1 MEMORANDUM AGENDA ITEM NO. 11.B.1 September 20, 2017 TO: FROM: Planning Commission Department of Environmental Services SUBJECT: DISCUSSION OF HOUSING DEVELOPMENTS AND RESIDENTIAL CARE FACILITIES RECENTLY APPROVED BY THE PLANNING COMMISSION On July 26, 2017, the Planning Commission requested staff to provide a summary of how many housing units, including those located within Residential Care Facilities, have received their approval over the past year. From July 2016 to July 2017, there have been seven housing development proposals that were either approved by the Planning Commission or recommended for approval to the City Council. The total for all of these development proposals could result in the construction of 90 new single-family homes, 211 townhomes, and 267 apartments. These proposals were the following: 24 single-family residences by Pinehurst, LLC located at the northeast corner of Kuehner Drive and 118 Freeway (elevation redesign approved January 4, 2017) 18 single-family residences by D. R. Horton located along Walnut Street (elevation redesign approved March 22, 2017) 48 single-family residences by Darling Development Group located at the former Belwood Elementary School (approved May 3, 2017) 211 townhomes by LS-LA Simi, LLC located at Los Angeles Avenue and Madera Road (approved April 19, 2017) 65 apartments by Patricia Avenue Associates, LLC located at Patricia Avenue (recommended for approval to the City Council May 17, 2017; City Council approved June 5, 2017) Up to 190 apartments by MK RRP 400 National Way, LLC located at the northeast corner of Madera Avenue and 118 Freeway (recommended for approval to the City Council July 26, 2017; City Council approved August 21, 2017) 12 apartments by Jordan Jacob located at the southwest corner of Patricia Avenue and Duncan Street (approved August 23, 2017) Also during this same time period, the Planning Commission approved, or recommended for approval to the City Council, four new Residential Care Facilities that could result in the construction of 395 beds. These proposals were the following: PC Housing Unit Approval Summary (ks)

2 96 beds by First Baptist Church of Simi Valley located at Erringer and Royal Avenues (approved January 18, 2017) 101 beds at Griffin Plaza located at the northwest corner of Cochran Avenue and Tapo Canyon Road (recommended for approval to the City Council February 22, 2017; City Council approved April 3, 2017) 106 beds by Meridian Realty Advisors, L.P. located along Los Angeles Avenue (approved June 7, 2017) 92 beds by OSL Properties, LLC located near Royal Avenue and Corto Street (recommended for approval to the City Council July 26, 2017; City Council approved August 21, 2017) The Planning Division provides a quarterly report summarizing completed building permits for new residential units. The three most recent reports are attached. These reports indicate the following: A total of 115 net dwelling units were completed in calendar year 2016, which include 53 single-family detached units, 56 single-family attached units, and six apartment units. A total of 56 net dwelling units have been completed thus far in calendar year 2017, which include 24 single-family detached units, 12 single-family attached units, and 20 senior apartment units. Staff will be providing a brief presentation at the September 20, 2017 Planning Commission meeting to further discuss this topic and will be available to respond to any other questions.
