18 Owner Information QP Profile Information Certification Statement QP Certification Statement Owner Certification Statement QP Certification Statement A As the qualified person, I certify that: * A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2012/04/17, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2012/04/17, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location. 30 Current and Past Uses of the Phase One Property The current and past uses of the site, determined based on the chain of title search, the historical aerial photographs of the area, and the street directory search are summarized in the table below. No PCAs were identified from Table 2 of Schedule D of O.Reg 153/04. Minor staining consistent with normal parking lot use was noted as an APEC on the northeast portion of the Phase I property. 31 Record of Site Condition Filing Lakeshore Road East, Mississauga, Ontario Project Number: GOR) )AO Phase I Conceptual Site Model The site is located on the north side of Lakeshore Road East, as shown on Figure 1. The site measures approximately 0.18 hectares (0.45 acres). At the time of the investigation, a single' storey commercial building with a basement was present at the site; the building was vacant at the time of the Phase I investigation. The location of the site building is shown on Figure 2. Following a review of the historical documentation and site reconnaissance, it is possible to formulate an initial Phase I conceptual site model (CSM). The CSM is a simplification of reality, which aims to provide a description and assessment of any areas of potential environmental concern (APECs) or potentially contaminating activities (PCA) that may affect the Phase I property, and any potential contaminants of concern (COCs). A CSM was developed based on the findings of the Phase I investigation, completed in accordance with O.Reg. 153/04. Minor staining consistent with normal parking lot use was noted as an APEC on the northeast portion of the Phase I property. The pavement appeared to be in good condition with no signs of cracking; it is unlikely that soil contamination is present beneath the pavement; the risks associated with this APEC are considered to be de minimis. Potential off'site sources of petroleum impact from nearby historic and current underground storage tanks (USTs), historical ordnance use, as well as rail yards, tracks and spurs were identified as PCAs during the Phase I investigation. Due to the distance from the site and/or the location of the PCAs cross'gradient from the site, the risks associated with the PCAs were considered to be de minimis. The CSM showing the potential environmental concerns to the site are shown on Figure 2. Areas of Natural Significance Information available on the Ministry of Natural Resources (MNR) website indicated that there are no areas of natural or scientific interest (ANSIs) within the Phase I Study Area. There were no ANSIs including conservation reserves, life science sites, provincial parks, wetlands, or wilderness areas identified within 1 kilometre of the Phase I Study Area. An environmental map was reviewed from the City of Mississauga website. The map indicated that the property located approximately 200 metres southwest of the site, across Lakeshore Road East, is listed as natural area LV1. It is a significant natural site located in the Applewood Creek watershed with 127 floral species and 35 faunal species located in the area. The natural area is located cross'gradient of the site; no PCAs take place at the subject property that would be anticipated to have an adverse effect on the natural site. The subject property is not covered under the Niagara Escarpment Planning and Development Act (2009) or the Oak Ridges Moraine Conservation Plan (2002). Water Wells A list of wells located within 250 metres of the subject property boundaries, based on UTM coordinates, was requested from the Ministry of the Environment (MOE). One record was returned, for a well installed in 2010 to a depth of 7 metres below ground surface (mbgs) that

There are six listings for water wells within 250 metres of the site, according to the EcoLog ERIS Water Well Information System database. One record corresponds to the monitoring well located on the subject property, installed in 2010, at a depth of 7 mbgs. The status of the remaining 5 wells is listed as observation well, test hole or abandoned/other. There are no potable water wells located on the site. Areas of Potential Environmental Concern The APECs located within the Phase I Study Area and identified by the QP ESA based on the EcoLog ERIS report, street directory search and site reconnaissance are provided in Table 1 given their proximity to the Phase I property and the nature and extent of their PCA. Given the nature of the PCA, the contaminants of potential concern were identified by the QP using the Method Groups as identified in the Protocol Analytical Methods used in the Assessment of Properties under Part XV.1 of the Environmental Protection Act, March 9, 2004, amended as of July 1, No sediment was present at the subject property, therefore only soil and ground water were considered as the media potentially impacted. Nine sources (S) of potential environmental concern were identified as summarized in Table 1. Based on the inferred southerly ground water flow direction, S1 through S7 are located cross' gradient from the Phase I property; the risks associated with these PCAs are considered to be de minimis. Creosote, PCBs, and organochlorine pesticides, associated with the railway line 250 metres north of the site (S8), have a low solubility in water and are not likely to impact soil and ground water quality at the site. Given the limited extent of the staining (S9), consistent with normal parking lot use, it is unlikely that soil contamination is present beneath the pavement; the risks associated with this source are considered to be de minimis. Underground Utilities The site is serviced by the following: Potable water is obtained from the City of Mississauga. The City of Mississauga obtains its potable water from Lake Ontario; Storm drains run along Lakeshore Road East, south of the site, and along Cherriebell Road, west of the site; Hydro lines run overhead along Lakeshore Road East, south of the site; Natural gas lines run underground from Lakeshore Road East to the western wall of the on'site building; and, Two catch basins for surface run'off were noted in the asphalt'paved portions of the site. As the site was vacant at the time of site reconnaissance, electricity, gas and water service to the building were shut'off. The APEC identified on the Phase I property is considered to be of de minimis environmental concern. There were no COCs identified on or off'site that would be distributed or transported via underground utilities corridors.
34 Record of Site Condition Filing Lakeshore Road East, Mississauga, Ontario Project Number: GOR) )AO Topography, Hydrology and Geology The site is located in the physiographic region known as the Iroquois Plain. The native surficial soils in this region are predominantly composed of older glacial ice deposits, typically silty clay to silt till (Physiography of Southern Ontario, Chapman and Putnam, 1984). According to the Geological Survey of Canada map of the area (Southern Ontario, 1:1,000,000 Scale, Sheet 30S, Map 1355A, 1991), the underlying bedrock geology comprises shale, limestone, dolomite, and siltstone of the Queenstone Formation of the Upper Ordovician period. According to the Geological Survey of Canada map of Southern Ontario (Brennand et al., 1998), the bedrock elevation of the subject property is approximately 75 metres above sea level (masl), and is approximately level with the surface water level of Lake Ontario, located 675 metres south of the site. An Ontario Base Map Series topographic map was reviewed. Topography of the subject site slopes downwards gradually to the south. The topographic contour lines indicate that ground water is expected to flow south towards Lake Ontario, located approximately 675 metres south of the site. There are no surface water bodies located on the site. Applewood Creek runs north'south, approximately 230 metres west of the site. The nearest major surface water body is Lake Ontario, located approximately 675 metres to the south. Based on geological and surface water features in the area surrounding the site, the local ground water flow direction is estimated to be south towards Lake Ontario. The hydraulic conductivity of the native silty clay is estimated to be about 10 '6 cm/s. This value is based on the typical hydraulic conductivity for this soil type (Groundwater, Freeze and Cherry, 1979). Using the hydraulic conductivity of 10 '6 cm/s for silty clay, a gradient of 0.01 m/m, and 45% for porosity, Darcy s Law calculations were made to determine the ground water flow velocity at the site. The ground water flow velocity was calculated to be approximately 7 x 10 '3 metres (0.7 centimetres) per year in the native silty clay. Uncertainty in the Phase I Investigation The investigation undertaken by exp with respect to this report and any conclusions or recommendations made in this report reflect exp s judgement based on the site conditions observed at the time of the site inspection on the date(s) set out in this report and on information available at the time of preparation of this report. Exp has confirmed neither the completeness nor the accuracy of the records that were provided by others; as such, the historical records review is identified as a potential source of uncertainty during the investigation. The conceptual site model is developed using multiple lines of evidence, searches and source information to make every reasonable attempt to ensure that findings of environmental significance are captured. Any uncertainty or absence of information in the records review, interviews, and site reconnaissance components of the Phase I investigation are not anticipated to materially affect the validity of the conceptual site model (CSM) or Phase I conclusions.
