C., Associate Architectural Historian Preliminary Historic Assessment 629 Palisades Avenue, Santa Monica, CA (APN ) As requested by City staff, ESA has conducted a site visit of 629 Palisades Avenue ( Residence ) and has reviewed archival data relevant to the subject property. In summary, our research did not establish any professional or personal connection between John B. Rapp, the owner of 629 Palisades Avenue and William Rapp, the builder and owner of the Rapp Saloon. ESA identified the Residence as a Spanish Ecletic Flat-roofed Residence which is a sub-type of the Spanish Colonial Revival style. Generally, this sub-type is common throughout Southern California and we generally know there are several examples in Santa Monica. However, it is one of only five Spanish Colonial/Mission Revival buildings listed in the City s Historic Resources Inventory and this lack of data indicates the property type may be rare in the City. Further research on this building type may be warranted to identify and document extant examples and determine if this sub-type is indeed rare and, if so, to assess whether it is a representative example of this sub-type worthy of preservation as an individual resource. Nevertheless, the Residence is part of the architectural history of Santa Monica and remains a strong contributor to the Palisades Tract District. The property is reflective of early settlement patterns in the Palisades Tract and preserves its integrity and historic setting. Environmental Setting The subject property is located at 629 Palisades Avenue and was constructed in 1922 in the Spanish Eclectic style (Figure 1). The single-family one-story residence ( Residence ) and detached garage ( Garage ) are situated on the northwest corner of Palisades Avenue and Seventh Street, between Seventh Street to the east, Fourth Street to the west, a mid-block alley and Alta Avenue to the north and Montana Avenue to the south. The subject property is located in the Palisades Tract, Block D, on a portion of Lot 27 (described on the Los Angeles County Office of the Assessor Property Assessment Information System as THE PALISADES NE 50 FT OF SE 120 FT EX OF ST OF LOT 27 BLK D ) (Figure 2). The parcel measures approximately 120 linear feet along Seventh Street, linear feet along Palisades Avenue, and approximately 50 linear feet at the rear. The Residence is situated close to the western boundary of the parcel and the Garage is situated at the northern end of the lot.

3 The Tract is bordered by Montana Avenue to the south, Alta Avenue to the north, 7 th Street to the east, and Ocean Avenue to the west. Currently, the neighborhood consists primarily of one- and two-story single-family residences except for apartments along Montana and Ocean Avenues (Figure 3). The houses located on the eastwest streets within the Tract occupy single deep lots that run from the street to the alley. The houses located on either side of north-south 7th Street occupy smaller lots and, on the west side of 7 th Street, the street-side parcels have been subdivided to hold two and three residences. SOURCE: Los Angeles County Office of the Assessor Figure Palisades Avenue in its current setting Regulatory Setting The subject property has been identified and assessed under the City of Santa Monica s ongoing survey process. The property was first recorded in 1951 as part of the Survey of the Palisades Tract commissioned by the Santa Monica City Planning Department, July 15, The purpose of the survey was to determine whether the single-family residential area should be rezoned to include multi-family residential properties. The subject property was recorded in 1982/83 for the City of Santa Monica, surveyed in 2007 as part of the Santa Monica Citywide Historic Resources Survey, and surveyed again in 2010 as part of Santa Monica Citywide Historic Resources Inventory Survey Update Final Report. The 1983 report noted that the subject property contributes to the integrity of the Palisades Tract, relating more in scale, type, and concept to the period revival bungalows that line 7 th Street than to the larger homes on the avenues. It also noted that the Review Committee of the Santa Monica Architectural and Historical Survey rated the significance level of the subject property as a 3 and the subject property was assigned a National Register code of 5D. The 2007 update to the 1983 report noted that the property had not experienced significant alterations and was a contributor to a National Register and locally eligible Palisades Tract District, assigning it status codes of 3D and 5D3. The evaluation notes stated that the survey evaluated the resource on the property as falling under criterion A.4 contributes to a district embodying distinguishing architectural characteristics valuable to a study of a period, style, method of construction, or the use of indigenous materials or craftsmanship, or is a unique or rare example on an architectural design, detail or 1 Palisades Tract Survey,

4 historical type valuable to such a study. The subject property is currently listed in the City s Historic Resources Inventory where it is classified as a Spanish Eclectic style single family residence with status codes of 3D, 5D3, and 5D1 based on the Santa Monica Citywide Historic Resources Inventory Update Final Report of Architectural Description Located on a corner lot, this one-story single-family residence is designed in the Spanish Eclectic style (Figure 4). Its primary façade is oriented south toward Palisades Avenue with a long secondary elevation oriented east toward Seventh Street. The Seventh Street elevation is largely hidden behind a tall mature hedge at the sidewalk and a lawn with low plantings and trees inside the hedge adjacent to the Residence. The rear elevation is oriented north and faces onto a small paved yard that is also contained within the perimeter hedge. A pathway leads from the yard to a driveway and the Garage at the rear. The Garage is oriented from west to east and entered from Seventh Street. The west elevation is located within a few feet of the property line and could not be viewed from the public right of way. SOURCE: ESA 2017 Figure 4 South and east elevations, view northwest The wood frame and stucco house has a flat roof, an irregular parapet capped by red terra cotta tile coping, and a chimney at its southeast corner. It has a rectangular plan and is a simple residence with few character defining features save its irregular roof profile with tile coping, and a symmetrically arranged front façade. The front façade has a center arched front porch featuring a decorative medallion centered above the entry arch. The porch is flanked by tri-partite windows (the center window is surmounted by a blank recessed arch); grouped attic vents (three rectangular louvered vents) are located above each tri-partite window assemblage. The blank recessed stucco arches are missing their stucco ornament which appear in the historic photograph (Figure 11 below). There are two bay windows along its east elevation. Its elementary simplicity, the fact that it was built by a contractor, and its common appearance suggest that it may have been designed from a pattern book or constructed from a kit-house. 4

5 The primary (south) elevation is symmetrically organized around a small front entry porch with arched openings on three sides (Figures 5 and 6). The porch is accessed with four brick steps that have decorative metal hand railings with a shaped concrete base. The space in the upper portion the south facing arch is infilled with a decorative open metalwork panel (alteration). A decorative plaster shield is located on the wall above this center arch. The rectangular single-door front entrance has a non-original (replaced) paneled wood door (six recessed panels). SOURCE: ESA 2017 Figure 5 Primary (south) elevation, view north 5

The focal points of the symmetrical three-bay front façade are the center front porch and the flanking grouped windows and vents organized in a tri-partite (Palladian) composition. The shape of the parapet above mirrors the triangular composition. The wood frame windows are deeply inset into the wall plane and consist of a large center rectangular single-lite fixed window unit surmounted by a blank recessed stucco arch, flanked by narrow rectangular windows with three vertical muntins (fixed or pivot windows). The composition of windows and vents on the east side of the porch is slightly off-center, presumably to accommodate the interior dimension of the chimney located at this side of the Residence. Landscape plantings line the base of the walls and low foliage frames a brick walkway from the Residence to the sidewalk. The west elevation (Figure 7) is not visible from the public way. A metal fence and gate runs from the Residence to the perimeter hedge at the west, separating the front and back yards on this side. 6

7 SOURCE: ESA 2017 Figure 7 Secondary (west) elevation, view north The east elevation (Figure 8) is partially visible behind a metal fence running from the Residence to the perimeter hedge at the east, separating the front and back yards on this side as well. From south to north, this elevation appears to have a single rectangular window and a short chimney encased in stucco that matches the rest of the envelope; beyond the chimney an arched plaster hood is visible, likely covering a side entry; beyond that the roof over a window bay and a shed roof over a smaller opening can be seen just above the height of the hedge, as well as several attic vents. The long wall of the east elevation pushes forward toward its northern end where it appears that an additional room is located. The entire elevation is shaded by a mature Jacaranda tree. 7

It appears to have wood-frame multi-light double hung windows that open onto a paved patio between the Residence and the garage. A back door sheltered with a wood canopy supported on shaped wood brackets gives access to the rear. 8

10 Alterations The exterior of the Residence has integrity and few alterations detract from its historic appearance. A comparison of the Sanborn Map from 1950 with a current aerial view shows the footprint remains unchanged (Figure 11). These include the addition of a screen room on the rear of what was probably the garage in 1923, the addition of a shower and toilet in 1924, the alteration and addition of a new bay window in the 1940s, a kitchen remodel in 1967, anchor bolting in 1992, the replacement of an earthquake damaged fireplace and water heater enclosure in 1994, and a re-roofing at the rear of the house in Changes that may have affected the historic appearance are the addition of the bay window at the center of the east elevation and replacement of the fireplace and water heater enclosure. Also, the chimney has been rebuilt and is shorter with a vented metal cap. A historic image from 1951 (Figure 12) shows that the two arches above the windows once held decorative plaster ornament; the arch in the center of the entry porch also held a decorative panel; the original front door was wood (single panel) with a four-part light unit; the tile coping at the parapet was either non-existent or was painted to match the house color; and the chimney on the east elevation was taller with a molded masonry cap. 10

11 SOURCE: Santa Monica Public Library, Imagine Santa Monica Image Archive Figure Palisades Avenue (Lot 27, Block D) Santa Monica, CA, owned by Madeleine Roberts (1951) Historical Background Santa Monica In 1875, the original town site of Santa Monica was surveyed, including all the land extending from Colorado Street on the south to Montana on the north, and from 26th Street on the east to the Pacific Ocean on the west. Between 1893 and the 1920s, the community operated as a tourist attraction that was visited primarily by wealthy patrons. Areas located just outside of the incorporated city limits were semi-rural in setting and populated with scattered residences. Following the widespread acceptance of the automobile in the 1920s, Santa Monica experienced a significant building boom, with numerous homes constructed in the tracts north of Montana and east of Seventh Street for year-round residents. Palisades Avenue Within the Palisades Tract The Palisades Tract neighborhood offers a remarkably intact ensemble of domestic architecture, primarily dating from 1906 to Opened as a tract in 1905, it was laid out with broad, tree-lined streets that accessed Ocean Avenue and the Santa Monica Palisades. 3 Shortly after the tract was opened, the area in which it was located stretching from Montana to Adelaide was annexed to the City of Santa Monica. Building permits show that the first application to build a residence at 401 Marguerita Avenue was issued to the Alta Santa Monica Company on March 28, When the subject property was erected in 1912, the Palisades Tract was still largely unimproved. Of the streets located within the tract, Palisades Avenue saw the greatest level of building activity between 1909 and 1917, with the construction of eight Craftsman style residences. 4 Several prominent members of the community, as well as residents of Los Angeles and Pasadena in search of a seaside summer home, commissioned residences in the Palisades Tract. 12 development, many homes were built in the Craftsman style. The more intensive period of construction in the twenties yielded numerous fine revival style homes, most of which were intended for year-round occupation. The work of several renowned architects is showcased throughout the neighborhood, as well as the efforts of several Santa Monica building contractors who had a profound impact on the growth of the City. Among the architects represented in the area are John Byers (240 and 624 Alta, 547 7th, 300 and 400 Georgina), Robert Farquhar (147 Georgina, 401 Ocean), Marsh and Russell (216 Georgina), Webber, Staunton and Spaulding (317 Georgina), Frederick Roehrig (325 Georgina), Hunt and Burns (525 Georgina), John and Donald Parkinson (701 Ocean), and Greene and Greene (226 Palisades). Several prolific builders, many of whom produced designs from their own offices and others who worked with architects, were involved in the development of the Palisades Tract. During the early years, H. Goetz, was responsible for the construction of numerous residences and institutions (Lincoln High School, North Beach Bath House, Santa Monica City Hall) and worked in the Palisades Tract. Other prolific builders associated with the Palisades Tract included George D. Snyder, W.S. Freeman, and C.B. Powell. In later years, several contractors who had a strong impact on the character of the neighborhood east of 7th Street included C.L. Freeman, Frank Roden, Rose and Rowell, H.E. Werner, and noted Los Angeles builder Frank Meline. Spanish Eclectic Style ( ) The Spanish Eclectic style is characterized by a low-pitch roof with little or no eave overhang, the use of red tile roof covering, and one or more prominent arches placed above doors or principal windows or beneath a porch roof. The wall surface is typically stucco with an asymmetrical façade and massing. The form is frequently highly decorated with lesser examples using decorative elements sparingly. Many examples have a least one large focal window, commonly arched or held within an arched reveal. The use of a flat roof with a parapeted wall is one variation in the type, usually used on one or two-story buildings. Narrow tile-covered roofs are typically added above entryways or projecting windows. 5 The application of costly elements and asymmetry was kept to a minimum on lesser houses in the style. This was also true on ready-made houses assembled from kits and on houses that could be adapted from pattern books or purchased plans available in any popular style. Mass produced homes found a ready market in Southern California where such houses were notable for lowering the cost of single-family homes and therefore making them more accessible Palisades Avenue Construction History Permits 8726, 8727, and 9412 from 1922 are the original building permits for the property, indicating the construction of a 30 x 42 x 1 story six-room dwelling and detached garage on a 50 x 120-foot lot. William. W. Clarke and Rudolph Durig are both listed as contractors for owner J. B. Rapp. Subsequent permitted alterations included the addition of a screen room on the rear of the one story building at the rear of the property in 1923; an interior shower and toilet addition in 1924; the addition of a new bay window to the main residence in the 1940s; a kitchen remodel in 1967; earthquake retrofits in 1992; replacement of damaged fireplace and water heater enclosure in the aftermath of the 1994 Northridge earthquake; and a partial reroof of the main residence in Virginia McAlester, A Field Guide to American Houses (New York: Alfred A.Knopf, 2004), pg Carolyn Patricia Flynn, Pacific Ready-Cut Homes: Mass-Produced Bungalows in Los Angeles, (Master s Thesis: University of California, Los Angeles), 8. 12

13 Occupancy History City of Santa Monica building permits, historical Santa Monica Telephone Directories, historical Santa Monica City Directories, and the Image Archives at the Santa Monica Public Library were used prepare an occupancy history for the subject property at 629 Palisades Avenue. The original building permits from 1922 list W.W. Clarke and W.G. Clark, who may be the same person, as the owner(s). Occupancy changes quickly after the date of construction. The year 1923 alone shows builder Rudolph H. and Carrie Durig as well as dyer Victor and Loretta Rockick associated with the property. Builder William W. (likely W.W. Clarke from 1922) and Ella S. Clarke occupy the residence in From 1925 to 1927, salesman John B. and Elizabeth Rapp occupied the subject property (no apparent relation to William Rapp of the Rapp Saloon). 7 The first sustained inhabitant was salesman Eugene J. Sweeney, who lived there from 1928 to 1936, after which came insurance agent Edmond L. and Glycerian Mitchell from 1938 to Optician Francis D. and Mary E. McDonell lived there from 1947 to 1948, and Madeleine Roberts was listed as the owner in From 1952 to 1959, retiree Charles C. and Celeste M. May lived at the subject property, followed by plumber Bernard and Lillian Wolff from 1960 to Successful architect Norman N. Rosen called the subject property his home from 1965 to Born in 1917, Rosen was Director of Operations at Maxwell Starkman & Associates. Before that he had been Vice President of Daniel L. Dworsky, FAIA, & Associates; and Vice President of Space Utilization Analysts. He was also a member of the American Institute of Architects. J. Ten-Broeck Baker lived there from 1968 to 1970, followed by Archie W, Hughs from 1971 to 1972, Donald Barry in 1973, T.C. Tupper, Jr., in 1974, W. Eginton in 1975, Marianne Maloney from 1981 to 1985, and finally Eugene Schroerluke and Carol Schwalberg from 1999 to Born in 1930, Carol was a writer, editor, and photographer who received several awards and fellowships. She married Eugene F. Schroerluke in Conclusion Research indicates no historically significant persons resided at the subject property. Our research did not establish any professional or personal connection between John B. Rapp, the owner of 629 Palisades Avenue and William Rapp, the builder and owner of the Rapp Saloon. In 1920 the couple was listed as living at 2212 Beachwood in Los Angeles. They moved from that address to Palisades Avenue where the couple was listed in directories from John died in 1927/28 at which point the Residence was sold. Throughout the census records the couple is listed has having immigrated in 1877 and as being naturalized in A search of United States Census records for William Rapp, the owner of the Rapp Saloon, shows him living in 1880 on Second Street in Santa Monica, age 46, listed as a saloon keeper married to an Elizabeth Rapp, age 27 with three children. Both were recorded as of German origin. By 1920, Elizabeth Rapp was listed as widowed and living at 1438 Second Street, which we know as the current address of the Rapp Saloon. In 1920, John B. and his wife Elizabeth, the future owners of 629 Palisades, were still married thereby eliminating the possibility that the two Elizabeths were the same person. The 1930 census lists Elizabeth E. Rapp, age 78, as the manager of a rooming house located at /2 Second Street still the address of the earlier saloon. The census notes that she married at age 22 and immigrated in Our research did not establish any professional or personal connection between John B. 14 Revival buildings listed in the City s Historic Resources Inventory and this lack of data indicates the property type may be rare in the City. It may not have been included or be well represented in the City s inventory because surveyors could have felt it is a modest and common building type of limited architectural interest or value and it may not have been picked up in City surveys. Therefore, further research on this building type may be warranted to identify and document extant examples and determine if this sub-type is indeed rare in the City, and to assess whether the subject property is the best, or one of the best representative examples of this sub-type. The Residence is part of the architectural history of Santa Monica and remains a strong contributor to the Palisades Tract District. The property is reflective of early settlement patterns in the Palisades Tract and preserves its integrity and historic setting.
