1 Meeting Minutes * Calvert County Commission for Women May 19, 2016, 7:00 to 9:00 p.m. College of Southern Maryland, 115 J.W. Williams Road, Building B, Conference Room 112, Prince Frederick, MD Approved, June 16, 2016 Call to Order, Attendance, and Approval of Agenda Margaret Dunkle The regular meeting of the Calvert County Commission for Women was called to order by Commission Chair Margaret Dunkle at 7:07 p.m. Mark your calendar! Future meeting dates: June 16, July 21, September 15, October 20, and November 17, 2016 All in PF CSM Conference Room, PFB In lieu of an August meeting, the Commission will hold its annual Planning Retreat on August 18, 2016, from 5:00 to 9:00 p.m. at the College of Southern Maryland in Prince Frederick, in Building A, Room 119. The Commission expressed thanks to Ariane Odom for scheduling the August-November 2016 meetings and Retreat with CSM. Attendance Commission Members Present: Margaret Dunkle, Annette Funn, Inez Claggett, Gloria Della, Carol Harvat, Ariane Odom, Lisa Serafino Commission Members Excused Absence: Sonya Butler, Suzanne Haynes, Joan Winship Commission Members Absent: Associate Commission Members present: Associate Commission Members Absent: Linda Bracey, Isabel Mercedes Cumming, Crystal Seay, Brandy Summerlin, Brandi Tremmel Guests or Members of the Public: Jennifer Dill (applicant for membership) Approval of the Agenda Margaret Dunkle The Commission approved by consensus the proposed agenda prepared by the Chair as amended (i.e., deleting brainstorming on the upcoming Planning Retreat). See Attachment A. Minutes, Approval and Acting Secretary The Commission again thanked Commissioner Serafino for serving as Acting Secretary for this meeting as well as for the April meeting. Commissioner Claggett moved, Commissioner Odom seconded, and the Commission unanimously approved the minutes of the April 21, 2016 meeting as amended (i.e., correcting a typographical error in the April Treasurer s Report), allowing for editing for typographical errors and grammar. * Organization of the Minutes To facilitate following progress over time, the organization of the minutes reflects the CCCW Strategic Plan. That is, there are two sections Operational Activities and Programmatic Activities. Items under each are in alphabetical order. The minutes incorporate information from the approved agenda, even if this information was not orally presented at the meeting, and may provide background information for context. Special reports from guests will generally appear first. 1

2 Treasurer s Report and Financial Issues Inez Claggett Treasurer Claggett reported that, for a fiscal 2016 budget of $3,895, the current balance is $1, Recent expenses have included: National Association of Commissions for Women dues: $ Having the CCCW Outstanding Achievement Perpetual Plaque Updated: $14.00 (The Domestic Violence Awareness Perpetual Plaque was also updated: future engraving on this DV plaque was prepaid when CCCW purchased that plaque.) See Attachment B for the Treasurer s Report, May Commissioner Claggett made a motion to provide a $50.00 donation to St. Paul s Episcopal Church in thanks for housing the Clothes Closet inventory and events. Commissioner Odom seconded the motion, which passed unanimously. This will leave approximately $996 for year-end expenses, including any remaining expenses for the Women s Health Expo, expenses related to the 40 th Anniversary Celebration in June, and any other year-end expenses. CROSS-CUTTING THEMES Increase Involvement of Girls and Young Women Incorporate into all Commission activities. A new lead CCCW member is needed for this goal for the coming year. Celebrate 40 th Anniversary Margaret Dunkle & All Chair Margaret Dunkle led the discussion of planning for the 40 th Anniversary event, slated for June 25, 1:00 to 4:00 p.m., at Calvert Library Prince Frederick. See Attachment C for the Agenda, Planning for CCCW s 40 th Anniversary, Calvert County Commission for Women. Highlights include: Commissioner Odom is coordinating food and decorations, with burgundy/black/silver colors. Commissioner Harvat will take photos. Commissioner Della will coordinate getting corsages/flowers for CCCW Chairs, past and present. Commissioner Funn will handle music. Chair Dunkle will moderate the program. Former state Senator and County Commissioner Bernie Fowler s attendance has been confirmed. The program will have 2-minute testimonials by various people. Each will be asked to address: From your perspective, how has the Commission for Women made a difference? Suggestions include: Scholarship Recipient, Cheryl Campbell Englert (Commissioner Dunkle has already contacted her) Harriet Elizabeth Brown Commemoration Task Force (Commissioner Dunkle will contact a person to speak Celebrating Title IX, Robert Early Bradford and/or Danielle Cummings (to be contacted by Commissioner Dunkle) An awardee, Lillian Lopez (to be contacted by Commissioner Claggett); Alexia Brown (to be contacted by Commissioner Funn) 2

3 Domestic Violence Awareness, David Gale (to be contacted by Commissioner Odom) State Woman of Tomorrow, Samirah Brown or Harleigh White (to be contacted by Commissioner Dunkle) Safe Harbor, Linda Kelley (to be contacted by Commissioner Funn) Women s Health Expo, Margaret Fowler (to be contacted by Commissioner Haynes) Clothes Closet, Rev. Joanna White (to be contacted by Commissioner Odom) History Fair Award, Dia Brown (to be contacted by Commissioner Dunkle) Special Events, Carol McCabe Booker (to be contacted by Commissioner Dunkle) In addition, CCCW will continue to incorporate a celebration of its 40 th Anniversary into all activities, most recently, the Women s Health Expo. OPERATIONAL ACTIVITIES Communications and Lists, From the Desk of Margaret Dunkle Commissioner Dunkle reported that there had been good press coverage for Women s Health Expo, and specifically referred to Pat Ullberg s piece ( Third Annual Women s Health Expo Was Bigger and Better ) on page A14 of the May 18 issue of the Calvert Recorder. Historical Records and Documentation (Clippings) Gloria Della In the absence of Associate Commissioner Tremmel, there was no update on getting the thumb drive containing past copies of and links to articles (in, for example, the Calvert Recorder, Chesapeake Current, Calvert County Times, Bay Weekly, Calvert Beacon, the Baynet, etc.) to attach to CCCW minutes as well as post on the CCCW website. Commissioner Della reported that these articles had been uploaded to the website. Leadership & Planning Margaret Dunkle Strategic Plan Hold any revision until the Annual Strategic Planning Retreat in August Bylaws Annette Funn and Margaret Dunkle Hold until later in 2016 Annual Strategic Planning Retreat - The Annual Strategic Planning Retreat will be held on Thursday, August 18, 2016, from 5:00 to 9:00 p.m., at the College of Southern Maryland in Prince Frederick, Building A, Room 119. Brainstorming or the discussion of content, format, and results for the Retreat was deferred until the June or July meeting. Nomination of New Officers Inez Claggett Commissioner Claggett, who chairs the Nominations Committee, reported that nominations to date for CCCW officers are: Chair: Commissioner Annette Funn Vice Chair: Commissioner Inez Claggett Treasurer: Commissioner Ariane Odom Secretary: Commissioner Lisa Serafino Nominations will be accepted until 5:00 p.m. on June 3, Elections will take place at the June meeting, and terms of office will begin on July 1 with the start of the new fiscal year. 3

4 Liaison to Associate Commissioners Ariane Odom No new updates to report. Membership Annette Funn On May 10 th the Board of County Commissioners acted on the Commission s positive recommendations for BOCC Carol Harvat and Joan Winship, appointing them to the Commission for Women. Jennifer Dill, who has applied for membership in the Commission, had previously spoken with Chair Dunkle, who also provided Ms. Dill with background information. Chair Dunkle has also circulated Ms. Dill s application to all CCCW members. Ms. Dill spoke to the three questions asked of all applicants. Why are you interested in joining the Commission for Women? She wants to support women while promoting equality. What is your background with our issues? She described her background in family law, as a teenage mother, living in Section 8 housing, and, more recently as President of the Southern Maryland Women s Bar Association. Looking at our Purposes and Plans for the Future, how would you especially like to contribute? (What areas? What projects?) Areas Ms. Dill cited included returning/entering the work force, education for both children and teenage moms, financial literacy, and women veterans. A ballot vote was taken, and with the result of a unanimous vote for a positive recommendation to the BOCC for appointment to the Commission for Women. The application of Suzanne Haynes, a long-time member, for reappointment, which Chair Dunkle had circulated to all CCCW members, was taken up next. In her absence, others spoke of her contributions to the Commission, most recently the very successful third annual Women s Health Expo. Commissioner Funn moved to recommend Commissioner Hayes for reappointment, Commissioner Della seconded the motion, and it carried unanimously. Chair Dunkle reported that she would formally convey these recommendations to the Board of County Commissioners. Website ( & Social Media Brandi Tremmel and Lisa Serafino No new information to report. PROGRAMMATIC ACTIVITIES Celebrate Title IX Margaret Dunkle No new progress to report. Clothes Closet, Dress for Success Ariane Odom Commissioner Odom reported on a recent field trip to the Commission for Women s room at Dowell House Community Center by herself, Commissioners Della and Dunkle, and Associate Commissioner Tremmel. This room needs a lot of organizing. It contains 9 racks of clothes, 10 bins, 5 boxes of shoes, a clothes steamer, and more, as well as CCCW archives and files. Chair Dunkle will secure a key to the CCCW room at Dowell House room for Commissioner Odom. Options were discussed for how to reduce inventory to a reasonable level. Commissioner Odom reported that the current plan was to hand out free clothing at the Saturday Flea Market in Prince Frederick, starting with non-business clothing that does not directly meet the mission of the Clothes Closet. Commissioner Odom reported that, when she had tried this earlier, all of the clothes she brought to the Flea Market were gone within three hours. Donating overflow inventory to SPOT and/or SMILE was also suggested as a possible way to reduce inventory consistent with the mission of the Commission. 4

5 Domestic Violence Awareness, including Live Here, Love Here Ariane Odom For the Live Here Love Here event on April 16 at Calvert High School, Commissioner Odom reported: The event was well organized and presented and increased participation to raise awareness should be a focus next year. We have two banners for this event and want to purchase two more next year. In all, there were 57 attendees, a slight increase from Of the 55 people who registered, only 23 actually came to the event. They would like to increase participation next year, perhaps by having a radio station present to boost publicity. See the Event End Year Report on the event at Attachment D. On a related note, Chair Dunkle reported that she has had the Perpetual Plaque for Domestic Voilence Awareness honorees updated with the most recent (October 2015) honorees, and that this updated plaque is again hanging in the Court House. Dutch Networking Events Annette Funn No new activities to report. Vice Chair Funn confirmed that there would be a Dutch Networking Event at Commissioner Haynes next month (June), and that she would announce the date and time shortly. Events and Forums Sponsored and Co-Sponsored by the Commission Financial Literacy for Girls Gloria Della No new activities to report. Recruiting Girls and Young Women as EMTs, Firefighters, etc. On hold; may be considered for Harriet Elizabeth Brown Commemoration Task Force Margaret Dunkle & Annette Funn Chair Dunkle, who also chaired the Harriet Elizabeth Brown Commemoration Task Force, reported that all three Task Force recommendations are now either complete or in process. She invited all CCCW members and associate members to a June 15 presentation (11:00 a.m., at the Harriet Elizabeth Brown Community Center in Prince Frederick) of the Helping People Award for Calvert County. Maryland Comptroller Franchot will present this award to her at that time. A major reason Chair Dunkle is receiving this award is for her work to create, and then chair, the Harriet Elizabeth Brown Commemoration Task Force. The idea for this Task Force grew out of a Commission for Women recommendation. See Attachment E for the Invitation from Maryland Comptroller Peter Franchot 2016 William Donald Schaefer Helping People Award to Margaret Dunkle. Vice Chair Funn will coordinate getting refreshments from CCCW members donated to this function. Chair Dunkle explained the Harriet Elizabeth Brown Commemoration Fund, and how one might donate to this tax-deductible fund. See Attachment F for the donations flyer, An Opportunity to Contribute to the Harriet Elizabeth Brown Commemoration Fund. Health Expo Suzanne Haynes The third, and now-annual, Women s Health Expo was held, to great success, on May 16, from 9:00 a.m. to 1:00 p.m. at the College of Southern Maryland in Prince Frederick. There were approximately 200 attendees, as well as great speakers, exhibits, and activities. Commissioner Haynes will provide a full report at the June meeting. 5

6 History Fair Awards On hold until fiscal 2017 (July 1, 2016) A new lead Commissioner will be needed for this event. Legislative and Regulatory Monitoring Inez Claggett No new activities to report. Maryland Women s Hall of Fame and Women of Tomorrow Award Inez Clagett No new activities to report. New Initiatives Homeless Women and/or Female Veterans Sonya Butler & Lisa Serafino No new activities to report. Other Partnership Activities No new activity to report. Represent CCCW to State, Regional, National Commissions for Women Margaret Dunkle Help Women Be More Informed, Involved Voters Annette Funn Letters of Support & Other Partnership Activities Margaret Dunkle Outstanding Achievement/Recognition Awards Margaret Dunkle Chair Dunkle reported that she has had the Perpetual Plaque in the Courthouse engraved with the names of new (2016) outstanding achievement awardees. She reminded people that this activity will need a new Responsible Commissioner for upcoming awards. Women of the World Awards Luncheon Inez Clagett, Gloria Della Commissioner Claggett reported that she would give a full report on WOW including program, press, attendance, financial report, evaluation at the June meeting. 10 Review of the Basics Agenda Planning for CCCW s 40 th Anniversary Calvert County Commission for Women May 19, /19/16 40 th Anniversary Calvert County Commission for Women In our Strategic Plan: Incorporate awareness and celebration of 40 years of CCCW progress for Calvert women and girls into all appropriate/possible 2016 CCCW activities from WOW to domestic violence awareness, Dutch Networking Events, and Outstanding Achievement Awards and including a BOCC Proclamation, and Reception in June (CCCW was created on June 23, 1976.) 40 years serving Calvert women and girls Saturday, June 25, 2016, 1:00 to 4:00 p.m. Refreshments, Networking, Special Guests, and a Short Program All Calvert Countians of all ages welcome! Calvert Library Prince Frederick, 850 Costley Way (triple room is confirmed for noon to 4:00) Cosponsored with Calvert Library, so this event will be in their press and outreach, too. Event colors are ruby red/burgundy (40th anniversary color) with black and silver accents. Focus: Highlight CCCW accomplishments/achievements, looking to the future Refreshments, Decorations, Set Up & Supplies (utensils, napkins, plates, table cloths, etc) See Ariane s Summary, attached Set up at noon Anniversary/Birthday Cake? Most recently, Margaret chaired the Harriet Elizabeth Brown Commemoration Task Force, where she worked to identify ways to honor the legacy of one of Calvert County s civil rights pioneers. Margaret also played a central role in the implementation of Title IX, the 1972 landmark legislation prohibiting sex discrimination in schools receiving federal funding that is most commonly associated with equity in college athletics. A Maryland native, Margaret also serves as the Chair of the Calvert County Commission for Women and was a 2012 inductee to the Maryland Women s Hall of Fame. William Donald Schaefer About the Award Comptroller Peter Franchot created the William Donald Schaefer Helping People Award in 2012 to honor the legacy of public service exemplified by former Governor, Comptroller and Baltimore City Mayor William Donald Schaefer. Nominees are sought from throughout the state. The nominations are reviewed and recipients selected in 23 counties and Baltimore City. The honorees are selected based on their demonstration to improve the community; to promptly respond to a citizen problem through effective government intervention; to directly aid those most vulnerable in society; or to establish a public/private partnership to improve the lives of fellow Marylanders.

19 An Opportunity to Contribute T HE H ARRIET E LIZABETH B ROWN C OMMEMORATION F UND Honoring Calvert County s Own Civil Rights Hero You may already know the amazing story of Harriet Elizabeth Brown. She was the courageous Calvert County teacher who, in 1937, with the NAACP s Thurgood Marshall as her attorney, successfully challenged unequal pay for African-American teachers. In May of 2015, Maryland Governor Larry Hogan signed HB 354 into law, establishing the Harriet Elizabeth Brown Commemoration Task Force. The Task Force made recommendations to the County Commissioners, the Governor, and the General Assembly: Name the new community center in Prince Frederick the Harriet Elizabeth Brown Community Center; Name Maryland Route 2, from the intersection with Maryland Route 4 to the Anne Arundel County line, the Harriet Elizabeth Brown Memorial Highway; and Commission a portrait of Harriet Elizabeth Brown. The purpose of the Harriet Elizabeth Brown Commemoration Fund is to support implementation of the recommendations of the Task Force and to be a catalyst for other efforts to honor Ms. Brown and her legacy.
