He has over 24 years experience involving appraisal of numerous right-of-way acquisition projects. Johns experience includes easements, fee takings, partial acquisitions and right-of-way corridors in both Oregon and Washington. 2 pg 2 Prez Sez So this is the Prez Sez where we typically look back at the past fiscal year and its successes. And it has been a successful year! By far, our biggest accomplishment was holding another outstanding symposium. Events like that require a huge team commitment and I m so proud of Chapter 3 for accepting the challenge and seeing it through to a fruitful end. These symposiums are critical to Chapter 3 as they help us offset any losses we experience in providing our education program. Additionally, our Board experienced several shifts as folks had to leave due to new job commitments, etc., Lori Hathaway, RWA, R/W-RAC but others stood up and filled the critical spots, often with little training. These people just rolled up their sleeves and got after it. This ethic is a blessing in any organization, but especially in one that is run by volunteers. Our motivation is to advance the success of something we believe is important. Ongoing education in our field is vital, and that s why we re here. Our Education team stepped up to the challenge of putting together a program while navigating changing credentialing and instructor criteria. This was not easy, but Janine Kidd and the great team she put together got the job done. It is no wonder that Janine won Professional of the Year! Looking forward, putting on the 2019 Education Conference will require much of us. You are going to hear a lot about volunteerism, team commitment and focus as we move closer to the event. Hosting an Education Conference is a great honor and I look forward to working with all of you. It s been an honor serving as your chapter president. Thank you for the opportunity. It has let me learn a lot about myself: my strengths, and also areas I need to work on. I appreciate the hardworking group of professionals that make up our Board and especially want to thank them for supporting me this past year. Onward! 6 pg 86 IRWA Education $1.8 Million Endowed FUNDING YOUR FUTURE 40 Years of Giving Back Since RWIEF s inception in 1976 as a non-profit funding mechanism for right of way education, the Foundation has supported IRWA in building and improving its education program. Coming to the end of our 40 th anniversary year, it is amazing to recognize that approximately $1.8 M has been endowed to the program. Most members know that Foundation funding has produced new courses, updated existing courses, converted classroom courses to online formats, and made possible the 2004 revision of the PRINCIPLES OF RIGHT OF WAY text book. But that s not all. Funding for the Leadership Institute produced eleven online modules of leadership training that is free yes, FREE to IRWA members. All these courses and leadership modules provide continuing education credits for IRWA recertification. And there s more. RWIEF manages and/or appropriates funding for three scholarship programs. We take this supporting role to heart and are excited to announce our partnering with IRWA in a three-year program to sponsor 40 new scholarships for members seeking their RWA or RWP designation. RWIEF will fund and IRWA will administer the program, set to roll out this June. These scholarships will make a huge impact on these individuals and their employers. So where do RWIEF funds come from? YOU! IRWA Chapter and Region members, along with leading industry corporations, generously donate money along with their time, energy and passion to raise funds. 8 pg 8 Job ESSENTIAL JOB DUTIES: Duties may include: Postings Reviews development plans to determine property rights required to construct roadway projects as designed. Reviews legal descriptions, deeds, and documents utilized in right-of-way acquisition and recommends alternative plans for right-of-way acquisitions. Determines right-of-way compensation based on appraised values, negotiates for property rights, and obtains title chains, deeds, and tax information needed for property acquisitions; calculates and orders payments to property owners, appraisers, attorneys, and others involved in the acquisition process. Trains and advises other divisions about property acquisitions and compliance with rules and regulations. Engages in project planning tasks to include survey, studying maps, legal descriptions, and construction plans to become familiar with properties to be acquired for roadway and other capital project management projects. Provides input to project managers, engineers, and designers on project design through discussion and written correspondence regarding the impacts of the design and location alternatives. Uses construction plans to determine potential impacts to project property along with remaining and adjoining properties; establishes project budget and timelines for rightof-way activities and conducts field inspections of project property to determine the appraisal approach or approaches to take (i.e., market, cost, and/or income approach). Assists legal counsel for eminent domain proceedings and/or property condemnations. Enters into professional services contracts with fee appraisers and other professional service providers in accordance with state and federal laws and regulations. KNOWLEDGE, SKILLS AND ABILITIES: Education and Experience: A typical way to obtain the required knowledge and abilities would be: A combination of a minimum of three (3) years of experience and education in the following: Progressively increasing experience and training utilizing the principles and practices of right-of-way, including knowledge of information required to obtain property rights, property law and practices, and financial principles and methods in appraising land based on zoning; AND/OR Experience and training in the managing of complex real property transactions in acquisition, negotiation and/or the relocation of displaced individuals and businesses. Board Briefs Treasurer Report: Anna Michalski Teague Pasco moved to accept the Treasurer s Report as written for April, 2017; Leslie Finnigan seconded; motion carried unanimously. Anna also said the Chapter needs a procedure for gathering the luncheon receipts and getting those funds to the treasurer for deposit. She also asked if there is any other information she, as treasurer, could be providing to the board. She agreed in the future to provide course income and expense data on the monthly reports. Secretary Report: Jean Celia Seth Hemelstrand moved to accept the meeting minutes as written, for April 24, 2017; Anna Michalski seconded; motion carried unanimously. Old Business: Summer Meetings Jean Celia Jean mentioned that the topic of poor attendance at summer luncheons was discussed in the past. Anna confirmed that last year the Chapter lost money for the summer luncheons. Leslie shared that in the past, there was a summer event in July, rather than a formal luncheon meeting. Kari Lowe moved that Chapter 3 not have a luncheon meeting in July or August, but have board meetings in July and August. Randy Brusven seconded the motion. The motion carried unanimously. New Business: WO R/W Education Foundation Notice to Membership Lori Hathaway, R/W-RAC, RWA Leslie reported that, unfortunately, after much research and several meetings, it has been determined that the WO R/W Education Foundation funds have been depleted. Seth agreed to send an to Chapter 3 members to advise that the program has been terminated. This information will also be shared in the next newsletter. Survey & Engineering Report: Patrick Hinds, SR/WA Patrick said the OACES (Oregon Association of County Engineers and Surveyors) conference is being held during the week of May 22. Transportation Report: Mike Palazzo None Utilities Report: Vacant Web Manager Report: Jim Lingeman None Additional Information Brad Thomas reported that about 316 people are now CLIMB certified. Also, at the up-coming conference IRWA International will be installing new officers, and there will be a vote on the location of a future conference. Lori noted that the next Chapter meeting is June 9. A motion to adjourn was made by Seth Hemelstrand and seconded by Jeff Montgomery. The motion carried unanimously. The meeting was adjourned at 11:40 am. Luncheon Speaker: Brad Thomas Award Presentation Jeff Montgomery announced the Employer of the Year: Clark County Public Works. Teague Pasco accepted the award. Jeff then announced the Professional of the Year: Janine Kidd. Jeff thanked Janine for all of her service to the Chapter, including three years of chairing the Education Committee. Janine accepted her award.
