11 1 Basic Situations of the Project 1.1 Brief Introduction of the Project Suzhou Urban Environment Project (SUEP), is one of Jiangsu Urban Environment Project (LTUEP), which includes SUEP and Wuxi Urban Environment Project (WUEP). After the construction of the project, a complete and comprehensive urban sewage treatment system will be formed in Suzhou municipal, with an integration of sewage collection, transfer and drainage with meeting the drainage standard after treatment, sewage recycled, and sludge utilization, so that the quality of ground water environment can be improved, and underground water source can be protected, then sustainable development in economy can be promoted in Suzhou SUEP (1) WECTP WECTP includes three sub-projects, which are Suzhou Downtown Sewage Treatment Second-stage Project, Watercourse Dredging Project, Jinghang Canal Sludge-blocked Project. Suzhou Downtown Sewage Treatment Second-stage Project mainly includes, Fuxing WWTP Second-stage Project with scale of 100,000 m3 per day, and Loujiang WWTP Second-stage Project with scale of 80,000 m3 per day. For both of them, original reserved land for construction in first stage can be used, so there is no land acquisition and house demolishing involved in the projects. Watercourse Dredging Project involves dredging 36KM watercourse in 1

12 downtown, and deepens it to 0.8m. The project does not involve permanent land occupation, and mud-removing field will occupy rural collectively-owned land. Jinghang Canal Sludge-blocked Project includes Xujiang Hinge and Shangtang River navigation lock. The project involves land acquisition of rural collectively-owned land and transfer of state-owned land, residents' houses and enterprises demolishing and resettlement. The above-mentioned projects make use of World Bank loan for construction, land acquisition, house demolishing, impacts of resettlement and rehabilitation plan are included in this RAP. Impacts of land acquisition and Retroactive review of resettlement policies of Fuxing and Loujiang first stage projects of Suzhou Downtown Sewage Treatment Project can be seen at Appendix 1. Impacts of land acquisition and policy framework of resettlement policies of project related to the project, which are supporting projects financed by domestic capital, including Project for Sewage Pipeline to Household in Downtown can be seen at Appendix Wuzhong Sewage Treatment Project (WSTP) Wuzhong Sewage Treatment Project includes constructing one WWTP, and 23.5KM Sewage Pipelines Net System. One WWTP is proposed to be constructed, with scale of 30 thousand ton per day at first stage, which locates the south of Tonglin chemical industry in Hedong industry area, and M-SBR techniques process is adopted in sewage treatment techniques, sludge will be conveyed to bury in Qizi Mountain after be inspissated and dewatered. Land with 140 mu will be occupied by the project, which is transferred from state-owned land without pay. The 2

13 state-owned land is unused land, which is reserved for construction of the WWTP, and land acquisition is completed by Administrative Committee of Wuzhong Hi-tech Development Zone, which is collectively-owned land originally, owned by Lufeng Village, Guoxiang Town, Wuzhong. Impacts of land acquisition and Retroactive review of resettlement policies of the land acquisition be seen at Appendix1. Sewage Pipelines Net System is to be designed and laid out with the construction of three zones such as Dongwu Industrial Park and Hedong Hi-tech Development Zone etc., which is 23.5 KM in length. The pipelines net system is buried and laid out with the usage of green belt along the road, without land acquisition, and the green belt occupied temporarily is state-owned, owned by Administrative Committee of Development Zone, and the impacts are included in this RAP. 1.2 Area Affected and Served by Project Areas Served by Project Lake Tai river basin bestrides Jiangsu, Zhejiang and Anhui three provinces and Shanghai city, with the acreage of 36500km2, among which there are 52.5% in Jiangsu. There are 37 big and medium cities and county-level cities. Areas served by the project include surrounding area of Lake Tai river basin, especially Suzhou city and Wuzhong Hi-tech Development Zone. The implementation of project will improve environment in Suhzou efficiently, and promote economic and tourism development strongly, then fulfill the sustainable development of Suzhou. 3

14 (1 ) Environmental Benefits Sewage will be conveyed to WWTPs with relative complete collecting system for treatment, and discharged to receiving water area after meeting the discharging standard. Sewage treatment rate of city central area will be increased from 36% to 85% after implementation of the project, which will drastically change the condition that most of the sewage was discharged to city river net without treatment in the past, pollution drained to city river net will be decreased dramatically; the decrease of pollution quantity will decrease the pollution quantity of city river net, and water quality will be improved relatively, the visage of Jiangnan Water Countryside with clear water and live water recovered initially, at the same time the improvement of water quality in Lake Tai is promoted. (2) Social Benefits Improve Sanitation Environment. Sanitation condition and environment is improved evidently through increasing water quality and improving water quality of river net, which do a favor to decrease diseases and improve health level of residents'. Improve dwelling condition. Life quality can improved dramatically with the evident improvement of water quality in river net and environment in city, which will bring notable social benefits. (3) Economic Benefits Water environment will improved greatly after construction of the project, which will promote the development of tourism industry, and increase economic benefits of tourism industry. Investment environment will be improved and increase appeal of attracting investment, and strongly promote 4

15 economic development Areas Affected by Project Areas affected by the project includes Suzhou and Development Zone. Wuzhong Hi-tech Suzhou Downtown Sewage Treatment Second-stage Project. In the planning and construction of Fuxing WWTP and Loujiang WWTP first-stage project, design of general area reserved land for development at second-stage at the long term plan with scale of 80,000 tons per day and 60,000 tons per day, and needed city planning supporting facilities have be constructed. Therefore, there is no need for other land acquisition. Watercourse Dredging Project. The impacts are induced by temporary land occupation for pile-up sludge and treatment. According to the plan, sludge dredged from river bottom will be shipped to bury in Xinyu Village, Huqiu Town, pounds with mu of the village will be occupied temporarily. Jinghang Canal Sludge-blocked Project. It includes Xujiang Hinge and Shangtang River Hinge, which will occupy 23.9 mu permanently, 35.8 mu land temporarily, 2442m2 residential houses and 6341 m 2 workshops in total. (2) Wuzhong Sewage Treatment Project Land for construction of WWTP is the reserved land during the plan of Development Zone, which are stated-owned land, so there are no land acquisition involved in the project. The pipelines net system is buried and laid out with the usage of green belt along the road, without land acquisition, and the green belt occupied temporarily is state-owned. 5

16 WWTP and pipeline net do not involve house demolishing. 1.3 Social and Economic Background in the Project Area Social and Economic Background in Suzhou The city of Suzhou is originally established in 514 BC with a long history of over 2500 years. At present it is still on the original site of Spring and Summer Era with the setup of double chessboard of "rivers go together with lands and streets live beside rivers", and the river ways water system of "Three length and three breadth with one circle" and the significant scene of "little bridges above water, powdery walls with black tiles and historic places of famous gardens". In Suzhou, the city is dotted with classical gardens with extractive art. Now there are more than 60 classical gardens that have been preserved in good condition, among which nine gardens including the Poor Administrative Garden, Lion Woods and others have been listed in the World Civilization Heritage Fame. In recent years, Suzhou fully uses the advantages of rich tourism resources and exerts itself to set up a new tourism frame of the old and the new together. Therefore the tourism industry in Suzhou has developed rapidly and it is becoming the new supporting industry. In 2001 there are 16,720,000 from overseas to Suzhou and the tourism foreign exchange income amounts to billion which increases by 16.3% from that of the last year; it has got tourism total income of 17.1 billion, increased by 21% from that of the lat year; and thus it has occupied 9.7% of the domestic Production Total value. At the end of 2001, Suzhou has the total population of thousand, among which the urban has thousand. The distribution of the urban population is as follows: the central district (including Huqiu Hill, Pingjiang, 6

17 Canglang, Jinchang four districts) thousand, new district 81.4 thousand, industrial park thousand, Wuzhong District Xiangcheng district thousand. thousand, and Suzhou is one of the economic developed places in China. Since the Reformation and Open to outside, Suzhou has insisted the center of economy construction and vigorously actualized thriving city through science and education, economic globalization, sustainable development and strategy of urbanization with fully promote the systematic and scientific innovation to keep the economy develop continuously, rapidly and healthily. In the Period of "the ninth five" the domestic production total value has increased by 11.6% averagely in the comparative price and the finance income increased by 24.1% averagely. In 2001, Suzhou accomplished the domestic production total value of 176 billion and it increased by 12.3% from that of the last year in the comparative price, which listed in the sixth in the cities of Chinese mainland. The average domestic production total value exceeded 30 thousand and 3600 US Dollars in the current exchange rate. The finance income amounted to 20.9 billion which got the first of Jiangsu Province and the proportion of the three industries is: 5.3:56.7:38. According to Suzhou City General Plan( ) revised in 2001, the target of Suzhou city construction and development is that Suzhou city construction and development shall observe the harmonizing development tactic of economy, society, population, environment and resources, that it shall vigorously develop high technological industries and the third industries with wholly protecting the old city's views to construct Suzhou step by step as a modern city of glory economy, civilized society, proper setup and elegancy environment with characteristics of south of Yangtse River and rich historic 7

18 traditions. Due to city plan, Suzhou has its target in environment protection as well, to keep the economy, urban and suburban, environment in the same step of layout, implementation and development; to emphasize on water environment renovation to realize the consolidation of economic benefit, social benefit and environmental benefit and to improve the reform of Suzhou city environment quality and country economy develop continuously, rapidly and healthily; in the near future to carry out the city renovation and prevention and care of industrial pollution emphasizing on water environment renovation and firmly control the new pollution origins and thus the environment pollution has been controlled basically and the environment quality has been improved to some extent. The first classic protection districts for drinking water origins shall go up to the 11 standard of ground water; the metaphase target is to get the inside and outside rivers to go above to Standard IV-V of ground water; and the long-term target is to get the waters quality up to Standard IV. Suzhou lies in the south of Yangtse River with developed water systems of rivers in length and breadth, which has taken good condition for city drainage. In Suzhou old city, before the 80's there were no perfect drainage system and the drainage for the roads took the principle of draining to the near river with pipelines. And so the domestic sewage and industrial waste drainage drained into the rivers, and polluted the rivers seriously. Suzhou City General Plan ( ) worked out in 1986 and the relative City Drainage and Sewage Treatment Project Plan have the confirmation of the drainage system of old district that is 'to adopt interflow system and cut to treat the sewage and original rain, to rebuild the system to distribution in the new districts and reconstructive districts including the south garden and north garden'. For the other districts such as the east, west and the south, it shall be distribution system. 8

19 In the early of the 80's, Suzhou began to carry out the construction in large scale. And due to the above drainage plan, especially the WECTP begun in 1998 promote the distribution system and change sewage cut pipelines to be sewers. The basic condition of the whole city and urban social economy of Suzhou in 2001 is as follows: total population is thousand and agricultural population is thousand, the country acreage is km2, among which the plowland is kha. The domestic production total value is billion, among which the first industry is billion, the second billion and the tertiary billion. The industrial total production is billion and the GDP per capita is yuan. For the urban residents, the distributable income is yuan and the net income for the peasants is yuan Social and Economic Background in Wuzhong Hi-tech Development Zone Wuzhong Hi-tech Development Zone (previously Jiangsu Wuxian Economic Development Zone) lies in the south of the old city, to the east of China-Singapore Industrial Park and to the west of Shihu Lake Places of Interest. Jinghang Canal and Provincial way 205 go through the whole area and Huning, Sujiahang highways pass nearly. The carryout of the Wuzhong District Sewage Treatment Project enhance the attracting funds to develop the economy rapidly. Currently, there are over 700 industrial enterprises in the Zone, and the foreign invested enterprises amounts to 231 from 16 countries and districts such as America, Japan, Holand, Korea, Singapore, Canada, Hong Kong, Taiwan and so on. The invested fields include engine, electron, medicine, fine chemistry, 9

20 clothing, constructing resources and real estate with the total amount fund of 1.4 billion US Dollars. Meanwhile, some inner project has been set up in the Zone as well. The Zone has one sub-zone of 'Wangshan Photoelectricity Hi-tech Industrial Park" which contains development zone, Changqiao Town, Hengjing Town and Puzhuang Town with the total area of 60 km2. Currently it has been in the actual realization period. The Industrial Park sticks to develop in high standard, construct in high speed, invest in high intension, output in high benefit to form it to be a zone with classical soft and hard environment and to attract classical high-tech enterprises from abroad and at home. In 2000, the export exceeds 0.33 billion Dollars and the zone have been prized as 'Perfect Development Zone" by Jiangsu Province People's Government. Wuzhong Hi-tech Development Zone is the provincial economic tech development Zone. To perfect the investing environment of the zone, to increase the attraction to the fund and to enhance the attraction of investing, the environment of Wuzhong must be promoted. Wuzhong Sewage Treatment Project is built in accordance of the construction of the Development Zone. 1.4 Project Design Procedure WECTP Lake Tai River Basin is one of the most rapid economic development area, and one of areas with relatively high degree of industrialization and urbanization. With the economic development, city enlargement, population growth, the 10

21 conflicts of supply and demand of water resources have become standing-out and water pollution is serious increasingly. Induced water shortage of quality and water pollution has restricted sustainable development of national economy and improvement of living standard in Lake Tai River Basin. In 2001, Lake Tai Water Pollution Treatment Tenth-five Plan (Tenth-five Plan for short)was compiled by National Environmental Protection Bureau together with Jiangsu, Zhejiang and Shanghai related departments, by the end of 2005, changing better of water quality in Lake Tai will be fulfilled, which lays a good foundation for settling water pollution issues ultimately and recover ecological system of good recycle. Suzhou water net is a part of Lake Tai River Basin, city proper of Suzhou is fallen in Tenth-five of water pollution treatment range, which is Suzhou control area of Jiangsu planned area, therefore, water pollution treatment of Suzhou city proper is an important part of Lake Tai water pollution treatment, so the implementation of treatment project should be followed to objectives and guidelines of Tenth-five Plan. In 1998, WECTP of Suzhou city proper has been carried out, which includes Sewage Pipeline Net System, Loujiang and Fuxing WWTP first-stage project, leading water of Lake Tai to Gucheng District river net and River Net Renovation Project. According to general deployment and requirement of Tenth-five Plan, in July, 2002, Suzhou Planning Committee submitted Suzhou Downtown Water Pollution Treatment Project Proposal to Jiansu Planning Committee, then Jiansu Planning Committee transferred the proposal to National Development Planning Committee, in order to perfect and reinforce WECTP, and enlarge ranges and effects of treatment, on the base of implemented Suzhou WECTP. 11

22 1.5 Total Investment and Capital Source The project is belonging to urban infrastructure, invested by Suzhou Peoples' Government, and the capital source consist of two parts, domestic supporting capital and World Bank loan. Short term investment of Suzhou WECTP is billion, among which billion yuan is settled by Suzhou Peoples' Government, the rest billion yuan is settled through applying for loan from World Bank, amounting to 30 million US dollars billion yuan will be invested for Wuzhong Sewage Treatment Project, among which billion yuan is settled by local government, and the rest 56.02million yuan is settled through applying for loan from World Bank, amounting to 6.75 million US dollars. 1.6 Measures for Reducing Project Influences Plan and Design Stage of the Project During the plan and design stage, the design unit and project owner have adopted some effective measures to reduce project impact on local social economy. The main measures are shown as below: A, In the project planning stage, project impact on the local social economy should be taken into account as much as possible and as the key factor in choosing the scheme; B, Sewage pipes and rain pipes to be laid in the edge of or in the middle of the road to avoid house demolishment; C, During the positioning process of routes of urban roads and rivers, the design unit make a reasonable analysis of it to reduce the house 12

23 demolishment as much as they can; for example, through optimizing planning of Xujiang Hinge Project, demolishing of main workshop of Shunchang Cotton Mill is avoided, and impacts on more than 200 employees are avoided; impacts on shops are avoided in Shangtang River Hinge Project. D, Optimize design, arranges the overall layout in preservation area, and reduces house demolishment as much as they can Construction Stage of the Project A. Reducing the Influences on Urban Transportation Laying.and construction of pipes are usually in the center. or along one side of the road. The exaction of roads will seriously influence the traffic of that area, which should be taken into consideration by the project developers. For the roads with busy traffic, they will set up temporary convenient access, arrange traffic policemen to maintain the normal order and try to avoid the rush hours for construction, such as constructing at night to ensure the smooth traffic in day time; as far as construction methods are concerned, they will construct section by section. Moreover, they try to finish the excavation, pipe laying, land filling in the shortest time as possible as they can. B. Measures to Reduce the Dust Soil excavated from the trenches is laid beside the roads. Wind in the dry season and machines raising the soil will cause the dust flying, nearby residents and factories will be influenced. In order to reduce the adverse effects on the environment, abandoned soil should be sprayed water on the surface if several days of fine weather and wind blowing are encountered in the process of construction. Units of construction should treat the abandoned soil promptly and in the loading and carrying process, try not to overload the 13

24 soil to prevent the falling of soil on the roads. Wheels of the vehicles should be cleaned by compressed water before the vehicles begin to work to keep the environment clean. Meanwhile, construction units should clean the roads in time if there is abandoned soil. C. Control the Noise from Construction Noise of construction comes from laying the pipes, excavating trenches, blowing of horns, mixing noise of concrete and noise of earth cover road roller. In order to control the noise, the construction in the area of 200 meters around the residences is prohibited from 11 o'clock at night to 6 o'clock next morning. And construction units should choose suitable construction facilities and methods, use machinery with low noise. And if sometimes, construction during the night is needed and residents nearby will be influenced, construction machinery should be equipped with noise elimination devices. Meanwhile, temporary noise interception devices should be set up around the building site or around the residences to keep the noise environment of residences. D. Treatment of Waste Materials in the Site of Construction Project developers and construction units should contact the local environment hygienic department to clean the domestic waste materials on the site of construction promptly to keep it clean. E. Decrease Pollution of Mud and Impacts Induced by Temporary Land Occupation of Mud-removing field The mud cleaned from watercourse have quite a number of water, if they are transported, conveyed, piled up and treated in an inappropriate way, they will lead to secondary pollution. They are conveyed with ship rather than car, which avoid secondary pollution in transporting and loading. Through choosing 14

25 pile-up site and reasonable place, secondary pollution is avoided or decreased, and reasonable utilization of land occupied temporarily after planting recovery, efficiency of land usage is resumed and increased Preparation of RAP & Implement Stage of the Project When resettlement is inevitable, following measures will be adopted for decreasing the local impact caused by the construction. A, Enhance basic data acquisition, analyses on local socio-economic status and development in the future, and formulate practicable action plans with due consideration of actual situation, thus ensuring that the people affected by the project will not suffer loss. B, Actively encourage the public participation in the resettlement works, and accept supervision of the public. C, Strengthen internal and external independent monitoring activities, establish highly efficient and smooth channel for information feedback, reduce information processing period, thus ensuring that problems can be resolved timely. 15

26 2 Project Impacts In order to find out the impacts of this project, PMO and designing organization made the socio-economic investigation of the affected family, enterprises and institutions and collectively economic organizations in affected area by this project comprehensively in September, 2002 to July, 2003 according to designed process of sub-projects. The mode of combination of investigating households and units one by one and interview are adopted. It involves all areas of land acquisition; the content of investigation includes physical quantity of land acquisition and house demolishing and socio-economic of DPs'. DPs took part in investigation work. Investigating group heard opinions on land acquisition, demolition and resettlement from residences, enterprises and rural collective economic organization, land administrative department of municipal and related groups, and discussed with them widely. 2.1 Affected Land Permanent Land Occupation In the project, permanent land occupation is needed for Jinghang Canal Sludge-blocked Project, the land includes,15.48mu state-owned land and 8.42mu collectively-owned land; temporary land occupation is needed in Watercourse Dredging Project for piling-up sludge; the reserved state-owned land in first-stage has been utilized for Fuxing and Loujiang WWTP; reserved state-owned land has been used for Wuzhong WWTP, so there is no need for new land acquisition. Suzhou Downtown Sewage Treatment Second-stage Project. In Fuxing and Loujiang WWTP first-stage projects, general floor plan layout of WWTP is planned once with long term scale, and implementing by stage and land is 16

27 reserved for sewage and sludge treatment at second stage. Among them, the land acreage occupied by Fuxing WWTP is about 7.26ha, 4.16ha land was requisitioned by first stage project, and the reserved land for sewage treatment locates in north end of WWTP, for sludge treatment locates in northwest of WWTP, with the acreage of 46.5mu(3.1ha);land acreage occupied by Loujiang WWTP is about 8.25ha,all land was requisitioned by first stage project, and the reserved land for sewage treatment locates in southeast end of WWTP, for sludge treatment locates in southwest of WWTP, with the acreage of 45mu(3.Oha). There is no permanent land occupation in Watercourse Dredging Project. Jinghang Canal Sludge-blocked Project. The permanent land occupation mainly includes land occupied for construction (including within 10m away of sideline of construction,but the water surface should be deducted) and living administriative district. According to project designing, 14mu land is occupied for Xujiang Hinge, including 6.77 mu rural collectively-owned land of Shuangqiao Village, Hengtang Town, 1.67 mu rural collectively-owned land of Hengtang Town, 5.56mu state-owned land.9.9 mu land is occupied for construction of Shangtang River Hinge, which are all state owned land. 23.9mu is occupied by the sub-project permanently. 140 mu is occupied for WWTP in Wuzhong Sewage Treatment Project, which is the reserved state-owned land in development zone, and there is no permanent land occupation in the project. 17

29 2.1.2 Temporary Land Occupation (1 )WECTP Suzhou Downtown Sewage Treatment Second-stage Project, Fuxing and Loujiang WWTPs do not invlove temporary land occupation. Watercourse Dredging Project. According to Feasibility Study Report on Suhzou Downtown Watercourse Dredging Project, Watercourse Dredging Project will temporarily occupied mu pounds and pools of Xinyu Village Huqiu for pile-up the sludge, which will last for two years. Jinghang Canal Sludge-blocked Project. It will temporarily occupied 35.8mu (23866m2 in total) totally, among which there are 18.9 mu state-owned land, 16.9 mu rural collectively-owned land, lasting for two years. Wuzhong Sewage Treatment Project. It occupied land temporarily for construction of pipelines, with mu land for temporary land occupation. The pipelines net system is buried and laid out with the usage of green belt along the road, so the land temporarily occupied is land for green belt. 34 2.4 People Affected by the Project 9 households with 40 DPs for house demolishing are involved in the project; 8 units are affected by the project, which need to be moved to other place, as for demolishing small part of enterprises, and through internal adjustment of houses for production, then the production is not affected, are not calculated as DPs. Watercourse Dredging Project affect 172 persons due to temporary using land for mud. The project direct affect 339 persons, details of direct DPs can be seen at Table 2.6. 37 2.6 other effect There are no demolishing and utilization of cultural property in all sub-projects. The project affect no any institutions and shops. During the social-economic invastigation, the vulnerable cannot be found. 27

38 3 Objectives of Resettlement Objectives of resettlement involved in the project are as follows, * To optimize the design and keep the project away from area with much population, multi-story high buildings, to reduce quantity of demolition ass much as possible, and to minimize the involuntary resettlement. * To carry out involuntary resettlement as a component of the project, to provide adequate funds for DPs resettlement and to assure that they can benefit from the project. * To give help to DPs when they move out and resettle down. * the demolished households improve the living environment by resettlment * To minimize the loss of enterprises and institutions caused by land acquisition and demolition. If demolition is inevitable, they will be compensated for the loss of suspense of business and production. What's more, they will be resettled properly and get help to restore the business or production as earlier as possible. * As for rural production land occupied temporarily, the planting should be recovered after the occupation, great efforts should be made to recover and increase the production activities, employment opportunities and economic income for DPs. * To encourage DPs to take part in compilation of RAP and resettlement. The way that DPs choose to be resettled should be respected fully. * To improve DPs living standards or at least restore their former living standards. 28

39 4 Socioeconomic Sampling Survey of People and Units Affected In order to grasp the socio-economic condition in affected area and basic condition of DPs, PMO made the socio-economic investigation in affected area initially in August, 2002 to July, 2003 according to the requirements of World Bank, which provides basic information for project analysis. During January to July, 2003, when PMO conducted the survey on physical quantity, they made sampling survey of affected households and PAUs about socio-economic condition, and the combination of questionnaire and interview has been adopted in the survey. The survey involves 48 rural households directly affected by Watercourse Dredging Project, 9 urban households and 8 enterprises directly affected by Jinghang Canal Sludge-blocked Project. Suzhou Downtown Sewage Treatment Second-stage Project and Wuzhong Sewage Treatment Project do not have PAP, so the socio-economic survey did not involve it. 4.1 Watercourse Dredging Project According to Feasibility Study Report on Suzhou Downtown Watercourse Dredging Project, 786.6mu pounds in Xinyu Village, Huqiu are needed to be occupied temporarily for piling-up sludge, lasting 2 years, and there 48 temporarily affected households with 172 persons. There are 17 villager groups, 720 households of 2083 persons. There are 1069 labors, the structure by employment, agriculture 317; industry 358; others (business, transportation and service etc.) 394. In June, 2003, there are 1040 mu plowland, 680mu pound and 220mu other water surface. 29

40 If the plowland is distributed averagely, the quantity is 0.5mu per capita. Among the plowland, there are 520 mu paddy field, planting one season wheat or rape, one season ripe, net income per mu is about 350yuan; 420mu vegetable land, among which 60 mu cote vegetable, mainly planting aloe and vegetable against the season, net income per mu is about 5000yuan; 360 mu field vegetable, planting all kinds of vegetables, net income per mu is about 2000yuan; 100mu dry land, mainly planting all kinds of vegetables, for family food. The age of labors seeking in planting is ranging from 40 to 60 years old, among which male accounts 30%, and female accounts 70%. There are 680mu pound, contracted for running by 48 peasants voluntarily, and one contract period is 3 years, when the contract period is over, the contracting peasants put forward proposal for further contract on the base of their wills and labor conditions, and negotiate with the village' Committee. This round contract period begins from January, 2002, and cost is 400 per mu, and hand in by every year end. Four fishes and weever etc is breed in pound, and net income is about 2000yuan per mu. Benefits of breeding aquatics is decreasing for the add of breeding acreage in south of Jiangsu recent years, among the culturists, there are 60% making profit, 20% not making profit or loss, and 20% making loss. The age of labors seeking in breeding aquatics is ranging from 40 to 60 years old, among which male accounts 60%, and female accounts 40%. There are 13 enterprises in village, with 360 employees. In 2002, industry general value was 22 million yuan, and turning-in tax was 1.05 million yuan, as estimated, it is up to 30 million yuan in 2003, and turning-in tax is 1.5million yuan. Among them, there are six electroplating factories, with 85 employees; one reclaiming factory of noble mental, with 80 employees; one colored cement work, with 20 employees; one colored brick fieldl, with 15 employees; one Shaxing Filtering factory, with 30 employees; one Jinxing oxidation factory, 30

41 with 80 employees; one die-casting factory, with 20 employees; one cooper material factory, with 30 employees; among them, there are 300 employees from the village, their age ranging from 20 to 40 years old, among which male accounts 60%, and female accounts 40%, and annual income is 8600yuan per capita in Above-mentioned enterprises rented all land and workshops from village, and turn in rent to village. In 2002, the village got rent of 1.05million yuan, as estimated; it is up to 1.5 million yuan. In July 2003, 200mu plowland was used for building flower and tree base to develop the production of flower, tree and seedling tree, through introducing external capital and technology, and sell them to Suzhou, Wuxi and Shanghai etc. area. According to the contract signed between the investor, village' committee and land contractor, the investing corporation uses the land for ten years, and pays to original land contractor 500 yuan per mu annually, at the same time, the labors of land contractor can work in flower and tree base, with pay of 20 to 30 yuan per day. The village has stably increasing collective economic income, and good community administrative system and preliminary rural social safeguard system million rent was got in 2002, through renting out land, collectively-owned houses etc. to enterprises in village, which is up to 1.50million yuan; 0.27 million yuan can be got through contracting out the pound. These incomes are used to put out pension for the old without the working ability (as for male above 60-year-old, female above 55year-old) at the standard of 150yuan per person per year, and provide the labor 100yuan per person for insurance of serious illness. 31

42 4.2 Jinghang Canal Sludge-blocked Project Survey Results of Affected Family Basic Situation 9 households, all non-agricultural residents, are affected by the project, living in Shuangqiao Village, Hengtang Town. (1) Family Population This survey covered 9 households, with 40 persons who are non-agricultural people without exception. There are 21 females, accounting for 52.5% of total population. 29 city labors, accounting for 72.5% of total population, among which there are 11 female labors, 2 students, accounting for 5% of total population. (2) Age Distribution Among 9 households with 40 people which have been investigated, 4 people are under 8 years old, accounting for 10% of total population; 3 are under 8-18 years old, accounting for 7.5% of total population; 30 are under years old, accounting for 75% of total population; 3 are above 61 years old, accounting for 7.5% of total population. (3) Education Distribution Among 9 households with 40 people which have been investigated, 2 people are illiterate, accounting for 5% of total population; 14 people have finished elementary school, accounting for 35% of total population; 17 people have finished middle school, accounting for 42.5% of total population; 3 people have finished got three-year college or above, accounting for 7.5% of total population, 4 are under school age, accounting for 10%. 32

43 (4) Labor Employment Among 9 households with 40 people which have been investigated, 29 people are city labors. Among them, 7 people are in enterprises or institutions, accounting for 17.5% of total population. (5) House Construction Area Among 9 households which have been investigated, house construction area is 2908m2. Average area for each household is 323m2. Most residential house is two-storied buildings. (6) Family Annual Income According to the statistics of 9 households, average family annual income is 29873yuan, among which annual wage is 10733yuan, accounting for 36% of family annual income; income from house-renting is 10733yuan, accounting for 54%; other income is 2953yuan, accounting for 10% of family annual income. (7) Family Annual Expenditure. Average family annul expenditure is 16380yuan, among which charges for electricity is 533 yuan, accounting for 3.3% of total family annual expenditure; cost of domestic water is 413yuan, accounting for 2.5% of family annual expenditure; cost of communication is 822yuan, accounting for 5% of family annual expenditure; cost of children education is 889yuan, accounting for 5.4% of family annual expenditure; cost of medical treatment is 2222yuan, accounting for 13.6% of family annual expenditure; cost of fuel is 789yuan, accounting for 4.8% of family annual expenditure; cost of non-staple food is 8933yuan, accounting for 54.5% of family annual expenditure; Other cost is 1778yuan, accounting for 10.8%.
