Leahy, City Manager W By: Hal Hart, Director of Development Services Subject: Approval of Potential Annexation Areas - Resolution No. 399 SSUE: Shall the City Council adopt Resolution No. 399 designating Potential Annexation Areas (PAAs) for future community growth? RECOMMENDATON: presented or amended. To review and discuss the matter; and adopt Resolution No. 399 as POLCY SSUE/BACKGROUND: The City's future growth areas, also known as Potential Annexation Areas (PAAs) are identified and defined in the Comprehensive Plan. Recently, property owners outside existing city boundaries and currently adopted PAAs, have contacted the City and requested! that their properties be annexed into Woodinville. These property owners are in portions of unincorporated King County and unincorporated Snohomish County. DSCUSSON: The City Council approved Annexation as a Work Plan Priority. Before we expend additional resources on this matter, we request that the City Council formally identify the specific parcels/areas which you intend we pursue as PAAs. Resolution No. 399 specifically identifies the Potential Annexation Areas for additional consideration and effort. Once the City Council has approved the specific boundaries of PAAs, staff will prepare additional information so the Council may more fully evaluate whether to pursue these potential annexation areas; and will inform King County and Snohomish County that the City has preliminary interest in expanding our PAAs. ALTERNATVES: The City Council has at least three options, including: 1. To approve Resolution No. 399 as presented 2. To amend and approve Resolution No To schedule this matter for additional discussion at a future meeting. RECOMMENDED ACTON: [MOVE THATTHE CTY COUNCL APPROVE RESOLUTON NO. 399 DES.GNATNG THE CTY'S POTENTAL ANNEXATON: AREAS FOR ADDTONAL STUDY, CONSDERATON, AND DSCUSSON. APPROV.NG SNOHOMJSH WHEREAS, the Growth Management Act (GMA) requires local agencies to plan for and identify areas for future growth, including designating Potential Annexation Areas (PAAs); and WHEREAS, the City of Woodinville believes that its Potential Annexation Areas need to be expanded for additional study to ensure the livability of the community and to achieve its Comprehensive Plan Goals and Policies; and WHEREAS, the City of Woodinville has determined that it should expand, study and consider PAAs on its northern border in Snohomish County; and on its southern and eastern borders in King County; and WHEREAS, the City of Woodinville desires to formally designate these areas for additional consideration. NOW, THEREFORE THE CTY COUNCL OF THE CTY OF WOODNVLLE, WASHNGTON" HE,REBY R,ESOLVES AS FOLLOWS: Section 1. The Potential Annexation Areas within King County are hereby adopted as shown in Exhibit 1, attached to this Resollution. Sedon 2. The Potential Annexation Areas within Snohomish County are hereby adopted as shown in Exhibit 2, attached to this Resolution. Section 3. lhe City Manager is hereby authorized to investigate and contact affected property owners within these Potential Annexat;ion Areas to prepare information about the likely impacts of adding these areas to the City of Woodinville.
