1 San Mateo County invites applications for the position of Real Estate Assets Division Manager The Real Property Division of the County Manager's Office is seeking well-qualified candidates for the position of Real Estate Assets Division Manager. The Real Property Division serves County departments and other agencies by acquiring real property and managing the County's leased space needs. The Division defines facility needs, identifies appropriate alternatives, negotiates acquisition agreements and leases on competitive terms, and administers agreements through the terms of the lease. Additionally, the Division provides right-of-way acquisition services and real property expertise. 2 The Position The Real Estate Assets Division Manager (Manager) will be a true leader with the vision of a strategic thinker and the expertise and enthusiasm to be involved in the day-to-day workings of the office. Extensive real estate and property appraisal experience, technical expertise involving, e.g., easements, drainage, rights-of-way, and the ability to manage multiple leases and multiple projects are critical for success. The Manager should have experience negotiating leases with large commercial property management companies and small property owners. The Manager will direct a small, yet highly-effective team of Real Property Agents and will work with County departments to help them assess and accurately determine their space needs. The Manager will be involved in searching for properties for purchase or lease, and determining creative and cost-effective ways to use and rehabilitate property. The manager will need to understanding what projects and challenges should be handled in-house, and when external subject matter experts should be brought in for consultation. The Ideal Candidate: Has managed a diverse portfolio of leased/owned office space, preferably in the public sector. Can make well-reasoned recommendations on real estate matters to the County leadership and the Board of Supervisors. Has experience with the unique requirements of public sector real estate transactions. Is honest and ethical. Photo: Crime Lab Can lead a productive team. Has managed multiple projects simultaneously. Communicates clearly and succinctly both verbally and in writing. Examples of Duties: Plan, coordinate, supervise and direct staff involved in: appraisals of real property; and negotiations for lease, purchase, management, rental and/or disposal of property. Develop and implement policies and procedures for property acquisition, management and relocation activities to more effectively carry out County programs. Negotiate agreements with landlords and property owners for the lease or acquisition of property for County use. Act as real estate consultant to the County Manager, Board of Supervisors and other County departments; prepare and present technical, fiscal and administrative reports and data; and provide technical assistance to client departments regarding real property acquisitions. Select, supervise, and evaluate professional, technical and clerical subordinates; direct personnel actions, such as promotions, transfers, discharges and disciplinary measures; and select and supervise consultants. Participate in the development and administration of the Divisions' budget and ensure proper preparation and completion of documents and agreements and maintenance of records. Be part of a collaborative team that engages the community through outreach on projects/acquisitions that impact their neighborhood/community Perform related duties as assigned.

3 Qualifications Knowledge of: Principles and practices of real property acquisitions and management including property appraisal, commonly used methods of describing property, the real estate market and property values, and costs of construction and improvements. Local, state and federal laws, rules, regulations and ordinances pertaining to acquisition of real property for detention facilities, administrative offices, hospitals, highways, parks, libraries, airports, flood control projects, building sites and other public purposes. Acquisition and/or relinquishment of permanent and temporary easements. Laws and procedures pertaining to leasing and sale of public property, relocation assistance and property condemnation. Principles and practices of budget preparation, administration and control. Principles and procedures of personnel management such as supervision, training and performance evaluation. Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: Education: Equivalent to a bachelor's degree from an accredited college or university in business administration, public administration, accounting, real estate law or a related field. Experience: Five years of increasingly responsible work experience in a public sector or closely-related venue, which includes one or more years of supervisory or management experience in the appraisal, purchase, sale, and/or management of real property. Skill/Ability to: Read and interpret contract plans, specifications, related technical documents, highway construction maps and plans, legal documents and property descriptions. Review and understand appraisals of a wide variety of real property interests. Organize, direct and coordinate the activities of professional, technical and clerical staff involved in governmental real estate activities. Develop and implement operational standards, policies and procedures. Analyze situations and problems accurately, identify alternative solutions, assess consequences of proposed actions, and make decisions in accordance with appropriate laws, regulations and policies. Develop, control and administer the Division's budget and expenditures. Work cooperatively and effectively with the Board of Supervisors, the County Manager, County department representatives and others contacted in the course of performing assigned duties.
