2 405 Palisades Avenue Santa Monica, California City Landmark Assessment and Evaluation Report ENVIRONMENTAL SETTING The subject property located at 405 Palisades Avenue was constructed circa 1912 in the American Craftsman architectural style. The single-family residence is situated on the northeast corner of Palisades Avenue and 4 th Street, between 7th Street to the east, Ocean Avenue to the west, Alta Avenue to the north, and Montana Avenue to the south. The Pacific Ocean is approximately one-quarter mile to the west. The two-story house is located in the Palisades Tract, Block D, Lot 37 and covers an area of approximately 108 feet by 175 feet. The subject residence has a slightly irregular rectangular footprint and occupies roughly the middle portion of Lot 37. There is a two-car garage situated on the northern portion of the lot. REGULATORY SETTING The subject property has been identified and assessed under the City of Santa Monica s ongoing survey process. The property was first recorded in 1951 as part of a survey of the Palisades Tract. 1 The purpose of the survey was to determine whether the single-family residential area should be rezoned to include multi-family residential properties. During the 1951 survey, the subject property was photographed and recorded as a 10-room single-family residential property. In , the subject property was surveyed again during Phases 1 and 2 of the City of Santa Monica s Historical Resources Inventory and was assigned a 5D status code. The property was determined eligible as a contributor to a potential local historic district, Palisades Tract Historic District, and was also determined individually eligible as a Santa Monica landmark. 2 In 2002, the Historic Resources Inventory Update: North of Montana Survey Area validated the findings of the previous surveys and was assigned a 3S/5D1 status code. The subject property situated within the Palisades Tract Historic District boundaries remained a contributor to the potential historic district and was determined individually eligible for local landmark listing. The 2002 survey raised the regulatory status of the subject property. The subject property was also assigned a 3S status code, appears eligible for the National Register as an individual property through survey evaluation. ARCHITECTURAL DESCRIPTION Oriented facing south towards Palisades Avenue, the subject property is a two-story, singlefamily residence designed in the American Craftsman architectural style (Figure 1). The wood-framed residence is sheathed with horizontal clapboard siding on the first floor and wood-shingle siding on the second floor. 3 The subject property is covered with a medium-pitched cross-gabled roof featuring exposed rafter tails, fascia boards, and projecting purlins. The primary elevation has a medium-pitched front gabled asymmetrical façade (Figure 2). Concrete steps lead to a recessed front porch, which is enclosed by a low brick wall with concrete coping, and is supported by four square brick columns. The porch is shaded partially by a shed roof with exposed rafter tails (west section) and a pergola (east section). Within the porch area are two large tripartite windows with leaded glass transoms (Figure 3), a porch light (alteration), and a wooden door with sidelights (Figure 4). The eastern sidelight has leaded glass and the other has orthogonally shaped glass with wood mullions. The second floor has a gable vent, and three pairs of divided light casement windows (Figure 5). The west elevation (Figure 6) has a gable roof, a tall exterior brick chimney, a bay window on the ground floor with three double-hung windows (Figure 7), multi-light casement windows, double hung multi-light over single-light windows, a wood pergola and a set of french doors opening onto a wood balcony (alterations) (Figure 8), and original wood sash windows. A wide wood band course separates the first floor from the second floor. The rear (north) elevation has a two-story addition on the eastside, which appears compatible with the original Craftsman design. The east elevation (Figure 9) has several multi-light casement windows, double hung multilight over single-light windows, a bay window with fixed windows and leaded glass transoms (alteration) (Figure 10), a rectangular bay with an original leaded glass casement window, and a later exterior wooden staircase leading to the second floor (alteration). The stuccoed two-car garage is located in the northeast corner of the lot. The rectangular shaped wood-frame garage has a gable roof and appears to replace the original one-car garage. The two-car garage is a non-contributing building on the property. The surrounding landscape setting consists of mature trees, a grass front lawn, shrubs, flower beds, low hedges, a walk-way, and porch stairs. The contributing landscape features are the walk-way to the entrance, the concrete porch stairs, and the open lawn. ALTERATIONS The building s exterior has high integrity and exhibits few alterations. According to the building permits on record at the City of Santa Monica for 405 Palisades Avenue, the property has had only five alterations since its 1912 construction. Building permits indicate that alterations were made to the property in 1927, 1950, 1973, 1991, and In 1927, a two-story addition consisting of two rooms and two baths was estimated at a cost of $2, The contractor was C. L. Freeman. Twenty-three years later, a stairway was constructed to access the second floor of the rear addition (Figure 11). 4 The two-story addition is not recorded on the 1950 Sanborn Map; however, the 1950 building permit for the stairway 3 4 City of Santa Monica Building Permit. #2248. 4 depicts the rear addition on the floor plan sketch, suggesting that the rear addition was constructed before 1950 and was most likely the 1927 two room/two bath addition. In 1973, a three and a half car garage replaced the existing one-car garage (Figure 12). 5 In 1991, an 85 square foot addition was constructed onto the kitchen (Figure 13). 6 The kitchen addition included the construction of a bay window on the east elevation. After the 1994 Northridge earthquake, the house underwent a seismic retrofit, which included reconstruction of the porch s square brick columns. It appears the porch was partially enclosed by windows that were later removed at an unknown date (Figures 14 and 15). Alterations to the property appear to conform to the Secretary of the Interior s Standards for Rehabilitating Historic Buildings. HISTORICAL BACKGROUND SANTA MONICA In 1875, the original townsite of Santa Monica was surveyed, including all the land extending from Colorado Street on the south to Montana on the north, and from 26 th Street on the east to the Pacific Ocean on the west. Between 1893 and the 1920s, the community operated as a tourist attraction that was visited primarily by wealthy patrons. Areas located just outside of the incorporated city limits were semi-rural in setting and populated with scattered residences. Following the widespread acceptance of the automobile in the 1920s, Santa Monica experienced a significant building boom, with numerous homes constructed in the tracts north of Montana and east of Seventh Street for year-round residents. PALISADES AVENUE WITHIN THE PALISADES TRACT The Palisades Tract neighborhood offers a remarkably intact ensemble of domestic architecture, primarily dating from 1906 to Opened as a tract in 1905, it was laid out with broad, tree-lined streets that accessed Ocean Avenue and the Santa Monica Palisades. 8 Shortly after the tract was opened, the area in which it was located stretching from Montana to Adelaide was annexed to the City of Santa Monica. Building permits show that the first application to build a residence at 401 Marguerita Avenue was issued to the Alta Santa Monica Company on March 28, When the subject property was erected in 1912, the Palisades Tract was still largely unimproved. 5 405 Palisades Avenue (1912); 514 Palisades Avenue (1911), 607 Palisades Avenue (1911); 608 Palisades Avenue (1911); and 624 Palisades Avenue (1909). Other distinctive Craftsman style residences built in the Palisades Tract include: 325 Georgina Avenue (1910) Frederick Roehrig, architect; 308 Alta Avenue (1912); 419 4th Street (1922); 435 Georgina Avenue (1913); 525 Georgina Avenue (1910); 607 Georgina Avenue (1912); and 401 Marguerita Avenue (1906). Presently, there is a high concentration of distinctive Craftsman style homes along Palisades Avenue. The street retains some of the best examples of Craftsman residential architecture in the City. The subject property is an important contributor to this grouping as an excellent example of the Craftsman idiom in its overall execution and its high level of physical integrity. Several prominent members of the community, as well as residents of Los Angeles and Pasadena in search of a seaside summer home, commissioned residences in the Palisades Tract. During the first fifteen years of development, many homes were built in the Craftsman style. The more intensive period of construction in the twenties yielded numerous fine revival style homes, most of which were intended for year-round occupation. The work of several renowned architects is showcased throughout the neighborhood, as well as the efforts of several Santa Monica building contractors who had a profound impact on the growth of the City. Among the architects represented in the area are John Byers (240 and 624 Alta, th, 300 and 400 Georgina), Robert Farquhar (147 Georgina, 401 Ocean), Marsh and Russell (216 Georgina), Webber, Staunton and Spaulding (317 Georgina), Frederick Roehrig (325 Georgina), Hunt and Burns (525 Georgina), John and Donald Parkinson (701 Ocean), and Greene and Greene (226 Palisades). Several prolific builders, many of whom produced designs from their own offices and others who worked with architects, were involved in the development of the Palisades Tract. During the early years, H. Goetz, was responsible for the construction of numerous residences and institutions (Lincoln High School, North Beach Bath House, Santa Monica City Hall) and worked in the Palisades Tract. Other prolific builders associated with the Palisades Tract included George D. Snyder, W.S. Freeman, and C.B. Powell. In later years, several contractors who had a strong impact on the character of 405 Palisades Avenue City Landmark Assessment and Evaluation Report page 4

6 the neighborhood east of 7 th Street included C.L. Freeman, Frank Roden, Rose and Rowell, H.E. Werner, and noted Los Angeles builder Frank Meline. CRAFTSMAN STYLE The Craftsman style was an outgrowth of the late 19 th century English Arts and Crafts movement that was adapted to the Southern California climate in the early decades of the twentieth century by some of the region s most talented architects, such as Charles and Henry Greene of Pasadena. The style was most commonly manifested in the thousands of bungalows that were constructed in Los Angeles newly developed suburban areas due to their relative economy, which answered a growing need for affordable housing during the 1910s and 1920s. Square or rectangular shaped cottages with one to one-and-one half stories and rectilinear porches typify the bungalow form. To this basic form, architects introduced elements of the Spanish, Stick, Tudor, Colonial Revival, and even Japanese styles. Simple, horizontal, and craft-oriented natural materials characterize the standard Craftsman design. Common elements of the style include shingle or clapboard siding; battered (tapered) or square porch posts; rectangular windows, usually sash over sash; simple wood-frame surrounds; gabled roofs; deeply projecting overhangs; and exposed roof beams and rafter tails. In the case of the subject property, typical elements of the idiom and period include its cross-gabled roof; fascia boards; exposed rafter tails; projecting purlins; decorative beam ends; shingle and clapboard siding; rectangular multi-pane casement and double-hung sash fenestration with plain surrounds; and the wide, low slung porch configuration. 405 PALISADES AVENUE Construction History According to the assessor records, the house was erected in The original architect and contractor attributed to the design and construction of the subject property has not been identified because the original building permit was not located. Claude L. Freeman worked with his father, William S. Freeman, who owned a construction company named W. S. Freeman and Sons. The Freemans were responsible for the construction of many notable residential and commercial properties in Santa Monica from 1910 to Given their prominence in residential construction, it is possible that the Freemans were involved with the design and/or construction of the subject property. The property s original owner, Henry T. Brantley, and Claude L. Freeman were acquainted during the late 1920s, as Mr. Freeman worked as a contractor for the 1927 addition of two rooms and two baths to the subject property. In 1928, Mr. Claude L. Freeman constructed the Santa Monica Automobile Club (1810 Ocean Avenue) in 1928, roughly during the period when Mr. Brantley managed the Automobile Club. 405 Palisades Avenue City Landmark Assessment and Evaluation Report page 5

8 Lucile. In 1928, Mary L. and Venus D. Griffin, a nurse, were also listed in the directory. The construction, ca. 1927, of the two room, two bath addition might be connected to the growth of the Brantley family. In 1933, another member of the family, Henry V., was listed in the directory. City directories are not available from 1940 and The directory lists Peter Skowron and three other members of his family as residents. The Skowron s most likely moved into the property after the death of Henry T. Brantley in EVALUATION OF SIGNIFICANCE PERSON(S) OF HISTORICAL IMPORTANCE The original owner of the subject property, Henry T. Brantley, was a successful insurance salesman and a graduate from Stanford University. Henry T. Brantley was the first manager of the Automobile Club of Southern California. 11 Mr. Brantley was also active in the Santa Monica community: he participated in the Elks; Rotary Club; and Knights of Columbus. In 1943, Mr. Brantley died at the subject property. Current research revealed little additional information about the life of Henry T. Brantley that connected him to significant events in local, state, or federal history. In addition, a review of city directories to identify occupants of the subject property did not locate any persons of significant historical importance (see Appendix). STATEMENT OF OTHER SIGNIFICANCE No evidence was discovered in current research of the property that indicates other significance. IS THE STRUCTURE REPRESENTATIVE OF A STYLE IN THE CITY THAT IS NO LONGER PREVALENT? The subject property is an excellent example of a Craftsman style residence with a high level of craft and architectural detailing. Within the Palisades Tract, it appears Palisades Avenue has eight residences that are among the best examples of large-scale Craftsman residences in the City of Santa Monica. With its high level of significance and integrity, the subject property is an important contributor to this grouping of Craftsman residences. While a moderate amount of Craftsman residences remain in the City, the once ubiquitous style has declined in numbers in recent years. 9 DOES THE STRUCTURE CONTRIBUTE TO A POTENTIAL HISTORIC DISTRICT? The subject property is situated within the potential Palisades Tract Historic District boundaries and remains a contributor to the potential district due to its architectural merit, high level of integrity, association with the contactor Claude L. Freeman, and its reflection of the early residential development of the Palisades Tract. CONCLUSION The residence at 405 Palisades Avenue is an excellent example of a large, distinctive Craftsman residence located in one of the City s most intact neighborhoods. In summary, based on current research and the above assessment, the property located at 405 Palisades Avenue appears to meet several City of Santa Monica Landmark criteria. The property was evaluated according to statutory criteria as follows: LANDMARK CRITERIA (a) (1) It exemplifies, symbolizes, or manifests elements of the cultural, social, economic, political or architectural history of the City. The residence located at 405 Palisades Avenue is an excellent example of the Craftsman style as applied to a large single-family residence. It retains sufficient contextual and architectural integrity to represent the residential development and architectural history of Santa Monica. The residence reflects many of the distinctive features associated with the Craftsman style and period including its massing; shingle and clapboard siding; cross-gabled roof; casement and double-hung windows; and overall high level of craft. Additionally, the subject residence manifests the cultural, social, and economic history of the upscale Palisades Tract. Of the streets located within the Palisades Tract, Palisades Avenue has one of the highest concentrations of large-scale Craftsman residences in the City of Santa Monica. The subject residence, originally owned by a successful Santa Monica businessman, Henry T. Brantley, and possibly designed by a popular contractor, Claude L. Freeman, is an important contributor to the Craftsman grouping on Palisades Avenue and manifests the cultural, economic, and social development of the Palisades Tract. Therefore, the subject property appears to satisfy this criterion (a) (2) It has aesthetic or artistic interest or value, or other noteworthy interest or value. The resource does not appear to meet this criterion. The building lacks the sufficient aesthetic or artistic interest or value necessary for this designation (a) (3) It is identified with historic personages or with important events in local, state or national history. Historical background research did not reveal any information on the property s owners and/or occupants that indicates historical significance or notability. 10 (a) (4) It embodies distinguishing architectural characteristics valuable to a study of a period, style, method of construction, or the use of indigenous materials or craftsmanship, or is a unique or rare example of an architectural design, detail or historical type valuable to such a study. The residence located at 405 Palisades Avenue is an excellent example of the Craftsman style as applied to a large single-family residence. It embodies many of the style s characterdefining features including its general scale and massing; cross gabled-roof; fascia boards; exposed rafter tails; projecting purlins; decorative beam ends; shingle and clapboard siding; multi-pane casement and double-hung sash fenestration; and the wide, low slung porch supported by brick posts. Although there have been additions to the north and east secondary elevations, the character-defining features and overall architectural integrity of the subject property have not been negatively impacted. Alterations to the property appear to conform to the Secretary of the Interior s Standards for Rehabilitating Historic Buildings. Therefore, the property appears to satisfy this criterion (a) (5) It is a significant or a representative example of the work or product of a notable builder, designer or architect. No evidence was uncovered that identified the property s original builder or architect. Claude L. Freeman, a popular Santa Monica contractor, constructed the two-story addition in Therefore, it appears the property does not appear to meet this criterion (a) (6) It has a unique location, a singular physical characteristic, or is an established and familiar visual feature of a neighborhood, community or the City. Although located on a prominent residential corner, the property is visually connected as a contributor to the neighborhood and is not individually prominent.
