19 A R C H I T E C T U R E / P L A N N I N G / I N T E R I O R D E S I G N June 26 th, 2018 Union & Ash PROJECT DESCRIPTION The proposed project is sited on the northern block of ash street between union and front street in the little Italy neighborhood of downtown San Diego. The site is approximately 27,610 GSF. The proposed 36 story residential high rise sits atop a six story podium and three levels of below grade parking. The tower is to include 389 unit residential units, includes a 60% affordable housing FAR bonus that includes 32 units of affordable housing. The 407,866 sf building includes three levels of underground parking and four and half levels of parking above grade. An internal ramp allows access from the lowest level of parking to the highest level of parking through the podium levels. The ground level is split between guest parking and the main entrance/ lobby amenity space for the residential tower. Residential units begin on the sixth floor and continue up to the thirty-sixth floor. Amenity space and common outdoor space can be found on the sixth, thirty-fifth and the thirty-sixth floor. the sixth floor includes a 10,000 sf terrace and 2,000 sf fitness area; thirty-fifth floor includes a 1,400 sf terrace and a 2,200 sf sky club/ lounge area; the thirty-sixth floor includes a 5,000 sf pool deck and spa area that faces to the west. ARCHITECTURAL NARRATIVE The 27,610 SF site is located in the Little Italy neighborhood of Downtown San Diego. The site is bound by Union, Front, and Ash street; being placed on the north side of Ash. The neighborhood consists of various scaled buildings with the majority being midrise and highrise structures. As the area continues to be developed, more high rises are being planned and constructed. The thirty-six story residential tower will be one amongst those projects that will be adding to the developing neighborhood and the greater San Diego skyline. This project strives for sustainability across all spectrums including economic vitality, environment, and social and cultural vibrancy. The site is narrower than the typical block and so careful consideration of massing was taken into account. The placement, shape and height of the tower were developed to maximize the allowable density of the site while respecting required setbacks. From the ground level, the tower extends its elegant structure to the thirty-sixth floor, offsetting massing to give an articulation and rhythm to the exterior facades of the tower. Deep private patios are integrated into the plane offsets and provide panoramic views offered by the location of the site. Glass guardrails give another layer of transparency to add to the depth of the overall structure. The podium parking levels play a counterpart to the transparency, where a more solid material is introduced to give relief from the glass. The use of various materials and their placement creates a dynamic sophisticated structure that adds to the urban community. The ground level uses high, floor to ceiling glazing to enhance the pedestrian experience. The lobby and amenity space activate the ground floor, adding to the urban feel of Little Italy. The above grade parking levels are wrapped in gray panels, generating a playful pattern that breaks up to the mid portion of the structure. The lightness that is produced by the glazing and the solid material being used for the podium creates a dramatic composition. The top level of the podium, level 6, includes indoor and outdoor amenity space for residents. The large terraced area faces north and east, wrapping the tower that has been scaled down from the podium levels. Level 35 also includes a terraced area that has views to the north and the west, capturing views to the Bay. The roof top deck on level 36 includes a pool and spa with panoramic views to the north, south, east and west. The programing of these spaces is geared towards proving the residents with a resort type of amenity package. The common outdoor spaces are enhanced with a modern landscape design. The podium deck has a large terrace area where various types of social spaces have been created, some more private, some for more of a group setting. A connection between indoor and outdoor amenity spaces will be created, to give a feel of pulling the outdoors into the indoor amenity spaces. Level 36 has the largest deck area that will include a pool and a spa. The landscape plays a large role in enriching the experience for residents, while at the same time protecting them from elements such as the wind and sun. The design features of the project are part of a universal design strategy, the result being a timeless yet vibrant design statement. The materials and palettes chosen help highlight the unique form of the structure while still connecting with the adjacent buildings. The signature development will add to the pedestrian experience and ultimately to the urban fabric of the neighborhood and San Diego. I have long been a proponent for the establishment of middle income housing, specially aimed towards the fine, hard-working class of secretaries, teachers and administrators, to name a few. Thus far, the city has catered to the highest income bracket in the nation, attracting not our own citizens, but those from outside our state as well as outside our country. San Diegioans are feeling pushed out in favour of corporate greed. Notwithstanding, I do have reservations regarding the addressed residential tower, as well as, the one of similar intended use at Cedar and Union streets. I wish to know what is meant by very low income, as mentioned in the August 24 Notice of Application and for which a section of said developments are to be reserved.
