Public Comment Anyone wishing to speak on non-agenda items will be recognized at this time. These items can legally have no action as they are not on the agenda. There is a three minute time limit. E. General Business Anyone wishing to speak on agenda items will be recognized after the Committee has concluded their initial discussions. 2 MINUTES ECONOMIC DEVELOPMENT COMMISSION MEETING Thursday, October 20, 206 3:00PM to 5:00PM Baget Conference Rooms, 2 nd Fl. 922 Machin Avenue, Novato, CA A. CALL TO ORDER Chairman Thomas called the Economic Development Commission meeting to order at 3:00 PM. In attendance were: Commissioners Present Present: Harry Thomas (Chair), Coy Smith, David Winton, John Williams, Sylvia Barry Commissioners Absent Tim Howard & Peter Pelham Staff Present Chris Stewart Public Councilwoman Pam Drew B. APPROVAL OF FINAL AGENDA Motion by Commissioner Smith, seconded by Commissioner Winton to approve the Final Agenda. Approved 4-0 C. APPROVAL OF MINUTES FOR June 30, 206 Meeting Minutes Chairman Thomas noted that Commissioner Pelham was not in attendance and so therefore they did not have a quorum from the June 30 th meeting present to vote on the minutes. The minutes would be carried forward to a future meeting where the three members at the June 30 th meeting are present. D. PUBLIC COMMENT No public comment. E. GENERAL BUSINESS E - REPORT: Mr. Brown was not in attendance so Mr. Stewart handed out a pamphlet that Mr. Brown had prepared and a memory disk and Mr. Stewart indicated that Mr. Brown would like the Commissioners to Bob with any questions before the next EDC meeting on October 27 th. The Commission will be asked to vote on the proposed changes and updates to the General Plan on October 27 th. E -- 2 REPORT: Mr. Stewart handed out copies of the recently published 206 Annual Economic Development Report and noted that over the last two years the City had helped the life science Page of 2
3 industry companies grow their employment in Novato by 598 positions with an economic impact and increase in local spending of $299 million annually. Job increases for all industries for the two year period in Novato was 2,600 position. E -- 3 REPORT: Mr. Stewart introduced Mr. Gary Tobin who handed out examples of the press coverage that the City s economic development programs had received in 206. E -- 4 INTRO. & REPORT: Mr. Stewart introduced Carolyn Goodman with Goodman Marketing and she gave an update on her activities since joining the EDC and NBLSA consultant team to help implement both work plans. E -- 5 MGR S Report: Mr. Stewart reported that he was working with a ground transportation company to locate 22 acres. He also gave an update on Vintage Oaks and noted that they would be completely leased up by September of 207 F. COMMISSION / STAFF COMMENTS No Comments G. PUBLIC COMMENT No Comments H. APPROVAL OF MINUTES FOR October 20, 206 Motion by Commissioner Williams, Seconded by Commissioner Smith to approve the minutes as submitted. Approved 3-0 D. PUBLIC COMMENT No public comment. E. GENERAL BUSINESS E - REPORT: Mr. Brown gave an overview of the economic development section of the general plan update and solicited other comments or suggestions from the EDA Commissioners. All three Commissioners in attendance had several questions and suggestions which Mr. Brown took copious notes on and responded too verbally. E -- 2 INTRODUCTION: Mr. Stewart introduced Mr. Candelario as the City s new Manager, who started on October 24, 206 F. COMMISSION / STAFF COMMENTS No Comments Page of 2

APPROVAL OF MINUTES FOR October 27, 206 Chairman Thomas noted that the October 27 th meeting minutes were not sent out in advance of the meeting today so no vote was taken. Approved 4-0 D. PUBLIC COMMENT No public comment. E. GENERAL BUSINESS E - PRESENTATION AND APPROVAL OF GENERAL PLAN UPDATE: Mr. Brown gave an overview of the economic development section of the general plan update and solicited other comments or suggestions from the EDA Commissioners. No vote was taken on this matter because it will come back to the Commission in late summer with the EIR and at that time the Commission will be officially asked to make a recommendation to City Council. Mr. Brown took notes as follows: Commissioners provided the following feedback on the Draft 2035 General Plan: Page of 2
7 The Draft Plan is well-written and comprehensive. The Commissioners expressed concern that the lowered projections for jobs and housing in the new General Plan will not provide sufficient opportunities for economic development in Novato. They suggested that the text make clear that the projections are simply that, and not an assumed cap on development. Section 5.3 Office and Industrial Market (page 5-5): Text should be revised. The statement that the office market is beginning to recover is incorrect. The office vacancy rate is now up to 30%. There is an obvious disconnect between a much slower growth rate, which will depress future municipal revenues, and the costs of maintaining aging infrastructure. There should be a policy or program added calling for consideration of an infrastructure bond or similar revenue measure to balance future budgets. Add a policy and program calling for the study and eventual disposition of the City s land holdings at Hamilton since Hamilton was not considered as a Focus Area in the new General Plan. EV Economic Vitality (page 5-7): Add a program calling for a strategy to address the leakage of retail sales to other communities in identified retail sectors. A policy should be added to the Mobility section of A City that Works calling for long-term improvement of Highway 37 to withstand the impacts of sea level rise due to the importance of this corridor on the movement of goods and personnel to and from Novato. Tables GP- Population and Job Growth Forecasts and GP-4 Development Projections (pages 2-4 and 2-2): Request to verify that the 2035 population growth figure is consistent with the number of anticipated dwelling units. E -- 2 ELECTION OF VICE CHARIMAN: Commissioner Williams moved the election of Commissioner Pelham as Vice Chairman of the Econ. Dev. Advisory Commission and the motion was seconded by Commissioner Smith. Approved 4-0 F. COMMISSION / STAFF COMMENTS No Comments G. PUBLIC COMMENT No Comments H. GENERAL BUSINESS E - UPDATES: Mr. Stewart gave an update on the CEO resigning from the Marin Economic Forum; NBLSA efforts to help study increasing the height and density of development in Bel Marin Keys to accommodate growth requirements for BioMarin and Ultragenyx; the dates for educational seminars for Novato businesses with the Marin Small Business Development Center; GOBUZ and the BIO 207 convention in San Diego. E -- 2 DISCUSSION: Mr. Stewart discussed the up-coming meeting with Eric Verdin, new CEO of the Buck and they need to help them secure some state funding for research as other states are doing for similar organizations like the Buck Institute on Aging. Mr. Stewart noted that he had conversation with Jim Cordeiro about contracting with him to do a study on what other states Page of 2
9 were spending to grow life science in their states and then have NBLSA propose three to five new programs and funding strategies for the state of California to fund and grow the life science industry throughout the state including the North Bay and Novato.
