1 Planning Commission Replat Arbor Lakes at Cobblestone Park Subdivision, Phase 9 Montville Township App. No R Meeting: February 4, 2015 Developer: Cobblestone Park Development Group, LLC Surveyor: TGC Engineering Site Area: acres Sublots: 12 Blocks: Zoning: Utilities: School Dist.: Reviewer: Block A9, acres Cobblestone Park PND Central water & sewer Medina City Susan Hirsch EXECUTIVE SUMMARY The Cobblestone park development is located on the east side of Wooster Pike Road (SR 3) between Sharon Copley (SR 162) and Poe Roads, and Arbor Lakes at Cobblestone Park is located south of Cobblestone Park Drive in the southwestern portion of the development. The proposed replat will create 12 additional sublots and one block. The site is served by central sewer and water. Staff Recommendation: APPROVAL WITH MODIFICATIONS Proposal: This replat of Block A8 proposes the following: Creation of 12 sublots served by central sewer and water. 17 sublots currently exist in the form of as-built footprints. Wisteria Lane, Morning Glory Lane, Primrose Path and Lavender Lane currently exist as private streets consisting of a 60 foot easement for access, and water and sanitary sewer lines. Creation of Block A9, which is all the land that is not within the existing or proposed sublots. (See attached GIS map and Replat). Access: Access to the Cobblestone Park subdivision is from Poe Road on the south, Highland Park Drive on the north and Wooster Pike Road (S.R.3) on the west. The Arbor Lakes development accesses Cobblestone Park Drive at two locations. All streets within the cluster portion of the subdivision are to be private. The internal private streets are looped with three private drives off the loop. Site Conditions: The site is rolling with moderate slopes. Wetlands exist on the east central and southeast portions of the Arbor Lakes site.

2 Arbor Lakes at Cobblestone Park Subdivision Phase 9, Replat Background: The Planning Commission originally approved the Preliminary Plan for the subdivision in February of 2004 and it has been revised many times since. In March of 2004 a Concept plan was submitted for the Senior Cluster Homes. and in May of 2004 a Final plat for Phase 1A was approved that created Blocks A-D. Block A was designated as a block for senior cluster housing. A detailed approval history is contained in the table to the right. Agency Comments Italicized text indicates quotations from submitting agency comments: Montville Zoning Inspector, Paul Jeffers, 1/27/2015. This plan is conditionally approved by the zoning office. The Zoning Commission will review this plan on February 11, Tax Maps, Beth Mika, 1/21/ There are a few minor typos that I will discuss with the surveyor so they can be corrected for the final plan. 2. No additional comments. Highway Engineer (HE), Andy Conrad, 1/13/2015. Approved. Provide monument at corner of C8 & C9 and both ends of C12. Health Department, Steve Mazak, 1/13/2015. Since this subdivision will be serviced by sanitary sewer and public water, our office has no further comments. Sanitary Engineer (SE), Jeremy Sinko, 1/14/2015. Approved. ODOT: Jared Feller, 1/16/2015. ODOT does not have any objections to the preliminary plan and replat for Arbor Lakes at Cobblestone Park Subdivision. Thank you for submitting it for our review Staff Comments: 1. The proposed Replat is in substantial conformity with the proposed Preliminary Plan 2. The proposed Replat is in conformity with the Montville Township Zoning Resolution. 3. Existing sublots were approved as a footprint of the dwelling, and all property outside the sublots remained in a Block for open space and future development. As each sublot was constructed the developer had to submit a replat of the remaining Block. Medina County Planning Commission Page 2 of 3 February 4, 2015

3 Arbor Lakes at Cobblestone Park Subdivision Phase 9, Replat 4. Due to financing concerns the developer is now requesting that all of the remaining sublots within Phase 9 be approved at this time. Also, the sublots are more traditional in that they include area for the dwelling and yard. 5. The Covenants and Restrictions for the Homeowner s Association has been reviewed and approved by the Medina County Prosecutor s Office. However, as a result of the change in the configuration of the sublots, and the fact that yard area may become the responsibility of the individual property owner, the HOA documents may need to be amended to address maintenance of the landscaping within the sublots. This needs to be addressed prior to the Director signing the replat. 6. Provide a note indicating the subdivision is governed by a homeowner s association and provide a volume and page reference to the recorded protective covenants, conditions, and restrictions documents (as amended if applicable). 7. The title of the Replat should include wording the this is a replat of Block A8. 8. Acreage summary should be revises to state that the Area in Sublots is acres and the Total Area in Phase 9 is acres. Recommendation: The Department of Planning Services recommends that the Medina County Planning Commission APPROVE WITH MODIFICATION the Replat for Arbor Lakes at Cobblestone Park Subdivision Phase 9 subject to the following: 1. Satisfy the Tax Map and Highway Engineer comments listed above. 2. Provide the following data/information on or with a corrected Replat: a. Provide notarized signature of the owner. b. Provide all other required signatures c. Provide a note indicating the subdivision is governed by a homeowner s association and provide a volume and page reference to the recorded protective covenants, conditions, and restrictions documents. 3. Make above referenced changes to the Title and the Acreage Summary.
