5 / An area of exceptional natural beauty This outstanding location has a backdrop of the North Downs featuring wooded downland and chalk grassland, open arable fields and protected marshland adjacent to the tidal stretch of the River Medway as it meanders towards historic Rochester and beyond to the sea. The area beside the river has a long history of industrial activity principally associated with the cement industry and chalk extraction and a variety of later industries, long since cleared away. To the south east of nearby Burham, what is probably the largest UK vineyard to have been formed in recent years has been developed for Chapel Down. 6 A new bridge has been designed to sit harmoniously in the landscape A n investment of 19.5 million has been provided by the Government s Local Infrastructure Fund, administered by The Homes and Communities Agency (HCA). This investment will focus on creating the core infrastructure on which Peters Village can be built. A new bridge over the Medway will provide direct access into the village from a recently constructed roundabout on the A228 on the west bank of the river whilst a much improved local highway network will provide direct access to the A229 connecting Rochester with Maidstone on the east bank. The bridge itself has been designed to sit harmoniously in the landscape and will incorporate a separate cycle track and footpath to reduce the need for cars in the village. Each parcel for sale will be fully serviced to the boundaries and provided with bell mouths to the principal access. 8 / There are delightful walks, bridleways and cycle routes over the North Downs The village is within relatively easy travel range of the major shopping centres at Bluewater, Chatham, Maidstone and Bromley. The airports at Gatwick, Heathrow and Stansted are all readily accessible via the motorway system. There are delightful walks, bridleways and cycle routes over the North Downs, together with riverside marshland walks and an array of wildlife including buzzards and little egrets, deer on the Downs, sea bass in the river and a variety of flora and fauna, including ancient yew on the hillside. About 12 miles away is the location planned for the London Paramount Pleasure Park; and downstream on the river are a series of boat marinas and yacht clubs, all of which add up to a splendid rural Kent environment. There are good retail facilities in nearby Snodland and a Tesco Superstore at Aylesford. Within Peters Village a community hall is proposed, together with local shopping, a doctor s surgery, new educational facilities, playing fields and extensive areas of public open space. The Kent education system provides good grammar and comprehensive schools at Maidstone and Chatham and excellent primary schools at Wouldham, Burham and Eccles. Peters Village is also to have its own primary school. Local hostelries are to be found at Wouldham and Burham and, reached by footpath or car, the ancient Robin Hood Inn is high up on the North Downs, above Pilgrims Way. PETERS VILLAGE 12/13

9 This historic area is close to one of the principal Roman crossings used during the invasion of Britain two thousand years ago In AD43 the Battle of the Medway raged at the crossing point of the River Medway where the Roman legions were confronted by a massed army of the ancient British tribes, and the Roman victory altered the course of British history. Significant archaeological work has been undertaken as a condition of the planning permission. Above the northern part of Peters Village lies the ancient Pilgrims Way, scene of the famous Chaucer work Pilgrim s Progress. In the nearby city of Rochester lies the second oldest cathedral in England dating from the Norman period, together with its Norman castle constructed soon after William the Conqueror s invasion. Rochester and its historic streets and surrounds are also famed for their association with Charles Dickens. Further downstream is the well preserved Historic Dockyard at Chatham, so crucial to the importance of British Naval history including Trafalgar, with Admiral Horatio Nelson and his sailors based there for a while. It is said that Nelson was often rowed up-river to stay with Lady Hamilton at Wouldham Hall (since demolished). Beside Wouldham s delightful eleventh century church is the churchyard where Walter Burke, who held Nelson in his arms as he died, is buried. Close to the southern approach road is the picturesque medieval church of St Mary, now redundant but preserved and maintained by the Churches Conservation Trust. / PETERS VILLAGE 14/15

10 / Peters Village is a strategic residential site on the east bank of the River Medway Consented for up to 1,000 dwellings, representing an important element within Tonbridge and Malling Borough Council s (TMBC) five year housing land supply. Outline consent (TM/05/00989/OAEA) for the new village was granted in 2006 by TMBC in tandem with detailed consents for the new river crossing from both TMBC and Medway Council (TM/05/00990/FLEA and MC2005/0756 respectively). All relevant pre-commencement conditions and Reserved Matters have been dealt with to enable a lawful implementation of the consents. Trenport entered into two agreements under s106 of the Town and Country Planning Act 1990 in May A Deed of Variation in respect of affordable housing provision has subsequently been agreed with TMBC. The overall level of affordable housing to be provided at Peters Village is 25% (half as affordable rent and half as shared ownership), however no affordable housing is required until after construction of the first 150 units. Other planning obligations covered by the s106 agreements include education, library contribution, youth and community matters, adult education, ecology, medical accommodation, play areas, a community hall, bus subsidies, off site highway and off site flood defence financial contributions. Trenport will assume all responsibility for s106 payments and obligations save for the provision of play-space/equipment within residential parcels. 11 / The layout of Peters Village has been designed to take full advantage of its proximity to the River Medway Fully serviced parcels with all mains services and road access are to be offered for sale over a period of time. These are likely to range in size from around 50 to 200 dwellings, to be located in four distinct character neighbourhoods. The first two neighbourhoods are located in the area adjacent to the River Medway where a riverside frontage vernacular, influenced by some of the elegance and character of Greenwich, will form part of the gateway both to the south and the west. On the opposite side of the principal southern access road will be the Village character area with an Arts and Crafts influence within the design, marrying with its rural setting and nearby retained Grade II listed building and mature trees. Leaving the riverside and the area immediately adjacent to the southern access road, the road proceeds in a loop past a significant green space serving as the village playing fields into the base of the excavation area where the third character neighbourhood will be located, adjacent to the nature reserve. The loop road will link to the fourth neighbourhood located on a chalk plateau, with spectacular views over the Medway Valley and to the North Downs beyond. PETERS VILLAGE 18/19

12 / The first of the land parcels to be sold will have the benefit of full planning approval The first of the land parcels to be sold will have the benefit of full planning approval whilst the later sales may be subject to agreement on reserved matters. In all instances strict standards of adherence to a design code and site management will be required from developers with a view to sustaining value levels and providing a managed and secure environment for home occupiers. At an appropriate point in the development timeline, Trenport may transfer the freehold ownership of the Amenity Areas to an SPV (likely to be a private UK Company limited by shares or guarantee). The terms of each sale of a unit will require each unit to become a member at a point in time that Trenport dictates (and which might never occur) to shares in the SPV, so that Trenport can pass ownership to the individual owners as it nears the end of the development. Trenport will retain a golden share control until its exit. The SPV will sub-contract delivery of the estate services and collection of an Estate Charge to Guinness Homes who will act as the managing agents and receive a management fee. Guinness will manage the Amenity Areas and all other areas not occupied by houses, standalone commercial units or areas adopted by the local authority. Funds for the management of these areas will be provided by individual freeholders and leaseholders who will contribute to the Estate Charge. This will be documented with a separate rent charge deed between the Management Company and each individual purchaser. PETERS VILLAGE 20/21

13 / The site s village centre will be located close to the River With amenities including a community centre, medical centre, local retail facilities, employment units and possibly a public house. A one-form entry primary school which may expand to two forms is envisaged under the terms of the Planning Approval. PETERS VILLAGE 22/23

14 / Phase 1 forms the gateway to the site from the south Serving as the gateway to the site from the south, linking to the southern road improvements which are currently under construction. Phase 1 benefits from a large section of river frontage to the west which makes it one of the most desirable locations within the village, with open countryside to the south and a nature reserve to the east managed by Kent Wildlife Trust in accordance with policies agreed with Natural England. Phase 1 occupies the southern half of what will be known as the Village Centre comprising 152 private units of mixed size at a density of circa 30 dwellings per hectare. No affordable housing will be required in Phase 1. The Phase is split into two parcels by the proposed main spine road through the development, which runs broadly north-south. The larger of the two parcels lying to the west of the spine road, Phase 1A extends to hectares / 7.11 acres (99 units) and Phase 1B lying to the east extends to hectares / 5.23 acres (53 units).
