4 Afghanistan Land Administration Background A taxation based land registration system mostly influenced by the British 19 century in that region; Traditional Period, started in 1880, later 19 century, land taxataion; Formalization attempts of 1960s but did lead to land registration 34% of agriculture land was survey without coordinates; cadastre school was established; progressive taxation was introduced; Radical Land Administration during later 1970, 1980 and 1990s; New Land Administration projects mostly donor funded and pilots; and Programmatic Approach and modernization of LA: thinking out of the box and government led initiative.

5 Following best practices instead of inventing new land administration in the country s historical, cultural and other values context Searched for the best practice in order to modernize the LA system; Met TKGM team at Land and Poverty conference in 2014 Exchange visits from the both sides; Protocol: TOR Started country to Country partnership but: Facilitation Coordination Technical Oversight (TIKA, WB and FAO) Thanks for the Generous support TKGM provides in this respect.

6 Indentifying our land Administration constraints and bottle necks through assessments, reviews and inputs from respective international agencies Indentified policy gaps based on the realities on the ground: Afghanistan is different from the rest of the countries; Conducting LGAF: Land Governance Assessment Framework: Institutional Assessment of ARAZI and Land Sector; and Learning from the four visits we had from the TKGM s offices and meetings and discussions.

7 Putting the right national land policy, long term vision (50 Years Road map), right governance, right plan and accumulation of required resources Putting the right policy for the constraints identified under a new National Land Policy; Developing long term vision ( 50 years roadmap); Right governance: High Council, high political support and well, and making Land a national agenda for the government; Development of IDPL in light of the new policy and legal system of the country in a joint efforts of governments, int.agencies and independent reviewers and experts inputs; and We are working with the WB and government of Turkey, TKGM and TIKA at the implementation the IDPL.

8 IDPL is Afghanistan s Programmatic Approach for Modernizing Its Land Administration IDPL is an holistic approach in terms of transferring know how and technology to modernize LA system of Afghanistan and learning from more than 70 years of experience of Turkey over five years; IDPL is an institutional and programmatic approach of learning from a success story and its application with high legal and political supports; Putting right and modern infrastructure for the LA; IDPL will lead parcel based land registration and title deed with state guarantee; joint efforts of governments, int. agencies, experts and independent reviews; Clear role for the private sector, NGOs and academia; and Self financing and source of revenue for the state at the later stage.

9 Programme Management Unit (PMU) IDPL has three inter-related components an 7 sub-components Geo-Information Infrastructure Geodetic Infrastructure and Base Mapping Land Information system Information Communications Technology (ICT) Land Administration System Cadastre Land Register Land Policy and Capacity Development Land Code Technical Training Institute (TTI)

10 What are benefits of the IDPL: Country to Country Partnership in Land Administration Learning from a tested LA system and not- repeating the mistakes Turkey had done in this respect, with advisory support from the TKGM; We don t have to do pilots and stop testing so much projects; With involving other country, LA will not be only a technical agenda but a national, diplomatic agenda of the countries and there is always supports from inside and outside; You will always be on track and the Turkey is a roadmap for us; Donors and UN agencies were involved through out the process; and IDPL is two countries partnership, it does not mean we cannot learn from the third country, it is flexible by nature.

11 Final Remarks: Development of an Institutional Approach for building a modern Land Administration system From a developing country point of view and someone worked for Land Administration and management for the last several years in the government, I suggest the following: Do the necessary review of your current status of LA and using internationally accepted tools and experts, find out the constraints; Putting the right rules of the game (policy, strategy, legal framework, plan) in your country s historical, cultural and values context; Put easy and right governance for the LA, involve the top leadership, gain political supports and well for the land agenda; Choose the role model or best practice that fits the purpose and do what Afghanistan does with Turkey; and Last not the least, being open and flexible at the play of the game stage for other best practices in else where when required.
