So much of how the world operates today is due to the ground-breaking work of a collection of talented men and women who set to break the German code during World War II. These talented people worked at a bucolic campus 50-miles northwest of London in a site called Bletchley Park. The Royal navy captured a German submarine in the North Atlantic and commandeered the German Enigma Machine along with their all-important cypher keys and guide books. Because of the importance of the discovery, the submarine was sunk and the only signal from the event was a message from the British that the ship was sunk. The belief was later realized that Germany had no idea of what the British naval officers had confiscated. Along with the machine and the cypher keys, there were also code books that were taken and other material. The machine and the material was delivered to the Bletchley Park site where the British government had collected young mathematicians, cyphers, linguists, chess champions, crossword puzzle experts and others with other unique talents. The effort at Bletchley was conducted and managed in the highest secrecy. The men and women who worked there had to sign the Official Secrets Act of 1939 that held them to absolute secrecy regarding what they were doing and what they were doing with whom. The workers were barred from identifying what they were doing at Bletchley Park, even to their spouse. As far as family members knew, those who worked there were working in some backwater area of British government instead of working on the front of British intelligence to break the German code and to win the war. An imposing British mansion marked the entrance to Bletchley Park and outside that house were a number of innocuous buildings that were called huts. Each hut was segregated to accomplish a certain activity that contained a select number of people working on the same project. The effort at segregation was designed to accomplish the broader goal with only a very few people knowing what that broader goal actually was. The purpose of each Hut was known only to those who worked there and to the few that oversaw the entire Bletchley Park operation. In addition to working on the German code, the workers there were also engaged in breaking the Japanese, the Italian and they also worked to break the Russian codes. As all of this code braking activity was going on, there was one man within the tight circle of experts who understood, it was necessary to discover one element of the job that would allow the workers to identify how the code created by the Enigma was changed. Component parts of the machine included a series of wheels that would change the code and could be changed daily. With a simple movement of the wheels, the codes for the day were changed and the number of options went beyond what the human mind could calculate. The wheels held letters and worked in conjunction with a number of electrical connections that could be altered to operate the machine. By changing these elements of the machine, the number of possible individual code options reached numbers in the billions. That was why Mr. Turing was allowed to execute his experimentation with digital technology that led to the invention and development of the first Bombe that was a first version of a computer. The early initial work running through 1941 by Turing led to no breakthrough. The initial effort was designed to take captured messages and to have a first effort to create the Bombe to find a point of connection or comparison with letters and numbers that could create words. The problem at that point was a lack of assets and people capable of moving the process forward to break the code. By October 28, Turning wrote a letter to British Prime Minister Winston Churchill that identified the problems his group had that was denying them success. Churchill wrote to British General Ismay demanding, Action on this, and action did occur along with funding to add more people and equipment to Turing s efforts and experiments. Because of this lead by Prime Minister Churchill, those who were at Bletchley Park at that time reported later, problems that had held them back earlier, had disappeared. The success of the Bombe that Turing imagined and developed was repeated and by the end of World War II, British intelligence at Bletchley Park had 20 such machines in operations capturing and deciphering messages transmitted by the German government and other governments. Because British intelligence had the Enigma machine and because they had broken the code, they had to be careful and not disclose this truth to the German s. Though British forces could have thwarted many efforts and incursions by the German army, navy and Luftwaffe during the war, to have stopped them would have provided a potential compromise of the effort being advanced by British intelligence. Though the rumor was never disclosed until years after the war, only three people, other than those involved in the code breaking efforts, knew that the British held the Enigma Machine and their success. Those who knew included Prime Minister Winston Churchill, the American President Franklin Delano Roosevelt and the American head of the Office of Strategic Services (OSS), the predecessor to the Central Continued on the next page... BPD Applies For Federal Grant By James Middleton The Belvidere Police Department is applying for a federal grant that could result in over $300,000 in funding for the city to fight gang activity. The grant is part of a total $3 million national grant offered by the US Department of Justice under the office of Juvenile Justice and Delinquency Prevention. The Belvidere Police has been very serious about controlling gang crime in the city hopes to earn the grant and to have available even more tools to better manage gang activity. The application process was announced by Belvidere Police Chief Jan Noble. When finished, the application will be sent to Washington DC for evaluation. Belvidere Police Sergeant Matt Wallace who is leading the grant application process said the decision of the Justice Department should be known in October. Sergeant Wallace is the Belvidere gang unit supervisor and a detective section supervisor and he would he assigned to head up a special unit if the city is chosen to receive the grant. Chief Nobel said, This is a multi-disciplinary grant and we would hope to coordinate with city and county authorities as well as to work with District #100 officials and those in the Belvidere Park District. Chief Nobel expects, if the city is awarded the grant, We would have a full-time officer to coordinate existing strategy and to coordinate gang management activities. Sergeant Wallace said, We will be writing the grant to explain to the Justice Department officials what we plan to do. We actually want to do a lot more with what we can accomplish now. Sergeant Wallace also said, If we receive the grant we could have a full-time gang coordinator position who could provide oversight of our outreach programs our intervention and they could also be involved in intelligence gathering. Sergeant Wallace added that intelligence gathering is a vital element in the prevention of gang activity to make the community safer. The current Boone County state s attorney, Michelle Courier, was instrumental in obtaining civil injunctions against gang leaders in town and, according to Sergeant Wallace, That has done a lot to control local gangs. This activity spearheaded by Ms. Courier could be considered to be an alternative activity to manage gangs and that is what Sergeant Wallace said needs to occur here. We must also get more involved in using social media here in law enforcement, Sergeant Wallace said. In addition, it is expected that Sergeant Wallace and the police staff should be more engaged in gang management through effective data-mining to gain more intelligence. The gang unit in Belvidere is now a part-time unit however, with the injection of $300,000 that could come from the grant that could move the unit forward into new areas of management. The position that we want to create would go further beyond mere enforcement, Sergeant Wallace said. Craig Schultz Passing It was announced Thursday morning, May 12 that a former Belvidere alderman and a current Boone County Board representative had unexpectedly died. At the publication of this piece, it remained too early to determine a cause of death as final arrangements were being made. Mr. Schultz was a life-long resident of Belvidere having graduated from Belvidere High School. Some who knew him remembered Mr. Schultz as a star athlete in track and field competitions during his years at Belvidere High School. Mr. Schultz was elected to serve in the Third District of the Boone County Board in He had successfully moved through the primary voting this spring and would have appeared on the November ballot seeking reelection to serve a second term. County Board chairman Bob Walberg (District 1) said, This is very sad news. He was a good County Board member and he always worked for the best interests of the county. Mr. Walberg also said, Craig always spoke about the issues and not about personalities. Belvidere Mayor Michael Chamberlain served with Mr. Schultz when they were aldermen on the City Council. Mr. Chamberlain said, This news gives us a heavy heart. He was a friend and a respected colleague. Mr. Schultz served on the Belvidere City Council from 2007 through Mr. Chamberlain added, We were friends and he will be missed.

The three were the only people who were trusted with this information. Many years lapsed after World War II ended before some of those who worker at Bletchley Park took the risk to tell their spouse of what they actually did in those huts on the grounds. It should be noted that a tight camaraderie emerged among those who worked there that sustained through the remaining years. It was been suggested, those who were colleagues would look at one another and seem to understand what they were thinking without voice words. In Our 21th Year Wallace added, there is more that can be done. He also said, We cannot stop now and we need to create a partnership with the schools to have a broader appeal. The grant is being submitted now and the Justice Department will take the next few months to evaluate the applicants who will have come from across the nation. 3 In Our 21th Year The Boone County Journal May 13th Days of Reckoning Those days of reckoning arise at pivot points in almost anyone s life that seem to appear when change is wanted or when change must respond to an unsatisfied need. Financial emergencies have been at hand at Northern Illinois University (NIU) and at all six state sponsored post-secondary universities due to Illinois General Assembly and the Governor being unable to enact a budget. Arguably, post-secondary education in Illinois is at a point when emergency measures are needed to evaluate the future direction of curricula, to appeal to students and to forge an improved path of education. If change does not occur some state schools could disappear. NIU administrators are now reevaluating all classes, courses and colleges to decide which should be retained, which should be expanded and which should be eliminated. A rumor in DeKalb suggests that the current NIU President, Douglas Baker moved here to hone an academic meat cleaver to amputate whatever does not meet with a mythical vision of the future of this state supported college education. The standards for analysis are not known that will be used to prioritize educational curricula. There are corporate leaders experienced in these types of activities. They are the strangers who appear after a merger is announced. They are sheltered in closed office suites or slink in and out of conference rooms focusing on computer print-outs bearing gibberish. This gibberish is, of course, breathing people who are being evaluated to determine who will be saved and who will be cut. This activity is going on now at NIU as a committee hypothesizes unnamed standards by which they are, allegedly, evaluating every element of NIU to determine who will be retained and who will not. This is cold-blooded business, apart from a perception of an idyllic educational Utopia when executives diminish dedicated employees to computer gibberish and at the end of the day toast their colleagues after another layer of fat had been cleaved. Such as they are, detailed reports were issued on May 2 to disclose the status of this process. It appears from a paragraph that introduces these reports but they are available only to those with an academic ID s and password. Why should a state supported educational institution shield the public from their full report? The broader question asks if further disclosure of their results might jeopardize their ability to gain a salary for what they are doing. Another question asks if their job of evaluating priorities is also a part of the overall evaluation process. The introductory paragraph harkens more to cutting than expanding. The language found there celebrates the work of the participants, The process has been thorough, inclusive, data-informed and transparent. Yet, the full results are shielded from public view. Executive summaries are available for public scrutiny but the full reports are available for only those eyes that have met university standards. The question could be asked if lawyers should accept executive summaries of the law when preparing to defend a client. Why should the community settle for summaries instead of a full report? The paragraph concludes, These reports will guide the next phase of the Program Priority Process. In this phase, vice presidents and other division leaders, including deans, will review the recommendations within these reports, review feedback from the university community, consult with program leaders, and develop action plans for further review. No mention is made of students being involved in the final evaluations. However, we should note, change can be a good move. Change heralds the end of a chapter and introduces a new chapter that could be of greater benefit to DeKalb and to the NIU community. It is appropriate for NIU to engage in this activity but the process should be transparent and not shrouded in secrecy. Recommendations of the committee responsible for evaluating the colleges and departments should report their findings to all members of the university and the city community and to allow for questions of how the process occurred. Those asked to reduce or to expand their curricula should have a clear understanding why these decisions were made and how policy at the university could be modified and improved to keep pace with change. NIU employs enlightened individuals who should be able to keep pace with change. Because NIU is a state supported institution does not mean that the leaders should not be expected to respond to change before danger signals appear such as is those at Chicago State University, Western Illinois University and at Eastern Illinois University. Some suggest that the pace of consolidation that marked corporations through the 1990s and later should occur in the state university system. Those people question the need of a lithographic curricula at all six state colleges in addition to the Art Institute of Chicago, Agustana University, Illinois Wesleyan University and at Illinois community colleges. Many also point to repetitious curricula and questionable classes that have little connection to the real world as being chaff that needs to be filtered from the system to make higher education more responsive to the needs of current and future students. These are points for discussion at a later date but for now, consideration of change at NIU is a good step and one that should occur. This prioritization process should be conducted in the light of day. Anything less resembles smoke-filled rooms of bloated middle-aged politicians who make decisions shielded from the vision of those who pay their salaries. We might have thought that those days were long gone. At NIU, perhaps those days are not only relegated to the dusty pages of history. This report is intended to provide you with important information about your drinking water and the efforts made by the Village of Capron Water Department to provide safe drinking water. For more information regarding this report please contact: Curtis McNames of the Village of Capron Water This report will not be mailed to each home, but is available by request from Village Hall 250 W. Main Street ( ). Source of Drinking Water: The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pickup substances resulting from the presence of animals or from human activity. Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming. Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff, and residential uses. Organic chemical contaminants, including synthetic and volatile organic chemicals, which are a by-product of industrial processes and petroleum production, and can also, come from gas stations, urban storm runoff, and septic systems. Radioactive contaminants, which can be naturally-occurring or be the result of oil and gas production and mining activities. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the USEPA s Safe Drinking Water Hotline at (800) In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health. Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers USEPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the USEPA s Safe Drinking Water Hotline ( ). The source water assessment for our supply has been completed by the Illinois EPA. North Street 593 gpm line shaft well Based on information obtained in a Well Site Survey published in 1990 by the Illinois EPA, several potential sources are located within 1,000 feet of the wells. The Illinois EPA has determined that the Capron Community Water Supply s source water is not susceptible to contamination. This determination is based on a number of criteria including; monitoring conducted at the wells; monitoring conducted at the entry point to the distribution system; and available hydro geologic data on the wells. Furthermore, in anticipation of the U.S. EPA s proposed Ground Water Rule, the Illinois EPA has determined that the Capron Community Water Supply is not vulnerable to viral contamination. This determination is based upon the evaluation of the following criteria during the Vulnerability Waiver Process: the community s wells are properly constructed with sound integrity and proper siting conditions; a hydraulic barrier exists which should prevent pathogen movement; all potential routes and sanitary defects have been mitigated such that the source water is adequately protected; monitoring data did not indicate a history of disease outbreak; and the sanitary survey of the water supply did not indicate a viral contamination threat. Because the community s wells are constructed in a confined aquifer, which should prevent the movement of pathogens into the wells, well hydraulics were not considered to be a significant factor in the susceptibility determination. Hence, well hydraulics were not evaluated for this system ground water supply. Water Quality Test Results: The following tables contain scientific terms and measures, some that may require explanation. Definitions: Maximum Contaminant Level or MCL: The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. Maximum Contaminant Level Goal or MCLG: The level of a contaminant in drinking water below which there is no know or expected risk to health. MCLG s allow for a margin of safety. ppm: milligrams per liter or parts per million or one ounce in 7,350 gallons of water. ppb: micrograms per liter or parts per billion or one ounce in 7,350,000 gallons of water. Avg: Regulatory compliance with some MCL s are based on running annual average of monthly samples. na: Not applicable. Maximum residual disinfectant level or MRDL: The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum residual disinfectant level goal or The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLG: MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.
