As of 2011/12/21, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2011/12/21, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. Due to the distance of the seed coating operation from the site, inferred ground water flow direction, and Darcy s law calculations, this land use is not considered to represent an APEC. September 2000 to Present Wanless Lands Inc. Undeveloped. Temporary home sales pavilions for the adjacent residential development were present during the 2000s. 28 PHASE I CONCEPTUAL SITE MODEL Block 339, Plan 43M1588, Brampton, Ontario Project# GOR( (AO Record of Site Condition Filing # Phase I Conceptual Site Model The objective of the Phase I Environmental Assessment, dated December 21, 2011, was to determine if there were any indications of environmental impairment to the subject property related to activities that have occurred at the site or at neighbouring properties or adjoining land parcels to support the filing of an intended Record of Site Condition (RSC) under Ontario Regulation (O.Reg.) 153/04. The Phase I Environmental Assessment involved a review of records pertaining to the site, an inspection of the property, interviews with personnel familiar with the site, and a walk(by inspection of the surrounding properties. Following a review of the historical documentation and site reconnaissance, it is possible to formulate an initial Phase I conceptual site model (CSM). The CSM is a simplification of reality, which aims to provide a description and assessment of any areas where a PCA on or potentially affecting the Phase I property has occurred, and any potential contaminants of concern (COCs). A CSM was developed based on the findings of the Phase I investigation, completed in accordance with O.Reg. 153/04. Based on the findings of the Phase I investigation, no Areas of Potential Environmental Concern (APECs) were identified on the site. 1. Site Setting The site, legally described as Block 339, Plan 43M1588, Brampton is located on the northwest corner of the Hurontario Street and Wanless Drive as shown on Figure 1. The site is approximately 0.38 hectares in area and was used for agricultural purposes from prior to 1875 to the 1990s. Temporary home sales pavilions and construction trailers were present on(site from the early 2000s to At the time of the Phase I investigation, the site was vacant; no permanent structures were present. A paved drive aisle, providing access to the site off Wanless Drive, and an asphalt parking lot were present on(site as illustrated on Figure 2: Phase I Conceptual Site Model. With the exception of the asphalt drive aisle and parking lot on the northwest and southwest portion of the property, the site was covered in gravel and scrub vegetation. A masonry wall divider bordered the north, west, and southwest property boundary while a chain link fence was observed along the southern property boundary. 2. Potentially Contaminating Activities and/or Areas of Potential Environmental Concern Following a review of the historical documentation, previous environmental investigation reports, site reconnaissance, and interviews performed as a part of the Phase I, no APECs were identified on the site. Five PCAs were identified within the Phase I Study Area, as illustrated on Figure 2. All potential soil and/or ground water COCs associated with the PCAs were identified to be greater than 300 metres from the subject property (outside the Phase I Study Area) and located down(gradient or cross(gradient the inferred southerly ground water flow direction. Based on the down(gradient and cross(gradient location of the PCAs in regards to the subject property, the associated risks are not anticipated to be of environment concern to the site. There was no sediment present at the site.

Additionally, given the inferred southerly ground water flow direction, this brick manufacturer and waste generator is located downgradient from the subject property; the risks associated with this source are considered to be de minimis. Based on the location of the historic construction company operation, the physical site of all activities is determined to be greater than 340 metres southwest of the site and outside the Phase I Study Area. Additionally, given the inferred southerly ground water flow direction, this waste generator is located downgradient from the subject property; the risks associated with this source are considered to be de minimis. Based on the location of the seed coating facility, confirmed by aerial photographs and interviews, the physical site of the historical plant is determined to be greater than 300 metres west of the site and outside of the Phase I Study Area. Given that the site has been redeveloped for residential purposes, the distance from the site is beyond the 250 metres study area boundary, and the downgradient location with respect to the inferred southerly ground water flow direction, the risks associated with this source are considered to be de minimis. Based on the inferred southerly ground water flow direction, the historic Esso Gas Station is located cross(gradient from the subject property. Additionally, the historic Esso s USTs were decommissioned in Based on the cross(gradient location with respect to the subject property, the risks associated with this source are considered to be de minimis. Based on the inferred southerly ground water flow direction, the historic dry cleaning business is located downgradient from the subject property; the risks associated with this source are considered to be de minimis.

Subsurface Utilities Storm and sanitary sewers run southwest to northeast along Wanless Drive, south of the subject property and have never been connected to any portion of the site. The presence of underground utilities, including storm and sanitary sewers, adjacent the south property boundary, may have the potential to influence localized ground water flow near the southern site boundary. All on(site utilities were disconnected upon completion of the adjacent residential development in 2008; no on(site subsurface utilities were present at the time of the investigation. 4. Geology, Hydrology, and Topography The site is located in the physiographic region known as the Peel Plain. The native soils are predominantly silty sand to clayey silt till (Physiography of Southern Ontario, Chapman and Putnam, 1984). According to the Geological Survey of Canada map of the area (Southern Ontario, 1:1,000,000 Scale, Sheet SSS, Map 2544), the underlying geology comprises the Georgian Bay Formation, Queenstone Formation, Blue Mountain Formation, Billings Formation, Collingwood Member, and Eastview Member. Bedrock at the site consists of Upper Ordovician shale, limestone, siltstone, and dolostone (Bedrock Geology of Ontario Southern Sheet, Map 2544, Ministry of Northern Development and Mines). According to the Ontario Geological Survey map of Toronto and the Surrounding Area (Quaternary Geology of Toronto and Surrounding Area, 1:100,000 Scale, Map P. 2204), the bedrock elevation of the subject property is approximately 160 metres above sea level (masl). A map of the subject property from the Natural Resources Atlas of Canada was reviewed. Based on the map, the topography in the vicinity of the site appeared to slope moderately to the south. The topographic contour lines confirmed that local ground water is expected to flow south towards Lake Ontario. The topography was confirmed during the site reconnaissance.

32 PHASE I CONCEPTUAL SITE MODEL Block 339, Plan 43M1588, Brampton, Ontario Project# GOR( (AO Record of Site Condition Filing # The hydraulic conductivity of the native silty sand, as confirmed by borehole logs obtained in the EcoLog ERIS report, is estimated to be about 10 (5 cm/s. This value is based on the typical hydraulic conductivity for this soil type (Groundwater, Freeze and Cherry, 1979). Using the hydraulic conductivity of 10 (5 cm/s for the native silty sand, an estimated gradient of 0.01 m/m, and 35% for porosity, Darcy s Law calculations were made to determine the ground water flow velocity at the site, as shown in Table 2. The ground water flow velocity was calculated to be approximately 0.1 metres per year in the native silty sand. Based on the geological features gradually sloping south and the local waterways draining into Lake Ontario, the local and regional ground water flow is estimated to be south towards Lake Ontario. 5. Areas of Natural Significance The site is not considered to include or in part be within 30 metres of an area of natural significance as determined as follows; Table 5.1 Areas of Natural Significance Review for Site Does the Phase I Environmental Assessment site include: An area reserved or set apart as a provincial park or conservation reserve under the Provincial Parks and Conservation Reserves Act, An area of natural and scientific interest (life science or earth science) identified by the Ministry of Natural Resources as having provincial significance. An area designated by a municipality in its official plan as environmentally significant, however expressed, including designations of areas as environmentally sensitive, as being of environmental concern and as being ecologically significant. An area designated as an escarpment natural area or an escarpment protection area by the Niagara Escarpment Plan under the Niagara Escarpment Planning and Development Act. An area identified by the Ministry of Natural Resources as significant habitat of a threatened or endangered species. An area which is habitat of a species that is classified under section 7 of the Endangered Species Act, 2007 as a threatened or endangered species. Property within an area designated as a natural core area or natural linkage area within the area to which the Oak Ridges Moraine Conservation Plan under the Oak Ridges Moraine Conservation Act, 2001 applies. An area set apart as a wilderness area under the Wilderness Areas Act. Etobicoke Creek is located approximately 500 metres east of the site, while the nearest ANSI is Heart Lake Conservation Area located 1.2 kilometres east of the site. The site is located within the Deciduous Forest ecoregion of Southern Ontario, where 163 species are designated as being at risk, 72 of which are endangered. The site is not considered an environmentally significant or sensitive area according the City of Brampton s Official Plan. Bertram Cemetery, located adjacent to the southeastern site boundary, and Conservation Park, located 300 metres east of the site, are designated as part of the City of Brampton Open Space System under the City of Brampton s Official Plan. Bertram Cemetery, locate adjacent to and southeast of the site, is listed as a designated Heritage Site by the City of Brampton. No PCAs take place at the site that may pose an environmental concern to the Bertram Cemetery, Conservation Park, or Etobicoke Creek. The subject property is not located in the Niagara Escarpment Planning Area as designated under the Niagara Escarpment Planning and Development Act (2009) nor in the Oak Ridges Moraine Area as designated under the Oak Ridges Moraine Conservation Act (2001). 6. Water Wells A list of wells located within 250 metres of the subject property boundaries, based on UTM coordinates, was requested from the MOE. Two well records were found. None of these wells were located on the subject property. The EcoLog ERIS Water Well Information system returned records for two wells within the Phase I Study Area. None of the wells were located at the subject property. One well is located approximately 80 metres south of the site, and reported to be a domestic water supply well installed in 1952 to a depth of 28 metres. Given that the property where the well was located was commercially developed in the late 1990s and early 2000s, it is unlikely this water supply well was still in use. The second well is located approximately 90 metres east of the site, and is listed as abandoned. The stratigraphy of the soil was reported as 6.1 metres of clay and gravel, underlain by 19.2 metres of clay to a depth of 25.3 mbgs, over bedrock shale to a depth greater than 28 mbgs. 7. Uncertainty in the Phase I Investigation The investigation undertaken by exp with respect to this report and any conclusions or recommendations made in this report reflect exp s judgement based on the site conditions observed at the time of the site inspection on the date(s) set out in this report and on information
