Call to Order The Meeting was Called to Order at 9:30 a.m. 2. Declaration of Pecuniary Interest - None 3. Adoption of the Agenda 3.1 Wednesday, February 4, 2015 Seconded by: Councillor Archer Agenda for Wednesday, January 4, 2015 be approved as amended adding a Memo from the Planning and Licencing Officer as Item # In Camera Seconded by: Councillor Acher RECOMMENDATION: THAT the Meeting enter In-Camera Session at 9:32 a.m. to discuss matters pertaining to "the security of the property of the municipality or local board", "personal matters about an identifiable individual, including municipal or local board employees", "a proposed or pending acquisition or disposition of land by the municipality or local board", "advice that is subject to solicitor-client privilege, including communications necessary for that purpose", Ontario Municipal Act 2011, c.25, s.239 (2)(a)(b)(c)(f). 1. Sunny Hill Camp - Bob Howe RE: Bark Lake Municipal Property Councillor Archer informed that updates were provided on ongoing and outstanding property issues by the Municipal Solicitor, Mary Shushack. The Memorandum from the CAO/Clerk was tabled until an upcoming meeting. 5. Return to Open Session Seconded by: Councillor Archer RECOMMENDATION: THAT the Meeting return to Open Session at 12:16 p.m. 6. Delegations and Presentations 6.1 Sunny Hill Resort - Bob Howe - Moved to In-Camera Session 6.2 Lakewoods Resort Developments Inc. - Gary Medwid RE: Block 37 Mr. Medwid attended the table at 12:17 p.m. He provided Committee with an update on the progress of the Lakewoods Resort Developments subdivision along with future plans of the resort. Future plans include a private golf course, condominium resort facility and a value added wood processing centre. Mr. Medwid explained that Windstone Real Estate will be proceeding to market the resort as soon as possible. Mr. Medwid provided Committee with an explanation of his account of the past negotiations with the Township and requested that they consider leasing back the soon to be Municipally owned public parklands to Lakewoods Resort Developments Inc.. He explained that the one block would be developed into a public boat launch. He noted that approval time was an issue as they have a short time with the fluctuating water levels of Bark Lake to be able to develop the boat launch area. Ms. Shushack explained that the lands Mr. Medwid requested have not yet been transferred and conveyed to the Township. She added that the Reference Plan (R-Plan) had to be registered and the deeds and conveyance completed before any discussion on a lease with the Lakewoods Resort Developments Inc. could be considered. The CAO/Clerk suggested the request be deferred to a future Development and Planning Committee Meeting. Councillor Archer thanked Mr. Medwid's for his presentation and noted that once the process is completed and the plan is registered Committee would be able to consider Mr. Medwids request. Mr. Medwid left the table at 12:38 p.m. Moved by: Councillor Archer Seconded by: Mayor Love RECOMMENDATION: THAT the Meeting recess at 10:48 a.m.

Location: 283 Perrier Road, Combermere, ON The Planning and Licencing Officer reviewed Severance Application B165/14. Moved by: Councillor Peplinski Seconded by: Mayor Love recommend Council approve the Severance Application File Number B165/14, Christopher DeVinck and Maire Kauzmann, as applied for, as a recreational use lot. 7.2 Severance Application B161/14 Owner: Ronald James Kosnaskie Applicant/Agent: Robert B. Howe, Barrister & Solictor Part of Lot 19, Concession 10, in the geographic Township of Radcliffe now in the Township of Madawaska Valley, in the County of Renfrew (45.7m x 138.7m ha.) Location: Old Barry's Bay Road, R.R. #2, Barry's Bay, ON The Planning and Development Officer reviewed the Severance Application B161/14 and explained consent policies to Committee. Seconded by: Councillor Peplinski recommend Council approve Severance Application File Number B161/14, Ronald James Kosnaskie, as applied for, as a rural residential building lot, for the purposes of construction of a single family dwelling, FURTHERMORE THAT the Development and Property Committee has considered the additional Consent Policies contained in section 14.3(4) of the Land Division policies of the Official Plan, and have taken into account the reports provided that there is no further severance potential of the subject property. THEREFORE the requirement of a Justification Study is not warranted. 7.3 Severance Application B162/14 Owners/Applicants: Suzanne Mickus & Vytautas Mickus

Location: 1753 Lower Craigmont Road, Combermere, ON Moved by: Councillor Peplinski Seconded by: Mayor Love recommend Council approve the Severance application File Number B162/14, Suzanne Mickus and Vytautas Mickus, as applied for, as a rural residential building lot for the purposes of the construction of a dwelling. FURTHERMORE that the Development and Property Committee has considered the additional Consent Policies contained in section 14.3(4) of the Land Division policies of the Official Plan, and have taken into account the reports provided and that there is no further severance potential of the subject property, THEREFORE the requirement of a Justification Study is not warranted. 7.4 Severance Application B170/14 Owners: Ronald James Kosnaskie and M. He noted the Minimum Distance Separation Policy regarding the storage barns and that they are currently not being used for farm animals. Seconded by: Councillor Archer recommend Council approve Severance Application File Number B170/14, Ronald James Kosnaskie and M. Dianne Kosnaskie, as applied for, as a rural residential building lot, for the purposes of construction of a single family dwelling. 7.5 Severance Application B154/14 Owner: Dowdall Sylvester Murray Applicant/Agent: Robert B. Howe, Barrister & Solicitor Part of Lot 12 & 13, Concession 6, in the geographic Township of Jones, now in the Township of Madawaska Valley, in the County of Renfrew B154/14 = (77.3m x 20.16m avg ha.) OPG Flooding Easement
5 Location: 434 Sunny Hill Road, Barry's Bay, ON The Planning and Licencing Officer reviewed the Severance Application B154/14 and provided an explanation of the flooding easement and that the Ontario Power Generation was not exempt from severance planning. He also noted that the objection will be dealt with through the County of Renfrew. Seconded by: Councillor Peplinski recommend that Council approve the Severance Application B154/14, Dowdall Sylvester Murray, as this is a follow-up to an Indenture between Philip Cosobutskie and The Hydro-Electric Power Commission of Ontario, registered as instrument #204, dated March 5th, 1942, for the purposes of a flooding easement in favour of Ontario Power Generation, Inc. (OPG). 7.6 Severance Application (Amended) - B120/13(2) to B123/13(15) Owner: Rebecca L. Dombroskie Part of Lot 17, Concesssion 4, in the geographic Township of Sherwood, now in the Township of Madawaska Valley, in the County of Renfrew B120/13 (2) = (105m x176m ha. = 2.75 acres) t/w right-of-way B121/13 (3) = (62.5m x 149m ha. = 2.10) t/w right-of-way B122/13 (4) = (62.5m x 137.5m ha. = 2.10) t/w right-of-way B123/13 (5) = 76.2m x 120m ha. = 2.00) t/w right-of-way Location: Highway 60 (Partridge Lake) The Planning and Licencing Officer reviewed the Severance Application B120/13(2) and provided Committee with the history of the application. He noted that the objections will be dealt with through the County of Renfrew. Seconded by: Councillor Peplinski recommend Council approve all amended Severance Application File Numbers B120/13(2) to B123/13(5), Rebecca Dombroskie, as applied for, as single family dwelling - Limited Service Residential building lots, subject to the conditions as outlined in the County of Renfrew Planning Report, dated December 30, referred to in item 5(d). 8. Correspondence 8.1 Letter from Ministry of Community Safety and Correctional Services - December 19, 2014 RE: Retrofit of Automatic Sprinklers in Vulnerable Occupancies Information.
6 9. New Business 9.1 Development and Property Division Report - Recreation and Community Development Coordinator - February 4, Business Improvement Area Update 2. Madawaska Valley Sign Tender 3. Goals and Objectives for Economic Development 2015 The CAO/Clerk reviewed the Development and Property Division Report. Committee accepted the Business Improvement Area Update as information. The Madawaska Valley sign tender received one submission which has not been opened as of yet. The Goals and Objectives for Economic Development 2015 were reviewed with the understanding that they will form the basis of the departmental budget. 9.2 Memo from the Planning and Licencing Officer - February 2, 2015 RE: Business Licence Application Ontario Inc., Barry's Bay Shell, L&M Chip Wagon The Planning and Licencing Officer reviewed By-Law regarding Mobile Food Transportation Units. Committee directed Staff to bring By-Law to a future Committee Meeting for further discussion. Moved by: Councillor Peplinski Seconded by: Mayor Love recommend Council approve the site location of the Mobile Food Transportation Unit (Chip Truck) as applied for, by Ontario Inc. 10. Unfinished Business from David Wilson, Kamaniskeg and Area Property Owners Association (KAPOA), January 27, 2015 RE: Letter of Endorsement Request (Weather Tower Parcher Island) The CAO/Clerk explained to Committee that the endorsement request was for a weather tower located on Parcher Island, in the Municipality of Hastings Highlands. He also noted that the Council of Hastings Highlands has not received a letter requesting the endorsement. Moved by: Councillor Peplinski Seconded by: Councillor Archer recommend that Council forward a letter to Kamaniskeg and Area Property Owners Association (KAPOA) stating that the Township of Madawaska Valley does not object to the proposed tower located on Parcher Island, in the Municipality of Hastings Highlands. DEFERRED at the Regular Council Meeting - February 17, 2015
