4 commissioning of system (Indent-14373) 1.1 COVER-I (Technical bid) shall contain the following documents. ELIGIBILITY CRITERIA: i) A valid copy of the registration certificate of KPWD and above. ii) The requisite Earnest Money Deposit in e-cash. iii) Valid EPF Registration Certificate is mandatory. Note: 1) The successful bidder shall furnish within 15 days from issue of letter of intent before entering into agreement (1) Copy of Income Tax returns filed mentioning PAN and TAN for the financial year (Assessment year ) and 2) Latest Copy GST Certificate issued as at the end of at least 2 quarte / as per norms applicable prior to the date of entering into agreement, failing which the EMD amount will be forfeited and the tender will be rejected and the bidder shall be liable for subsequent penal action including black listing. 2. Cover II shall contain the financial bid. The cover -I (Technical Bid) will be opened fit and evaluated to determine the eligibility. Thereafter Cover-II (Financial Bid) of only those bidde who fulfill the pre-qualification criteria and other conditions as mentioned at Para -1.1 will be opened. 3. Issue and submission of e-tender documents: E- Tendering 3.1. Aspiring bidder who wish to undergo training to e-tendering should submit their request in writing to undeigned on or before seven days from the last date of submission of tender and the training will be conducted for such contractor from am on all working days at the centre for e-governance MS building Bengaluru The aspiring contracto who have not previously obtained the user ID and Pass ward for participating in e-tendering may now obtain the same by requesting in writing to the Managing Director, KBJNL Regd. 5 3.6 Cover I (Technical bid) will be opened in the office of the Executive Engineer, KBJNL ALBC Division Almatti on at AM. 3.7 Cover II (Financial bid) of qualified bidder will be opened in the office of the Executive Engineer, KBJNL ALBC Division Almatti on at11.00 am. 3.8 The contractor can pay the Earnest money deposit (EMD) in e-procurement portal using any mode of payment such as a) Credit card / Direct Debit / National electronic fund transfer (NEFT)/ over the counter (OTC). The EMD amount submitted by the contractor should govern the following conditions. a) EMD will be accepted only in the form for electronic cash (and not through Demand draft or Bank Guarantee) and will maintain in the Governments central pooling A/c. at Axis Bank until the contract is closed. b) The entire EMD amount for a particular tender is to be paid in a single transaction. For details on e- payment services refer to e-procurement portal for more details on process. 3.9 The necessary certificates / document in support of pre qualification criteria fulfilled as stipulated shall be scanned and attached to e-tender document. Scanned signature of the bidder / authorized representatives of the bidder shall be attached while uploading the bid document Further information about electronic tendering can be had from http;//eproc.karnatak.gov.in/e portal/.seam. 4. Evaluation 4.1. During the time of technical evaluation, if the employer finds that any certification / information furnished is false, such bidde will be disqualified and barred from participation in the bid. 4.2 If any bidder fails to satisfy the conditions mentioned at Para 1.1 above, such bids shall be rejected. 4.3 The intending bidde are advised to visit the site of work before attending the pre-bid meeting and also submitting their tende. 4.4 The contractor / authorized signatory should attach his / her scanned signature to the Schedule B before uploading the documents. 4.5 If any of the dates mentioned above happened to be a general holiday, the next working day holds good. 4.6 Further information can be had from the undeigned during office hou. 4.7 Conditional tende are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tende without assigning any reason whatsoever. 4.8 Corrigendum will be published in the web site / newspape for all modifications/ corrections if any. 4.9 The Technical bids of all bidde who have uploaded the tender along with all relevant documents will be considered in the technical evaluation based on the documents uploaded by them. However prior to awarding of the work, the L-1 bidder would be asked to produce the original documents in support of the uploaded documents to enter into agreement. If the L-1 bidder does not produce the original documents for entering into a agreement, then his bid will be treated as non-responsive bid as per clause- 26 (A) of the KTTP Rules. The names of the bidde who does not produce the original documents will be removed from select list of KBJNL enrolment for KBJNL category contractor and for firms / Company

If all the Taxes / Duties considered in the present estimate of the work are higher than the net Taxes / Duties applicable as per GST introduced with effect from , the differential amount shall be refunded to KBJNL Successful bidde, should execute, the agreement within 15 days from the date of approval intimated. If the contractor fails to enter into the agreement within the said period, the EMD of the Contractor shall be forfeited and action shall be initiated for banning to participate in the tender of KBJNL.
