16 Owner Information RSC Property Information Environmental Condition ESA Information QP Profile Information Certification Statement QP Certification Statement Owner Certification Statement Supporting Documents QP Certification Statement A As the qualified person, I certify that: * A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2012/03/12, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2012/03/12, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location. 67 May 11, 2012 Reference No S095E Page 1 of 2 Ministry of the Environment Record of Site Condition Conceptual Site Model Premise for Filing the Record of Site Condition Soil Engineers Ltd. conducted a Phase One Environmental Site Assessment (ESA) at the Phase One and Record of Site Condition (RSC) Property (herein referred to as the Phase One Property ). We conducted a review of our previous report titled: A Report to The Kaitlin Group Ltd. Phase One Environmental Site Assessment Proposed Six Storey Condominium Development Yonge Street and Centre Street Town of Aurora Reference No S095E, March 12, 2012 The report revealed there to be a low potential for environmental concern attendant to the Phase One Property and, therefore, no further environmental investigation was recommended. This RSC is being filed in support of the change in land use for the development of a six-storey condominium development onto commercial lands. Phase One Conceptual Site Model The Phase One Conceptual Site Model illustrates the results of the Phase One ESA and includes information obtained during our investigation. The following table includes information and references to drawings that pertain to the Phase One Property. This letter/report/certification was prepared by Soil Engineers Ltd. for the account of the captioned clients and may be relied upon by regulatory agencies. The material in it reflects the writer s best judgement in light of the information available to it at the time of preparation. 68 Ministry of the Environment Reference No S095E Record of Site Condition Page 2 of 2 Conceptual Site Model Phase One Conceptual Site Model Information Pertaining to Site Figures of the Phase One Study Area are provided that: i. Show any existing buildings and structures ii. iii. iv. Identify and locate water bodies located in whole or in part on the Phase One Study Area Identify and locate any Area of Natural Significance located in whole or in part on the Phase One Study Area Locate any drinking water wells at the Phase One Property v. Show roads, including names, within the Phase One Study Area vi. Show uses of properties adjacent to the Phase One Property vii. Identify and locate area where any Potentially Contaminating Activity has occurred, and show tanks in such areas viii. Identify and locate any Areas of Potential Environmental Concern. The following is a description and assessment of: i. Any areas where Potentially Contaminating Activity on or potentially affecting the Phase One Property has occurred ii. Any contaminants of potential concern iii. The potential for underground utilities, if any present, to affect contaminant distribution and transport iv. Available regional or site specific geological and hydrogeological information v. How any uncertainty or absence of information obtained in each of the components of the Phase One ESA could affect the validity of the model. The location of the existing building on site is shown on Plan 65R included in this RSC. The building is also shown on the 2011 Aerial Photograph, enclosed in the Appendix. No bodies of water are located within the Phase One Study Area. No Areas of Natural Significance are located within the Phase One Study Area. Five wells are located within the Phase One Study Area as shown on Drawing No. 1. They are not used as drinking water wells and are used as monitoring wells. None of the wells are located on the Phase One Property. The names of the roads are shown on the Phase One Conceptual Site Model Plan. Property uses of adjacent properties are shown on Drawing No. 1. The areas where Potentially Contaminating Activity is suspected to have occurred include: Fuel spill at Yonge and Wellington Streets ( 2 on Drawing No. 1) Waste manufacturers ( 1, 3, 4 on Drawing No. 1) There were no Areas of Potential Environmental Concern associated with the Phase One Property. During our Phase One ESA the Potentially Contaminating Activities, identified within the Phase One Study Area, listed in 1.vii were determined to have no impact on the Phase One Property. Therefore a Phase Two was not deemed unnecessary. No Potential No Potential After reviewing the hydrogeological and geological maps, the groundwater flow direction is in a north-westerly direction away from the site and beneath a layer of topsoil the there was earth fill and a silty clay stratum overlaying deposits of silty clay till and sandy silt till to a depth of 40 m. Building was inaccessible at time of inspection with no hours of operation or accessibility. However, visual inspection from the window, the interior conditions appeared to be in good condition with no broken lights or other damage to the building.
