DISCLOSURE OF PECUNIARY INTEREST - None 4. DELEGATIONS - None 5. CORPORATE SERVICES A. BUSINESS a) Fire Department Report - October & November 2016 The Committee asked the Fire Chief about having a fire risk assessment completed. It was noted that this is a costly assessment and that it may be Page 1 of 10

2 something the insurance provider provides. The Township will also be looking at completing its Fire Management Plan in b) Report Office Holiday Hours Noted and filed. c) Report/Motion - January Meeting Dates Noted and filed. CC MOVED BY: Councillor Hugli SECONDED BY: Councillor Watt That Council in Committee recommends to Council that the January 3rd, 2017 Council in Committee meeting be moved to January 10th, 2017 and that the January 17th, 2017 Council Meeting be moved to January 24th, d) Report/Motion CPI Impact 2017 The CAO/Clerk noted that the Township takes the Consumer Price Index for the month of October as noted in the policy. Councillor Hodgkinson requested that Council's remuneration not increase for CC MOVED BY: Councillor Watt SECONDED BY: Councillor Hugli That Corporate Services Committee recommends to Council that Council accepts the increase of 1.5% for Employee Remuneration By-Laws effective January 1, That Corporate Services Committee recommends to Council that Council accepts the increase of 1.5% in Council remuneration By-Laws effective January 1st, B. INFORMATION a) Report HR A-14 Dispute Resolution Policy One change to the policy was made which regards to the final decision being in writing. b) Canada 150 Art Tree Project It was suggested that the Township does not have the staff compliment for the project. c) Thank you Card Kevin Sheedy A thank you card was received from Kevin Sheedy on behalf of Jim. C. SUB COMMITTEES a) Festival Hall No updates. b) Pembroke Public Library October 20, 2016 Board Minutes It was noted that there is a Christmas Tea Party coming up for the Pembroke Public Library Volunteers. 6. PUBLIC WORKS, PROPERTY & PROTECTION A. BUSINESS a) Report/Motion - Intersection & Street Light Request Page 2 of 10

3 The Public Works Manager advised of a request for an intersection light at Brazeau Road and Whitewater Road along with a street light that was missed during the LED replacement program. The Committee asked if there is a policy for installing new streetlights and intersection lights and it was noted that staff have been working on a policy but since each case is different, staff recommend that they bring each one to Council. It was suggested by the Committee that an intersection light should also be installed on Wilson Road and Robinson Road. CC MOVED BY: Councillor Hodgkinson SECONDED BY: Councillor Hugli That Council in Committee recommends to Council that an intersection street light be installed at the Brazeau Road and White Water Road intersection and that the Township of Laurentian Valley cover the cost of the installation, operation and maintenance of the streetlight. That Council in Committee recommends to Council that staff proceed with the replacement of the street light fixture along Bruham Avenue that was missed during the LED Streetlight Replacement Project. b) Report Summary of the MOECC Drinking Water Inspection Report The Public Works Manager advised that the Township had an unannounced audit of our water system in the Fall. This type of audit is part of the normal MOECC process. The Township received one recommendation which was for the East End Water main to increase flushing during the summer months as there is not enough water usage. B. INFORMATION - None C. SUB COMMITTEES a) Laurentian Valley Policing The Committee was advised that Laurentian Valley Policing Committee is looking for direction from Council on their mandate and their role within the municipality. The Mayor recommended that the CAO/Clerk, and the Laurentian Valley Policing Committee meet to go over any concerns. b) Ottawa Valley Waste Recovery Centre The Mayor noted that a budget meeting is set for Wednesday, December 7, It was also noted that staff are reminding customers to cover their waste when transporting it to the facility in trucks and trailers. c) Upper Ottawa Valley CPAC Councillor Hugli noted that there is a new acting OPP Sergeant Dean Duchrow. 7. PUBLIC SERVICES & PROGRAMS A. BUSINESS - None B. INFORMATION a) Report LV Float 2016 The Committee congratulated the team that put together the float for the Pembroke Santa Claus Parade which once again won the trophy for the Best Out of Town float. C. SUB COMMITTEES a) Friends of the Disabled - Pembroke Handi-Bus Board of Directors Meeting November 10th Minutes Page 3 of 10

4 Councillor Hodgkinson noted that the Pembroke Handi-Bus now meets at the Knights of Columbus building in Pembroke. The next meeting takes place January 25th, 2017 at 5:30 pm. b) Shady Nook Recreation Association The CAO/Clerk noted that a few Staff and Council members met with the Chair and Vice-Chair of the Shady Nook Recreation Centre. Both had concerns about the recruitment of new volunteers. The Township will send out a letter to all users of the Shady Nook Recreation Centre to try and recruit new members. c) Alice and Fraser Recreation Association - November Carnival Minutes Councillor Wren noted that the carnival schedule is complete and will take place January 20th to 28th. Councillor Wren noted the addition of a BrewFest this year at Shady Nook under the direction of Kayla Janke. d) Forest Lea Park Association No comments. e) Pleasant View Park Recreation Association It was noted that the tennis net is still up at the facility. f) Stafford Park Recreation Association No comments. 8. PLANNING & ECONOMIC DEVELOPMENT SERVICES A. BUSINESS a) Report/Motion Traxton Subdivision File No. 47T Request for support for request to the County for extension of draft plan approval The Township Planner advised the Committee that the Owners needed to request the extension to allow time for their new solicitor to address some of the legal conditions of draft plan approval and for their consultants to finalize some of the approvals related to stormwater management and the ESA. CC MOVED BY: Councillor Gauthier-Kuehl SECONDED BY: Councillor Wren That Planning & Economic Development Committee support the request for an extension to draft plan approval and recommend that Council pass a Resolution requesting the County of Renfrew grant the Applicant s request and approve an extension to draft plan approval for Subdivision File 47T (Traxton Subdivision). b) Report/Motion Draft By-law Appointment of 2017 Committee of Adjustment It was noted that this is an annual requirement. CC MOVED BY: Councillor Wren SECONDED BY: Councillor Gauthier-Kuehl That Planning & Economic Development Committee recommend that Council pass By-law to appoint all members of Council of the Township of Laurentian Valley as members of the Township of Laurentian Valley Committee of Adjustment for 2017 and that Council and forward By-law No to the By-law portion of the December 13, 2016, Regular Council Meeting for passing. B. PUBLIC MEETING UNDER THE PLANNING ACT a) Opening of Public Planning Meeting Motion Page 4 of 10

5 CC MOVED BY: Councillor Wren SECONDED BY: Councillor Gauthier-Kuehl That Council of the Township of Laurentian Valley pursuant to sections 17, 21, 22, 34 and 36 of the Planning Act, R.S.O. 1990, c.p.13, hereby declare a public planning meeting open to discuss: OPA No. 12 and Zoning By-law Amendment - Secondary Dwelling Units Application for Zoning By-law Amendment Z (Fick) b) Report/Motion Application for Zoning By-law Amendment Z (Fick) The Township Planner advised that notices were mailed out on November 17, 2016 and provided a summary of the information contained in the notice as follows: PURPOSE, EFFECT & LOCATION OF ZONING BY-LAW AMENDMENT (Application File No. Z ) The purpose of the amendment is to rezone the subject lands to permit the use of the subject lands for a single detached dwelling and farming uses. The subject lands were previously rezoned from Rural (RU) to Recreation Commercial-Exception Two-holding (RC-E2-h) in support of a proposal to construct a multi-use recreation/fitness training facility and professional/business offices. As there is no longer a plan for the development to proceed, the current owner has applied to return the zoning to what it previously was. Portions of the property that are zoned Environmental Protection (EP) will continue to be zoned EP and the rear portion of the property will be rezoned to a Rural-holding (RU-h) zone to address requirements related to the Endangered Species Act and will not be developed at this time. The effect of the amendment is to rezone the front approximately 18 hectare portion of the subject lands from Recreational Commercial-Exception Twoholding (RC-E2-h) to Rural (RU) and the remaining rear 22 hectare portion of the subject lands, excluding the EP areas, from Recreational Commercial- Exception Two-holding (RC-E2-h) to Rural-holding (RU-h). The condition for removal of the holding symbol is to satisfy the requirements of the Ministry of Natural Resources and Forestry related to the Endangered Species Act (ESA). The lands affected by the Amendment are located on Forest Lea Road (County Road No. 42) in Part Lot 27, Concession 14, geographic Township of Alice, in the Township of Laurentian Valley. COPIES of the proposed amendment, material provided under Section 34 (10.1) of the Planning Act and any additional information relating to the proposed Zoning By-law Amendment (Application File No. Z ), are available for inspection during regular office hours at the Township Office. Questions related to the application should be directed to Lauree Armstrong, Township Planner. ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the amendment aforesaid. If a person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Laurentian Valley before the by-law is passed, the person or public body is not entitled to appeal the decision of the Township of Laurentian Valley to the Ontario Municipal Board. If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township of Laurentian Valley before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so. 6 Please note the following changes to the Planning Act and its Regulations: If you wish to be notified of the decision of Township of Laurentian Valley on the proposed zoning by-law amendment, you must make a written request to Township of Laurentian Valley c/o Lauree Armstrong, Township Planner. If you are receiving this notice because you are the owner of property in the area of the amendment that contains seven or more residential units, you must also post this notice in a location that is visible to all of the residents of your property. Privacy Disclosure: As one of the purposes of the Planning Act is to provide for planning processes that are open and accessible, all written submissions, documents, correspondence, s or other communications (including your name and address) form part of the public record and will be disclosed/made available by the Township to such persons as the Township deems appropriate, including anyone requesting such information. Please note that by submitting any of this information, you are providing the Township with your consent to use and disclose this information as part of the planning process. Written comments were received from both Enbridge Gas and the County of Renfrew Department of Public Works & Engineering (the Road Authority) advising that they had no objections to the rezoning. No verbal comments were received from the public. CC MOVED BY: Councillor Gauthier-Kuehl SECONDED BY: Councillor Wren That Council approve Application for Zoning By-law Amendment Z (Fick) subject to the condition for removal of the holding symbol on a portion of the property as established by resolution of Council and forwards By-law No to the By-law portion of the December 13, 2016, Regular Council Meeting for passing. Conditional upon By-law coming into effect, Council does also hereby repeal the previous resolution passed for this property on August 19th, 2014 which also established conditions for removal of a holding symbol. CC MOVED BY: Councillor Gauthier-Kuehl SECONDED BY: Councillor Wren That Council establishes conditions for removal of a holding symbol on Application for Zoning By-law Amendment File No. Z (Fick) as follows: a)that the requirements of the Endangered Species Act, 2007 (ESA) be addressed. c) Report/Motion OPA No. 12 and Zoning By-law Amendment - Secondary Dwelling Units The Township Planner advised that notice was given to the public by posting a notice in the Pembroke Observer on November 12, 2016 and to public bodies by regular mail on November 15, 2016, and provided a summary of the information contained in the notice as follows: The Township of Laurentian Valley is considering a proposed amendment to the Official Plan - OPA No. 12 (File No.O ) and a corresponding Zoning By-law Amendment (File No. Z ) to establish policies and requirements for Secondary Dwelling Units. The amendments have been prepared in accordance with the provisions of Sections 17, 21, 22 and 34 of the Planning Act, R.S.O. 1990, c.p.13, as amended in order to implement the requirements Page 6 of 10

7 of Section 16.(3) of the Planning Act, R.S.O. 1990, c.p.13, as amended. The following provides an overall summary of the Purpose, Effect and Location of Official Plan Amendment (OPA No. 12) - File No. O and Zoning Bylaw Amendment File No. Z Why is there a Policy Change for Secondary Dwelling Units? Municipalities are required to put policies in place to permit secondary dwelling units which are intended to help implement the Province s long-term affordable housing strategy. What are Secondary Dwelling Units? A Secondary Dwelling Unit is a self-contained residential dwelling unit in which food preparation, eating, living, sleeping and sanitary facilities are provided for the exclusive use of the occupants of the dwelling unit, which can be located within a house, within an accessory structure (i.e. above a garage) or as a second dwelling separate from the main house which can be referred to as a coach house. Secondary Dwelling Units may also be known as basement/accessory apartments, two-unit housing or granny flats. Where do the new policies apply? The proposed Amendments apply throughout the Township of Laurentian Valley. General Official Plan policies and Zoning By-law provisions will be established which if met will allow a Secondary Dwelling Unit to be permitted without the need for an Amendment to either the Official Plan or Zoning By-law. What will the new policies do? Secondary Dwelling Units will be permitted in most single detached, semidetached and townhouse/rowhouse dwellings, subject to meeting the zoning requirements. Secondary Dwelling Units must still meet all Zoning, Building Code, Fire Code and Property Standard regulations. The effect of the Official Plan Amendment is to establish broader policies outlining the principles around where and how Secondary Dwelling Units will be permitted with the effect of the Zoning By-law Amendment being to establish the more detailed specific requirements. Under the new policies: Only one Secondary Dwelling unit is permitted per residential lot. Secondary Dwelling Units are permitted either within a single detached, semi-detached or row/townhouse dwellings or as a second dwelling unit on the same property, but in its own detached building (referred to as a coach house) or as part of another type of detached accessory building (i.e. above a garage) There must be adequate servicing and for private services a minimum lot area of 4046 m². The Secondary Dwelling Unit must not exceed 40 per cent of the primary housing unit s gross floor area. There must be one parking space for the second unit, in addition to parking required for the primary unit. Secondary Dwelling Units are not permitted on lots where residential uses are not a permitted use in the zoning for the property or within lodging houses or group homes or on hazard lands. No severances for new lots to separate the Secondary Dwelling Unit from the Primary Dwelling. Other general provisions related to yards where they are permitted, lot coverage, etc. as detailed in the draft Amendments available from the Township Office or the Township website at Registration? The Registration By-law will be used to assist the Township with complying with provincial legislation through amendments to the Official Plan and Zoning By-law, while at the same time making sure these units are safe, legal and liveable. Before registration is approved, units would be reviewed/inspected by the Township to ensure they comply with the Ontario Building Code and Fire Code, as required. Page 7 of 10

8 COPIES of the proposed amendments and any additional information relating to the proposed Official Plan Amendment (OPA No. 12)/File No. O and Zoning By-law Amendment File No. Z , are available for inspection during regular office hours at the Township Office and from the Township s website at Questions related to the application should be directed to either Lauree Armstrong, Township Planner or Judith Jeffery, Township Planning & Building Services Technician. ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed amendments. It would be appreciated if those proposing to make verbal comments also provide their comments in writing if possible to ensure that the nature of your comments are recorded correctly. Your opportunity for input is before the amendments are passed by Council and the Official Plan Amendment approved by the County of Renfrew (Approval Authority for Official Plan Amendments) as there are no appeals allowed of secondary unit policies and provisions as indicated in Sections 17.(24.1) and 34.(19.1) of the Planning Act, R.S.O. 1990, c.p.13, as amended. PLEASE NOTE that one of the purposes of the Planning Act is to provide for planning processes that are open, accessible, timely and efficient. All written submissions, documents, correspondence, s or other communications (including your name and address) will form part of the public record and will be disclosed/made available by the Township to such persons as the Township deems appropriate, including anyone requesting such information. By providing any such information, you shall be deemed to have consented to its use and disclosure as part of the planning process. The Township Planner noted that the County of Renfrew Planning Department had advised that while they were not able to provide comments in time for the Public Meeting, comments will be provided to the Township once they complete a pre-consultation with the Province. The Township Planner advised that County Staff had attended a meeting with other Eastern Ontario County Planners and Planners from the Ministry of Municipal Affairs and the Ministry of Housing and advised that the Province was rethinking some questions that were raised generally by the various County Planners on the approaches to Secondary Dwelling Units and in particular some rural issues. The Ministry has a copy of the Township s proposed policies and will be considering them along with other recommendations from the Meeting. It was indicated that the Township of Laurentian Valley is one of the municipalities to take a lead on this change within Renfrew County as the Province did not support the approach initially proposed in the proposed update to the County Plan which prohibited them in areas on well and septic. The Township Planner advised that it was hoped that the Ministry and County comments would be received in a timely manner so that the amendments could be brought back before Council for consideration in January. The Committee discussed whether there would be an opportunity for secondary dwelling units to be used by the next generation of farmers to be on the farm and also let retiring farmers remain close to the farm. The Township Planner advised that based on discussions with OMAFRA the draft policies propose some limitations on secondary dwelling units if they are in detached buildings from the primary dwelling unit if the property is prime agricultural lands which would be those designated Agriculture in the Township of Laurentian Valley Official Plan. The only written comments that were received were from Enbridge Gas which indicated they had no objections. No verbal comments were provided from the public at the Public Meeting. C. INFORMATION - None D. SUB COMMITTEES a) Pembroke & Area Airport - Receipting Charitable Donations for the Pembroke & Area Airport Councillor Wren noted that the Pembroke & Area Airport is considering fundraising for the airport which requires the ability for the Airport to provide a tax receipt. The Airport has heard of a new program that they will be applying for that allows them to issue their own tax receipts. In the interim the Pembroke & Area Airport would like to be able to have donations accepted on the Airport s behalf at each of the partner municipalities. CC MOVED BY: Councillor Watt SECONDED BY: Reeve Robinson That Council in Committee recommends to Council that the Township of Laurentian Valley issue charitable tax receipts for donations made to the Pembroke & Area Airport at the Township Office. b) Emergency Management Program Committee The CEMC advised that the mandatory training for 2016 has been completed and that the emergency management exercise will take place next week. 9.
