3 THE CORPORATION OF THE TOWNSHIP OF KING HERITAGE ADVISORY COMMITTEE 2016 Work Plan Education and Awareness The Committee will seek out opportunities to educate and promote heritage throughout the Township. This will include updating current materials such as the heritage section on the Township s website, producing flyers or articles, and celebrating heritage success stories throughout the Township. The Committee will also seek to engage members of the real estate community to help communicate the heritage process and respond to any questions or reservations they may have. Strengthening Communication The Committee will seek to strengthen its relationship with other organizations that have compatible goals, such as the King Museum, Library, and Archives, the King Township Historical Society, and Art Society King. Doors Open 2016 The Committee will follow through on its commitment to hold a Doors Open event in the Township in This will include ongoing communication and preparation with interested property owners, volunteer recruitment, property research and promotion. Pioneer Cemeteries The Committee will craft a request for proposal for an evaluation of the condition of the Township s pioneer cemeteries and the development of a long term work plan for their maintenance and improvement. Heritage Register The Committee will continue to prepare for a working session with Council in advance of bringing forth an updated work plan for the built heritage inventory review. The Committee will continue to work with Planning staff to review properties on the Built Heritage Inventory for inclusion onto the Township s Heritage Register. BACKGROUND This dwelling was built circa 1890 and was added to the Heritage Inventory in HERITAGE ATTRIBUTES PHYSICAL/DESIGN The dwelling at 332 Main Street displays a 1.5 storey rectangular plan with a gable roof. The dwelling has three bays and the exterior is covered in wooden siding. There is a verandah spanning the front façade, featuring a pediment over the central entrace, decorative bargeboard and carved wooden columns. HISTORICAL/ASSOCIATIVE VALUE There is no known historical / associative value. CONTEXTUAL VALUE Contributes to the character of the historic Schomberg streetscape. Page 4 of 37

EVALUATION OF HERITAGE VALUE The dwelling located at 332 Main Street helps to support the character of the area, has undergone minimal alterations since construction and is a good example of the style of dwelling representative of early Schomberg housing stock. As such, staff are satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value and recommend that this property be considered for inclusion on the Township s Heritage Register. BACKGROUND This dwelling was built circa 1890 and was added to the Heritage Inventory in HERITAGE ATTRIBUTES PHYSICAL/DESIGN The dwelling at 338 Main Street displays a two-storey L-shaped plan with a gable roof. The exterior of the building is composed of red brick with dichromatic quoins, and there is a brick chimney on the north side. The front windows on the projecting portion of the dwelling feature radiating voussiors and lugsills. HISTORICAL/ASSOCIATIVE VALUE There is no known historical / associative value. EVALUATION OF HERITAGE VALUE The dwelling located at 338 Main Street has undergone minimal changes since its original construction, notably the replacement of the front verandah. Despite the alterations, there has been minimal impact on the design value of the dwelling, which complements the character of the area well. As such, staff are satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value and recommend that this property be considered for inclusion on the Township s Heritage Register. The exterior is composed of brick and covered in board and batten siding. There is a recessed entrance and a shed verandah which spans the majority of the front façade. EVALUATION OF HERITAGE VALUE The building at 343 Main Street has been altered a number of times over the years. The exterior of the building has been covered in board and batten siding. Decorative shutters have been added to the windows and the side porch enclosed. Despite the alterations, much of the original building remains preserved and some of the alterations have the potential to be reversed. As such, staff are satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value and recommend that this property be considered for inclusion on the Township s Heritage Register. There is a protruding bay on the left of the front façade, and a verandah with above walkout across the remainder of the front façade. There is a brick chimney near the rear of the roof. EVALUATION OF HERITAGE VALUE The dwelling located at 350 Main Street has been significantly altered over the years. Most notably, the brick exterior has been covered in siding, a 1.5 storey addition has been constructed to the south and a two storey addition has been constructed at the rear. The second storey door was previously a window opening and the window openings on the front bay have been altered. Due to the cumulative impact of the alterations, staff are not satisfied that the dwelling meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value. Therefore, staff recommend that this property not be considered for inclusion onto the Township s Heritage Register and that it be removed from the Built Heritage Inventory. The exterior of the building is covered in stucco and features three bays. A verandah spans the front façade, supported by four tapering columns. The Heritage Advisory Committee (HAC) met at 7:00 pm in the Council Chambers, Township of King Municipal Building, 2075 King Road, King City. INTRODUCTION OF ADDENDUM ITEMS 2. APPROVAL OF AGENDA A motion was made by Augusto Nalli, seconded by Peter Iaboni and carried that the Agenda for the Heritage Advisory Committee Meeting of October 8, 2015 be adopted. 3. DECLARATIONS OF PECUNIARY INTEREST Augusto Nalli declared an interest in Item AGENDA ITEMS 4.1 Built Heritage Inventory Work Plan Verbal Report (All) The Committee discussed potential ideas for the upcoming Working Session with Council regarding the Built Heritage Inventory Review work plan. The Committee discussed the broad topics they would like covered, including explaining the existing process and what steps the Committee currently takes prior to recommending a property be added to the Heritage Register. Other items for potential inclusion in the Working Session include a summary of terminology, discussing common myths associated with heritage, discussion of insurance and property values, and where Heritage Impact Assessments may be required. It was further suggested that the Committee meet with members of the real estate community to do further outreach and education on heritage issues. Augusto Nalli volunteered to begin looking into this as a possibility. Heritage Advisory Committee Minutes Page 34 of 37
35 4.2 Doors Open 2016 Verbal Report (J. Elkow) The Heritage Advisory Committee Meeting Minutes Thursday, November 12, 2015 The Committee discussed Doors Open 2016, and the list of 10 potential properties for inclusion as part of the event. Members of the Committee provided updates on their attempts to contact property owners regarding their interest in participating. The Committee agreed to contact select properties regarding their availability in hopes of finalizing a Saturday in the coming year to schedule the event. The Committee also agreed to contact previous organizers of Doors Open to query how insurance for venues had been handled. It was noted that while the application form for 2016 has not yet been released, the typical due date for application is mid-december. Other topics discussed included volunteer recruitment, providing formal letters to interested property owners, and communication th Concession; St. Mary s Roman Catholic Church and Cemetery Verbal Report (P. Iaboni, D. Schaefer) The Committee received a verbal report from Peter Iaboni and Debbie Schaefer regarding the property located at th Concession. The property is listed on the Township s Heritage Register. The property was previously determined to have cultural heritage value or interest by the Committee in 2008 however the recommendation to Council for designation under Part IV of the Ontario Heritage Act was deferred in response to potential objection from senior members of the church. Peter Iaboni is currently awaiting response from the church following an internal meeting in November. 4.4 Communications Strategy Verbal Report (T. Coles, D. Schaefer) The Committee provided updates regarding their efforts to meet the 2015 Work Plan goal of achieving greater awareness and education regarding heritage. It was noted that an article in Mosaic Magazine is forthcoming regarding churches in the Township. Peter Iaboni also identified that he had submitted an article to the King Township Historical Society for inclusion in their newsletter King Road & 2175 King Road Update Verbal Report (J. Elkow) The Committee received a verbal update from Jeff Elkow on the properties located at 2169 King Road and 2175 King Road. The Committee had made a recommendation at the October HAC meeting to Council to file Notice of Intent to Designate both properties. It was identified that Council had supported the recommendation and that both properties are currently under their 30 day appeal period. 4.6 Heritage Conservation District Verbal Report (J. Elkow) The Committee received an update from Jeff Elkow on their previous request to allocate budget for the potential study of a Heritage Conservation District. The Township s 2016 budget process is currently underway, with a first draft anticipated in December. Heritage Advisory Committee Minutes Page 35 of 37
36 The Heritage Advisory Committee Meeting Minutes Thursday, November 12, Pioneer Cemeteries Verbal Report (J. Elkow) The Committee discussed developing a strategy for the maintenance of the Township s Pioneer Cemeteries. It was agreed that the Committee would begin to plan to initiate a Request for Proposal in 2016 to evaluate the existing conditions of the Township s Pioneer Cemeteries and identify a work plan / maintenance plan for them. 4.8 Shingle Plaque Program Updates (J. Elkow) The Committee received a verbal report from Jeff Elkow regarding the Shingle Plaque Program. A replacement plaque for Dufferin Street has been made and will be installed on the property soon. In addition, the Committee discussed a request to correct an error to the plaque at 349 Main Street. The Committee agreed with the provided research and will replace the plaque with a corrected version Keele Street, Augustinians at Mary Lake; Sign Application. Sign Application Verbal Report (J. Elkow) The Committee received a verbal report from Jeff Elkow regard the property located at Keele Street, which is currently designated under Part IV of the Ontario Heritage Act. The Township recently met with a representative from the property regarding installing a ground sign to better direct visitors. A variety of concepts were discussed, however no application has been made to do.
