All references to the Department shall mean the County. The English System of units shall be used on this project. Background: Mercer County Bridge is designing replacement structures for the above referenced sites. Services, to supplement the County s design effort are detailed below for each site. Each of the proposed replacement structures is anticipated to be a precast reinforced concrete box culvert. No federal funds are anticipated to be used for any part of these projects. Page - 2

3 General Prepare all necessary designs, calculations, plans and documents for the listed items necessary to secure final P.S.&E. approval of the project. All tracings, plans, specifications, drawings, studies, computations, models, mosaics, maps and all other materials, supplies and designs prepared, developed or obtained to complete the project shall be delivered to and become the property of the County. The original survey books, notes, sketches, records, charts, computations, computer programs, test results, and other data prepared or acquired to prepare the project shall be delivered to and become the property of the County without limitation or restrictions on their future use. All plans prepared for this project must be supplied to the County on reproducible mylar and on computer media in AutoCAD TM 2002 or later format. The major tasks are listed below: -Part 1 - Preliminary Engineering Services This work will consist of preliminary engineering services to supplement Mercer County s in-house design effort for the replacement of the structures which include, but are not limited to the following: Wetlands Investigation and Report, Subsurface Boring, Sampling and Testing Contract, Preliminary Right of Way Activities, Foundation Report. Level 2 Categorical Exclusion Evaluation All sites except Tower Road It is anticipated that a Level 2 Categorical Exclusion Evaluation (CEE) will be needed to obtain the required environmental clearance for the proposed bridge replacement. Prepare the following for inclusion in Mercer County s document: Prepare an individual Wetlands Investigation and Delineation Report for each site except Tower Road. Identify, inventory, classify and analyze the physical and biological elements of streams and waterways within the project study area and the quantification of potential stream impacts. Title 25, Chapter of the Pennsylvania Code will be used to identify wetlands and determine the impact of the proposed alternatives. Subsurface Boring, Sampling, and Testing Contract All sites Prepare and administer the Boring Contract in accordance with DM-4M pp Advance core borings a minimum 10 below existing streambed: 1 boring - Tower Road (T-905), Greene Township [Bridge 125] 2 borings - Perrine Road (T-670), Sandy Creek Township [Bridge 414] 2 borings - Sample Road, City of Hermitage [Bridge 2326] 2 borings - Reiber Road (T-492), Lackawannock Township [Bridge 2404] 2 borings - Old Ash Road (T-944), Springfield Township [Bridge 3099] Preliminary Right of Way Activities All sites Preliminary location surveys for Tower Road, Sample Road, Reiber Road, and Old Ash Road have been completed by Mercer County and base plans have been prepared. Prepare a limited amount of surveying as required to prepare a preliminary right of way plan for the project. Perform this work in accordance with current Design Manuals and policies. Page - 3

4 Field Surveys Perrine Road Obtain field survey data as required to prepare a base plan for use by the County in their design effort. A bridge survey in accordance with Section 6.2 of Pub 122M is required. The roadway centerline limits for this project will be 200 feet either side of the crossing. The stream reference baseline for this project will be 200 feet upstream and 200 feet downstream from the structure. Stream cross sections at 50 foot intervals, perpendicular to the baseline are required. Roadway cross sections at 50 foot intervals are also required. One benchmark is required on each side of the structure. Collect topo as detailed in the manual. Prepare a base plan with a minimum scale of 1 =25 feet. Include 1 foot contours on the base plan. Locate and depict the existing structure headwalls and wing walls on the base plan. Foundation Design: Prepare and obtain acceptance of individual streamlined foundation submissions for each site in accordance with Section of Design Manual Part 4. -Part 2 - Final Design Services This work will consist of final design services for the replacement of the above structures which include, but are not limited to the following: Final Right-of-Way Plan, and Right of Way Appraisals. Final Right of Way Plan: Prepare a right of way plan as required for parcels to be acquired and any temporary easements for construction purposes. Include the services of a state approved appraiser as required. Submit appraisal documents to the County and obtain acceptance. Mercer County will conduct negotiations for easements. All appraisal and negotiation functions, as well as preparation of the plan will be in accordance with the Local Public Agency Guide, PennDOT's Right of Way Manual, and Design Manual Chapters 3 and 5. Submit the final right-of-way plan to the County for review. Department provided deed, temporary easement, agreement of sale and settlement statement forms will be used. Appraisals: Assume the following: 2 appraisals - Tower Road (T-905), Greene Township [Bridge 125] 4 appraisals - Perrine Road (T-670), Sandy Creek Township [Bridge 414] 2 appraisals - Sample Road, City of Hermitage [Bridge 2326] 2 appraisals - Reiber Road (T-492), Lackawannock Township [Bridge 2404] 2 appraisals - Old Ash Road (T-944), Springfield Township [Bridge 3099] Terms, Conditions, and Provisions The Consultant agrees to comply with and to provide the required work and services in accordance with the provisions listed below, which are to be incorporated into the AGREEMENT by reference. a) Commonwealth Contractor Responsibility Provisions, dated October 25, 2010 b) Consultant Integrity Provisions c) Commonwealth Nondiscrimination/Sexual Harassment Clause, dated February 24, 2015 d) Offset Provision for Commonwealth Contracts, dated April 16, 1999 e) Pennsylvania Election Code, dated February 22,2001 f) Publication No. 442, Bureau of Design Specifications for Consultant Agreements, dated 3/13/2001 g) Provisions Concerning the Americans With Disabilities Act, dated October 14, 2011 h) Contract Provisions Right To Know Law The Consultant will be required to certify their compliance with the following requirements: a) Consultant's Certification of Non-Collusion b) Certificate of Restrictions on Lobbying c) Consultant's Acceptance of PA Workmen's Compensation Act Page - 4

5 The Consultant agrees to comply with and to provide the required work and services in accordance with the Department's Pub. 93 and the following standard method of payment special provisions: Method of Payment -Cost Plus Fixed Fee, Pub. 93 Method of Payment -Specific Rate of Compensation, Pub. 93 The scope of work and services, as set forth in the Consultant's technical proposal, is to be performed in conformance with the requirements of the applicable provisions of the current Department Publications, Manuals, Handbooks, Policies and Procedures. The Department and the Consultant shall confer at any time when the Department issues an amendment, revision, amplification, increase, and/or change to any Publication, Manual, Handbook, Policy or Procedures to determine whether there is a change in scope and/or accepted work and services completed by the Consultant which is ordered changed. The Department, with the approval of the Federal Highway Administration (FHWA) when applicable, where there is such a change, will issue a Supplemental Agreement. Selection Criteria The County will establish an order of ranking of a minimum of (3) firms for the purpose of negotiating an Agreement based on the County s evaluation of the statements of interest received in response to this solicitation. The final ranking will be established directly from the statements of interest. Technical proposals will not be requested prior to the establishment of the final ranking. The following factors, listed in order of importance, will be considered by the County during the evaluation of the business partners submitting statements of interest. Criteria Description Selection Criteria: 1. Past experience of the prime and sub-consultant(s) in Pennsylvania (emphasis on District 1-0 projects) with respect to work quality, cost control, timeliness of submissions, and Department evaluation. Provide a client contact for PENNDOT and PA Turnpike projects 2. Experience and technical competence of the design team will be considered. List the key team members (project manager, lead bridge designer, lead highway/ traffic designer, and environmental manager) for both the prime and subconsultants, their individual years of applicable experience, and their experience on similar projects. If a single individual is to serve in multiple capacities (i.e. - project manager is also lead bridge designer), please specify. Provide a client contact person's name and telephone number for similar projects identified. 3. Firm must clearly describe their method of controlling the quality of project plans and submissions by outlining a project specific Quality Assurance/ Quality Control (QA/QC) Plan for the project team (includes sub-consultants). 4. How will you pursue project delivery in relation to developing and/or meeting design and construction project schedules? 5. Team must demonstrate familiarity with the project and demonstrate how their experience and project approach can be beneficial to the success of the project. Team must demonstrate how their approach will result in a cost effective project in the design, construction, and maintenance phases. 6. Location of firm with respect to the project site and the Mercer County Bridge office in relation to their ability to provide quick response to Mercer County Engineer requests. 6 Preparation of Price Proposal A price proposal will be required from the firm recommended by the committee after review of the technical proposals. Prepare the price proposal in two parts as defined above. Payment method for Part 1 and Part 2 will be Cost plus Net Fee. Prepare the proposal in accordance with the "Guide for Preparation of Engineering Agreements." Use the specific subcategories as defined in this scope to tabulate man-hours and costs. Submit five (5) copies of the price proposal to the County by the date that will be established at the scope of work meeting. Negotiations will be conducted by the County. Page - 6
