1 NASB Housing Overview Family Housing (Privatized: Northeast Housing LLC) The housing located at Naval Air Station Brunswick (NASB) can be categorized into two types of housing needs: family housing and single sailor or transient/permanent party housing. On November 1, 2004, pursuant to the Privatization Initiative, the Department of the Navy entered into an agreement with GMH Military Housing LLC to privatize the military housing on eight naval installations in five states along the East Coast. This was a creative way to raise the necessary capital needed to repair and construct housing for military personal. At the closing of this agreement, GMH formed a partnership (Northeast Housing L.L.C.) with the Department of Navy and this partnership currently owns the family housing assets and infrastructure located on and off the NASB. Concurrently the Navy executed a 50 year ground lease (46 years remaining) with GMH, which was immediately assigned to Northeast Housing LLC. As of February, 2008 there are approximately 702 family housing units located on and off the NASB. This number includes 129 family housing units located at the Topsham Annex (Patriot Commons), however, 56 have been taken off-line leaving 73 available for occupancy.. The remaining 573 family housing units are located in Brunswick. Most of the family housing located on NASB property is clustered on the easterly side near Route 24. This residential area is approximately 257 acres in size making up 8.21% of the 3132 total acreage. The breakdown of family units is as follows: Family Housing Units Off Base Yr Built 2BR 3BR 4BR 5BR off line TOTAL McKeen Street: On Base Mariner s Landing: Woodland Village: Midway Terrace: Brunswick Gardens: Station Quarters: Woodland Village II Topsham Annex Patriot Commons TOTAL UNITS 702 The construction of the 126 units at Mariner s Landing began in 2003 and was completed in 2004, while the 72- units of Woodland Village were constructed in Midway Terrace was built in Brunswick Gardens was constructed in 1960 and renovated in the late 1990 s. Station Quarters, located on Fitch Avenue and the oldest housing on base, was constructed between 1943 through 1960 and finally Woodland Village II, located on Lupine Circle was completed in the spring of Currently, the majority of the family housing units do not have individually metered utilities Since most of the family housing is focused in the northeastern quadrant of NASB, there is a concentration of necessary infrastructure i.e. public water/sewer and electric making this area very suitable for redevelopment
2 The McKeen Street housing community is situated approximately 3 miles from the base on the west side of central Brunswick. The housing occupies roughly 70 acres southwest of the intersection of McKeen Street and Baribeau Drive. The 231 housing units were originally constructed in the late 1950 s and early 1960 s and underwent major renovations in the early to mid 1990 s. These family units are serviced by public water and sewer as well as natural gas but as mentioned above, are not individually metered. Single/Transient Housing Units As of April, 2008 there are currently 542 single/transient housing units or single-sailor rooms located on NASB and are broken down as follows: The Transient Visitor Quarters (building 750) was constructed in 2004 with every room having an efficiency kitchen and access to laundry facilities while buildings known as the Permanent Party Housing or the Bachelor Enlisted Quarters (BEQ), were constructed Building 512, the Bachelor Officers Quarters (BOQ) was built in 1958 and underwent a major renovation in and finally the Navy Lodge which was constructed in Building(s) Number Yr Built Facility Number of Rooms Transient Visitor Quarters Permanent Party Housing/ 190 Bachelor Enlisted Quarters (BEQ) (20 buildings) Bachelor Officers Quarters (BOQ) Navy Lodge 26 TOTAL UNITS/ROOMS 542 Off-Base Housing Based upon research conducted by Planning Decisions, it is estimated that Navy personal occupy roughly 1,600 housing units in and outside the secure fence of NASB. Beginning in 2008, the intent of the Navy is to mobilize personal, lessening the need for off base housing. This mobilization will continue until completion in 2011 when the final relocations will take place
