Public Library) 2200 P Street, W Embassy Gulf Service Station The applicant seeks to redevelop the site of an historic gas station with a mixed use residential and retail project that will incorporate the historic structure and proposes to move that building to a new location within the projects site boundary. The interior of the one story gas station will be renovated for retail use and the stone facades and slate roof will be restored. ROCK CREEK PRK MU-17 R-8 21ST STREET W The proposed development is comprised of approximately 59,000 gross square feet above grade with approximately 20,000 gross square feet of below grade parking. The program includes approximately 56,000 sf of residential equating to approximately 34 units and 3,000 sf of retail space. The site is currently developed with a one-story, neoclassical gas station built of limestone and completed in 1936 for the Gulf Oil Corporation. It is listed on the ational Register of Historic Places and is a contributing structure to the Dupont Circle Historic District. The applicant proposes to relocate the structure on the site and build an attached nine-story residential building. The gas station interior will be renovated for retail use and the exterior, which is largely intact, will be restored. The site will be remediated and underground storage tanks will be removed. 4 UILDIG HISTORY ITRODUCTIO Located at 2200 P Street, W in Square 48, the Embassy Gulf Service Station is listed on both the D. C. Inventory of Historic Sites and the ational Register of Historic Places. Constructed in 1936 by the Gulf Oil Corporation, the station was designed by Gulf s chief architect P. R. L. Hogner. eo-classical in style, the limestone clad service station is significant as a rare surviving example of 1930s service station architecture, which became more eclectic and urbane as oil companies navigated local design review, and looked to architecture as a means of developing and communicating their corporate brand to the motoring public. PLIG D COSTRUCTIO Gulf Oil purchased the site at the corner of Twenty-Second and P Streets in pril of Consisting of Lots 1-6 in Square 48 (Tax Lots 800 and 802), the property had previously been the site of the late nine- teenth-century West End Market and, beginning in 1913, the Washington Riding and Hunt Club. In order to alleviate ational Park Service concerns, Gulf transferred Lot 802, a 17 x 300-foot strip of land adjacent to Rock Creek Park, to PS. Following the dedication of Lot 802 for public use, CF approved the location of the new service station. In May of 1936, Gulf submitted architectural and landscape plans to CF and CPPC for review. Following review, the D.C. oard of Commissioners issued a building permit to Gulf Oil on July 9, 1936, contingent upon further review and refinement of the landscape plan. t the request of the Superintendent of ational Capital Parks, C. Marshall Finnan, and John olen, Director of Planning at CPPC, Gulf consulted with PS in finalizing the landscape design. Malcolm Kirkpatrick, a landscape architect in the ational Capital Parks Office of Design prepared a landscape plan in December of 1936, although it is unclear to what extent it was implemented, as no elements of the original plan survive today. 1 ccording to the original building permit, the station was designed by Gulf Oil architect P. R. L. Hogner. It was constructed of brick on a concrete foundation, clad in limestone, and was covered by a slate roof. The choice of limestone cladding, which departed from Gulf s proprietary use of brick as an exterior material, was dictated by CF s requirement that the station contextualize with the architecturally significant Church of the Pilgrims, located at 2201 P Street. 2 LTERTIOS The service station has undergone minimal alterations since its construction in 1936, and it retains the majority of its character-defining features. These include the station s limestone cladding, slate roof, molded cornice and belt courses, Doric pilasters, semicircular fanlights, and the molded architrave which frames its service bay entrances. Original building plans dating to 1936 show a wood cupola rising from the station s roof, but this element does not appear in a 1937 photograph of the building, suggesting that it was never constructed. The 1936 plans also depict an oval multi-pane oxeye window set into the tympanum of the front elevation pediment, rather than the clock which currently occupies this position. Regardless of whether the clock is original, this feature retains its original molded surround and limestone swags. More recently, renovations in 1973 included the sandblasting of the limestone exterior, and the installation of new gasoline pumps, concrete decks, and light fixtures. ew canopies, tanks, and pumps were installed about s indicated in the 1993 ational Register nomination, it is apparent that the original landscape design has been altered over time. 3 RCHITECT orn in Sweden in 1884, Pierre Hogner attended the Massachusetts Institute of Technology and Harvard University, where he graduated with a achelor of Science in rchitecture in Hogner pursued graduatelevel studies in design at the Ecole Spciale d rchitecture in Paris, and he also received a Certificate in Structural Engineering from Harvard. etween 1909 and 1920, he worked at architectural firms in oston, Seattle, and Chicago, and served in the U. S. rmy as a First Lieutenant in charge of construction and maintenance. From 1920 to 1933, Hogner worked as an architect for the LCO corporation, while maintaining a private practice in ew Kensington, Pennsylvania. In 1933, he joined the Gulf Oil Company as its chief architect, and in that role Hogner designed service stations in Cleveland, Pittsburgh, and Washington, D.C. Hogner retired from Gulf Oil in 1955, and he established a private practice in Fort Lauderdale, Florida, which he maintained until his death in Pierre Hogner was a Member Emeritus of the merican Institute of rchitects. 4 Hogner designed twenty-three service stations in the District of Columbia for Gulf Oil between 1935 and In addition to the station at 2200 P Street, W, only two other stations remain. These trademark brick stations, designed by Hogner in the Colonial Revival style are located at 3011 Martin Luther King, Jr. venue, SE (1936) and 1020 Michigan venue, E (1936). oth have been altered extensively. The Embassy Gulf Service Station is the only surviving District station designed by Hogner in the eo-classical style. SIGIFICCE The Embassy Gulf Service Station at 2200 P Street, W was nominated to the D.C. Inventory of Historic Sites and the ational Register of Historic Places in 1993, and it holds both architectural and historical significance as a rare and intact example of a pre-world War II service station in Washington, D.C. The station, developed during the mid-1930s, is illustrative of the rise in automobile ownership and the growth and maturation of the gasoline industry in the United States during the first half of the twentieth century. Designed by oil companies in an effort to enhance their corporate image and attract motorists, the artistic service stations of the 1920s and 1930s departed from the simple structures built prior to World War I. In addition, the station s temple-like eo-classical form and limestone cladding, intended to harmonize with its surroundings, speaks to the role of local design review during this period in attempting to inject greater architectural sophistication into gas station design. Finally, the station is characteristic of the eo- Classical style, and is a rare surviving example of the work of Gulf Oil chief architect P. R. L.
