18 Owner Information QP Profile Information Certification Statement QP Certification Statement Owner Certification Statement QP Certification Statement A As the qualified person, I certify that: * A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2013/11/21, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2013/11/21, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. 33 Phase One Conceptual Site Model Thompson Drive, Cambridge, ON Based on the information and data contained in the Phase I ESA report, including our understanding of the current and former property use, Premier has developed the following conceptual site model to understand possible impacts to the subsurface. As outlined in Section 6.3 of the Phase I ESA report, no Areas of Potential Environmental Concern were identified on site, and no potentially contaminating activities have ever been conducted on site. Potentially contaminating activities identified within the Phase I Study Area were associated with recently developed properties located in the down-gradient direction only. The Conceptual Site Model is also depicted visually in Figures A5 (Site Plan), A6 (Surrounding Lands) and A7 (Pathways) of the Phase I ESA report, which are attached. A general site plan depicting the current building and exterior site features is provided as Figure A5. The Phase One Property was first developed in 2006 when Thompson Road was constructed, and the site and adjoining properties in all directions were first occupied between 2006 and The building on site has been used for business offices since it was first constructed. A Provincially Significant Wetland (PSW) which makes up part of the Puslinch Lake Irish Creek Wetland Complex is located directly north of the Phase One Property, however regional groundwater is expected to flow toward Puslinch Lake, approximately 1.5 km to the east. Surface water flow on Site is directed towards shallow grass swales which follow the east and south property boundaries and flow south and east, respectively. There are no drinking water wells at the Site or within the Phase I Study Area. Subsurface utilities are directed towards the right of way to the south and are expected to follow Thompson Road. The stratigraphy of the general area consists of a sandy loam with gravel, and according to water well records in the area, the depth to groundwater is between 5 and 7 m below ground surface. Figure A6 depicts the surrounding land use and anticipated direction of groundwater flow. Although an adjoining property to the south and neighbouring properties to the east are occupied by industrial businesses that are registered generators of hazardous waste, no evidence of bulk storage of liquid chemicals or wastes was observed on exterior areas of any business in the vicinity of the Phase One Property. These businesses were registered for disposal of oil, lubricants and solvents and these materials would be expected to be used in relatively small quantities, and stored in above-ground drums or buckets within the building only. As the industrial park was first developed seven years ago with many neighbouring buildings unoccupied until as recently as five years ago (2008), it is expected that any vessels or drains used to store / convey liquids on adjoining properties (should they be present within buildings) would be in good condition and contents would be unlikely to reach the subsurface. Further, given the inferred groundwater flow direction (east towards Puslinch Lake), and down-gradient location of these properties, any spilled or leaking chemicals are unlikely to flow towards the Phase One Property. Theoretically, contaminants in impacted soil could be volatilized or taken up by flora or fauna and exposed to site receptors (area residents, site visitors, terrestrial organisms etc.) via inhalation or plant uptake, dermal / root contact or ingestion (direct or indirect). Theoretically, contaminants in impacted
34 groundwater could migrate to surface water bodies or volatilize to ambient or soil vapour and exposed to site receptors via inhalation, ingestion, dermal contact or plant uptake. However, as there are no anticipated areas of potential environmental concern on site, and therefore no expected impacted soil or groundwater, the phase one conceptual model has been modified to show incomplete pathways to all receptors. This is indicated in Figure A7. The absence of information could affect the validity of the Phase I CSM. For example, if a recent spill occurred within the Phase I Study Area that was not documented in the Phase I ESA records review, the model would need to be adjusted. However, there are no anticipated sources of impacts on-site or directly up-gradient of the Site.
