Helmut Rohde + Partners - architects and developers. As a developer in Mittagong Helmut saw the need to offer alternative urban solutions marketed and communicated to the key stakeholders. Wingecarribee Shire Council was in an intensive process of creating a Development Control Plan for the town and to this end Helmut commissioned Joseph to develop and communicate alternative urban solutions. Joseph's vision was well received and has had a significant impact on what Council is now planning for the future in this heritage town. Intensive and protracted involvement with the Department of Planning and Randwick City Council involved a number of Council s major strategic and statutory planning and design projects as outlined below: Kensington Centre data/assets/pdf_file/0016/13741/kensington- Centre.pdf A comprehensive planning and design review of this town centre was completed involving the authorship and preparation of the Local Environmental Plan, Development Control Plan, Public Domain Strategy and Section 94 Developer Contributions Plan. Key tasks were to develop related Controls for a new LEP and DCP, while ensuring feasible and quality design outcomes. New ideas and approaches were identified to overcome development constraints such as the lack of rear laneways. Also developed the key aspects of the Plan such as Land amalgamation requirements sufficient to provide incentives for desired development; Building Envelopes determined by the Architectural Character of the Town Centre; Articulation Zones; Building Heights; Building Zones; Contributory Buildings; Setbacks and Transitional Development. Worked closely with and influenced site owners and developers in the design resolution of key sites, at master plan and DA stages/assessment and approvals, including the award winning FJMT commercial/residential development at Anzac and Doncaster Ave and the commercial/ student housing development at Anzac and Lorne Ave, Kensington. Of 12 Urban Improvement Programs in Sydney, the Kensington UIP was independently evaluated as having achieved the most outstanding triple bottom line results for its community. Key innovation was the preparation of a development density analysis, which enabled floor space, dwelling and population projections for the town centre and provided the basis for the new s94 contributions. These new plans were commended by the National Trust, for the mews solution for development near heritage buildings, and also by the Department of Planning involved community and business consultations including an exhibition shopfront and communications including quarterly newsletters, which were essential to the project's success. 3

These finalised plans received the Local Government Award and a high commendation by the Planning Institute of Australia (PIA). In Karen Armstrong s words in all of these projects, Joseph displayed a strong understanding, enthusiasm and commitment to achieving outstanding planning and design outcomes and showed an ability to grasp issues quickly and to provide innovative ideas and solutions to issues. The work was subject to stringent conservation requirements. 6 WORK EXPERIENCE ARCHITECTURE + CONSERVATION Business Consultant, Corporate Architect and Conservation Strategist Australian Governments - Sydney NSW September 1990 to July 1997 (In tandem with Regalia) Career has migrated from traditional architecture into corporate accommodation. Business models considered changes that should be made in light of optimal business practice specific to the operations of an organisation; in line with technology and spatial considerations, and how those considerations could best inform the physical requirements of accommodating the organisation's employees. His experience includes the strategic business structure and workplace planning and standardisation for Gosford City Council. The proposed decentralisation head office and four satellite precinct centres was a first in local government. Business strategies including change initiatives, workplace solutions, brief deliverables, establishment of a transparent tendering process, quality assurance and the design and delivery of corporate offices for multiple Government Agencies such as Prime Minister and Cabinet in Sydney, Ministerial and Senators, Australian Taxation Office, National Crime Authority, Federal Court, Federal & State Police including security agencies and the applauded NSW Law Reform Commission. The ideological interpretation, business structure, brief deliverables, design & construction of the inaugural offices for the Australian Human Rights & Equal Opportunity, set new national standards in open office design. Joseph achieved awards for the business structure, designs of workplaces using metaphoric theatrical staging to capture cultural sharing under a reengineered business structure. In light of heritage considerations he was also entrusted with the security services for the Prime Minister John Howard's residence Kirribilli House and his office in Sydney including the Heritage analysis of the post- prime ministership office for the former Prime Minister Paul Keating. Joseph majored in traditional architecture at university studying significant buildings and towns such as Durham Cathedral, England, Mont Saint Michel and Chartres France and the Temple of Ese Japan. His formative years were closely associated with Italian Urban and Conservation Architect, Dr Corrado Costantini, both in Sydney and Rome, implementing urban planning, ICOMOS and Venice Charter principles. Joseph was conversant with the principles of the Burra Charter at the time of its inception in Joseph is listed by the Heritage Council of NSW as a Conservation Architect (Management Plans/ Strategies). Conservation Studies included multiple items of heritage, Garden Island with the potential of public access for the Department of Defence. This undertaking in the mid to late 90s attracted the largest fee of its time in Australia. The most significant project was the applauded restoration of the Naval Chapel located at the first floor. Under the category of Adaptive Reuse at ground floor leading up to the Naval Chapel positioned is the foyer with a stairway and the design and construction of the mercurial Chapel of Remembrance in honour of those who perished when HMAS Sydney was sunk in the Indian Ocean during the Second World War.
