement with the U.S. Department of Housing and Urban Development for the continued operation of subsidized rental housing. X X C. Commission/Committee Recommendations: 1. Approval of abandonment of previously dedicated right-of-way on Shearwater Lane (Market Square Development) as recommended by the Streets & Sanitation Committee at its June 19, 2012 meeting and the Planning Commission at its July 9, 2012 meeting. X X. PUBLIC HEARING CONSIDERATION FOR APPROVAL OF: 1. The Annexation Plan for the Crum Annexation, acres, more or less, being generally known as the Crumland Farm Property and adjoining lands, situate west of US 15, south of Sundays Lane and north of Willowbrook Road.

The Adoption of the Annexation Plan for the Keller Annexation, acres, more or less, being generally known as the Keller Properties, located along Yellow Springs Road and Rocky Springs Road, west of Walter Martz Road. (For Discussion Only). 3. Property Tax Credit Legislation a. A Resolution to amend the Charter to Repeal Article VII, Sections 111-C, 111-D, and 111-E, and 111-F. X b. An Ordinance to amend the City Code to add Sections 8-3, 8-4, 8-7, 8-8, 8-9, and An Ordinance to amend the Land Management Code, Section 423 (Historic Preservation Overlay District) and Section 1002 (Definitions). 5. An Ordinance to amend the Land Management Code, Section 419 (Airport Overlay District), Section 864 (Sign Regulations), and Section 866 (Telecommunications Facilities) to require certain development applications to be submitted to the Maryland Aviation Administration. X X 6. An Ordinance to amend the Land Management Code, Section 417 (Mixed Use Districts) to revise the phasing requirements for mixed use developments. X
4 7. An Ordinance to amend the Land Management Code, Section 864 (Sign Regulations) to add an exemption for signs on bus shelter. X 8. An Ordinance to amend Section 6-7 of the City Code, Relating to the Hours of Operation of City Parks. X X 9. A Land Sale and Easement Agreement with United Plaza, LLC. X X 10. An award of a bid and issuance of a contract and purchase order to Speidel Construction Inc. in the amount of $122, for Frederick Municipal Airport Airfield Marking Improvements (Bid # 12-4). X X 11. A first amendment to Memorandum of Understanding for Youth Center with Boys & Girls Club of Frederick County. X
5 12. The Governor s Office of Crime Control and Prevention (GOCCP), Maryland Safe Streets Initiative 2013 Grant: a. Acceptance of GOCCP Grant in the amount of $227,227. X b. Approval of the interlocal agreement with Frederick County. X c. Approval of the interlocal agreement with Thurmont. X d. Approval of the interlocal agreement with Brunswick. X X e. Approval of a Special Ordinance to amend the budget to include changes to funding, add the coordinator position, and for enforcement overtime. X X 13. A contract with American Traffic Solutions, Inc. to continue the Red Light Camera Program.

X 16. An issuance of a purchase order to Synagro Central LLC for the disposal of sludge for FY 13 for the unit price of $81.14 per wet ton. X X 17. An award of a bid and issuance of a purchase order to CSG Golf Carts Services Inc. in the amount of $235,100 for 80 new gasoline golf carts (Bid # 12-8). X X 18. An upgrade of the Street Sweeping Position.
