This image was taken on December 12, just over 64 years ago by a matter of days. While it wasn t the same Hometown Christmas we take part in today, Belvidere at the time had its own form of holiday celebration. Mothers and children from far and wide congregated in the downtown to come and send their holiday greetings to St. Nick. Based on the fact that the child being held by our local Santa appears to be a few months in age, it can be assumed that today, she would be in her mid-sixties. Who the child is, and whether or not she is a current resident of Belvidere is entirely unknown. Visible behind the crowd of people is Walter s Shoe Clinic. This shop specialized in custom-made NIU Trustees Approved $600,000 Severance Package Staff Writer The Northern Illinois University Board of Trustees unanimously voted to approve a $600,000 severance package Dec. 7 for former University President Doug Baker, who resigned amid a patronage scandal. Baker resigned from his post in June following the release of an investigation showing improper hiring practices. It revealed NIU paid a combined $1 million to at least five people the university hired as though they were part-time instructors to avoid competitive bidding requirements. Investigators said that under Baker s watch, the university committed a pattern of circumventing procurement requirements and violating employment policies and rules. At the end of this day, none of this chaos truly matters. Before worrying about any of this, take into account how far we ve come. Now is the time to focus on the goods of the past year rather than the bads and moving forward from there. This is December. Christmas to some, Hanukkah and everything in between for others. Regardless of any preferred form of celebration, now is a time to appreciate and spend with the people who really matter. restrictions. Unfortunately for Illinois taxpayers, expensive Belvidere City Council Modifies Previous Ordinances By Sofi Zeman On Monday, December 11, Belvidere s City Council met for a Committee of the Whole meeting to discuss matters pertaining to Public Works, along with Building, Planning and Zoning. Topics such as the Corporate Parkway parking situation, stormwater retention, oversized parking and sewage treatment were brought to the council s attention. Parking Restriction: The restriction previously set for on-street parking from Crystal Parkway to Tripp Road was originally intended as a safety precaution. This has since caused difficulties in Magna employee parking, due to a dearth in available spots to satisfy over 1,000 employees. A possible solution suggested at the meeting was to lease out the former KMart parking lot and shuttle employees of Magna to their workplace. While alternatives are still being devised, finding a solution to this issue will be discussed at the next council meeting. IDOT Stormwater Retention Update: A previously discussed proposal to place a water retention facility along US Route 20 was up for further discussion at Monday night s meeting. Bellwood Pond was discussed as a possible location. While two ongoing models are in the works, this project will be included in the 2018 budget and is expected to be put in action come January. This project will be paid for through capital funds. Parking of Oversized Vehicles: A motion was passed to repeal a portion of the municipal code restriction on the parking of recreational vehicles. Restrictions included that the vehicle must: be in good condition, not pass over any sidewalks, cannot interfere with residential life and may not be used for permanent living. Any violation of these rules results in the vehicle having to be stored in a fully enclosed storage space. The motion was a formality to allow cleaning up of the ordinance, making slight modifications. This topic is now falls under the Zoning Code rather than Municipal Code. Sewage Treatment: Belvidere residents living off of Business Route 20 brought up sewage overflow in their neighborhood homes at the meeting Monday night. Multiple homes in the area have had backflow of sewage flooding in their basements after storms. They claim that the flooding was a result of the removal of a pump station on the west side of Business 20, along with pump failures within the past few years. Aside from the flooding, it has led to tens of thousands of dollars spent towards restoration fees. They were instructed by the city to install a check valve in their system to help prevent this from occurring again and went to the council, asking that the city reimburse them for the installation fee of the valve, the cost of which is $3, While the city council acknowledged that paying for said restorations is not in their department, they modified a previous sewage prevention method. Currently, the city will provide information on purchasing a check valve only after a backflow issue such as this occurs. The plan is for this to be changed to the community being informed on the check valve prior to a sewage incident and make it the resident s choice whether they want to purchase it or not. The goal of this change is to prevent this issue from happening entirely rather than dealing with it when the problem occurs. golden parachutes at Illinois public universities are nothing new. Begging to differ, Boeing CEO Dennis Muilenberg wants Boeing metal to be the first on Mars. Boeing is certainly putting its money where its mouth is. It plans to spend $6 billion on research and development next year. Not so fast! says Amazon founder Jeff Bezos, who is bankrolling yet a third space exploration company that wants to go to Mars. Exciting times, aren t they? Pushing the American frontier to the Red Planet. And speaking of seeing red, returning to earth, we are dismayed to once again see local politicians squabbling over each other s nominating petitions. This past Spring it was Bill Robertson forcing his opponent off the ballot for Belvidere Township Supervisor. Mr. Robertson s efforts were rewarded in that he didn t have to face a contest for the job. Nothing like success to inspire others. We now have a flurry of these objections. It seems that the incumbent Boone County Board member for District 2, Sherry Giesecke committed the heinous, unpardonable offense of submitting a petitions to the Boone County Clerk that lacked page numbers! Gracious! Randall III discovered this violation of Illinois Election Code Section 5-7/10 and reported it to the Boone County Officers Electoral Board, who convened a hearing Tuesday morning and removed said offender from the ballot. Justice in action! Possibly inspired by this act of civic heroism, T. Bruce Watson has challenged Diann Helnore s petition to be Precinct Committeeman for Precinct 19. A hearing will be held this morning to determine the merits of this charge. And if that wasn t enough excitement for Boone County, on January 6, the Electoral Board will hear objections to the nominating petitions of seven school trustees, namely Kelly Galluzzo, Daniel Wilson, Frank Marks, Heather Sell-Wick, Jason Colson, Edward Mulholland, and Joseph Haverly, We must protect our children, don t you know! In the case of Ms. Giesecke, she was running unopposed for the Republican nomination. This will remove her from the primary ballot. At the April Boone County Republican Convention, the party is likely to nominate her as their candidate for the general election in November The practical effect of Mr. Randall s challenge will be meaningless, except to waste the time of the States Attorney, Circuit Clerk and County Clerk. Any voter who chooses to retain Ms. Giesecke as a County Board Member from District 2 will be free to vote for her. We are not going to discuss the merits of the decision of the electoral board, prior court decisions or Illinois law on the matter, except to say that the purpose of the law is clearly to facilitate the administration of government, not slavish devotion to dotting i s and crossing t s. We may agree and disagree with Ms. Giesecke on substantive issues before Boone County. But we feel it appropriate to acknowledge and publicly commend Ms. Giesecke s hard work as Chairman of the County Board Finance Committee. Among other duties, Ms. Giesecke has worked long and hard along with others to produce a balanced budget for the county that is over 100 pages long. This is not an easy job and requires considerable skill and judgment. Ms. Giesecke s annual compensation for her efforts is only $4,550. This paltry sum would be unheard of in the private sector for such a task. In our world, and we presume among the Martians as well, there is such a thing as tact. One does not have to speak when it is inappropriate. Assuming for the sake of argument, that Mr. Randall s objections are technically correct, we believe he should have held his tongue. We want to see more, not fewer choices on our ballots. We want candidates to run on merit, not the size or gauge of the staples holding their opponent s petitions together. We get it. Politicians want to win and many elected government positions represent good jobs in an increasingly tough world. But the goal should be to acquire the skills needed to perform the jobs of tomorrow at Tesla, Boeing and Amazon, not cling to the patronage world of yesteryear. Not the headaches, but that moment when you hope nobody saw your embarrassing loss of control. You might get up and try to make light of it with the words, And for my next performance, I will be swallowing a whole chicken! But you cannot make light of a head injury, especially one that gives you headaches. Many things could have happened, including a skull fracture, a broken blood vessel in the brain, or something more related to the neck which would be called a cervical subluxation. If that region is misaligned and out-of-balance, there is a corresponding disturbance within the brain and body that can cause headaches and many other symptoms.
