Environment and Parks Land Use Secretariat Advisory Interpretation Bulletin SSRP 01/2017 COMPLIANCE WITH THE AMENDED SOUTH SASKATCHEWAN REGIONAL PLAN This Advisory Interpretation Bulletin is issued under section 64 of the Alberta Land Stewardship Act (the Act) and section 3 of the Alberta Land Stewardship Regulation to provide information regarding compliance declarations under the South Saskatchewan Regional Plan (SSRP) Amendment effective on February 16,

4 Section 15 of the Act binds the Crown, local government bodies, decision-makers and all other persons to act in accordance with the regional plan or a regional plan amendment from the day it comes into effect. The SSRP came into effect on September 1, 2014 and is amended into the SSRP Amendment which comes into effect on February 16, Section 20 and 21 of the Act requires local government bodies and decision-making bodies to review the regional plan and any amendment(s) to the regional plan to determine if their regulatory instruments (defined in section 2 of the Act) require changes. If the review determines that any changes or new regulatory instruments are required to comply with a regional plan or regional plan amendment, then those changes must be implemented and a compliance declaration filed with the Land Use Secretariat. Section 22 of the Act specifies the rules regarding compliance declarations when a regional plan is amended. Therefore, if the regional plan amendment directs the local government body or decision-making body to file a new compliance declaration with the Land Use Secretariat, they must comply by the timeline specified in that regional plan amendment. The SSRP Amendment did not change nor introduce any new timing requirements regarding the filing of compliance declarations. Section 7 of the SSRP-Regulatory Details specifies that: Local government bodies must submit their compliance declaration by September 1, Decision-making bodies were required to submit their compliance declaration by September 1, Compliance Declaration Requirements for the SSRP and SSRP Amendment: If a local government body or decision-making body HAS submitted their compliance declaration for the SSRP, no new compliance declaration is required for the SSRP Amendment. Although a new compliance declaration is not required, a local government body or decision-making body must act in accordance with the SSRP Amendment. If a local government body or decision-making body HAS NOT submitted their compliance declaration, those bodies must review and make any necessary changes or implement new regulatory instruments then file their compliane declaration that specifically identifies the SSRP or SSRP Amendment for which changes were made. Regardless of which plan is referenced in their compliance declaration, a local government body or decision-making body must act in accordance with the SSRP Amendment

5 Consequences of Non-Compliance with the SSRP or SSRP Amendment: A person may make a written complaint if they believe a local government body, decision-making body, the Crown or any other person(s) are not complying with a regional plan or regional plan amendment. If an investigation into the complaint reveals non-compliance, remedies or consequences will be determined by the appropriate authority. There are no time limits for a complaint of non-compliance to be filed. For further clarification or support, please contact the Land Use Secretariat. Advisory Interpretation Bulletin SSRP 02/2017 INTERPRETATION OF THE SSRP PERTAINING TO THE PEKISKO HERITAGE RANGELAND This Advisory Interpretation Bulletin is issued under section 64 of the Alberta Land Stewardship Act and section 3 of the Alberta Land Stewardship Regulation to provide clarification of items referring to the Pekisko Heritage Rangeland as indicated in the Order in Council 020/2017 which amended the South Saskatchewan Regional Plan (SSRP) (February 2017). Whereas the Order in Council 020/2017 has clerical errors with respect to the Pekisko Heritage Rangeland which is referenced as Conservation Area G throughout the SSRP. Therefore, to align with Schedule J of the Order in Council 020/2017 which replaces Schedule C: South Saskatchewan Regional Plan Map in the SSRP, any reference to the Pekisko Heritage Rangeland shall be read to mean Conservation Area H, specifically as follows: Section 14 of the Order in Council 020/2017 shall be read to mean that G has not substituted H in the New and Expanded Conservation Areas table found in section 3.11 of the SSRP-Implementation Plan; Section 39 of the Order in Council 020/2017 shall be read to mean that G has not substituted H in section 16 of the SSRP-Regulatory Details; Section 44 of the Order in Council 020/2017 shall be read to mean that G has not substituted H in section 23 of the SSRP-Regulatory Details; Section 45 of the Order in Council 020/2017 shall be read to mean that G has not substituted H in section 24 of the SSRP-Regulatory Details; Section 46 of the Order in Council 020/2017 shall be read to mean that G has not substituted H in section 25 of the SSRP-Regulatory Details; Section 47 of the Order in Council 020/2017 shall be read to mean that G has not substituted H in section 26 of the SSRP-Regulatory Details; Section 48 of the Order in Council 020/2017 shall be read to mean that G has not substituted H in section 27 of the SSRP-Regulatory Details. The purpose of the meeting was for families and loved ones to hear directly from the federal government regarding the National Inquiry into Missing and Murdered Indigenous Women and Girls while also having the opportunity to share their stories. A moderator and a facilitator were procured for the event, along with Elders and ceremonialists and their helpers. Accommodations were provided at the Ramada free-of-charge for families and loved ones who had traveled from out of town to attend the gathering, and travel expenses were reimbursed. The federal government gave a presentation on the National Inquiry s Terms of Reference which had recently been released publicly. Due to the launch of the inquiry possibly being extremely difficult for some families, supports were provided. The day began with a pipe ceremony, and efforts were made to ensure that emotional support and Elders were available throughout the day. A sharing circle was held following the presentation by the federal government. Amount: $15, Location: Ramada Conference Centre, Edmonton

8 Date: September 27 & 28, 2016 Purpose: On September 27 and 28, the First Nations Women s Economic Security Council met at Amiskwaciy Academy in Edmonton. The meeting was facilitated by department staff who act as secretariat support for the Council. Council members volunteer their time and knowledge, and the positions are unpaid. The main purpose of the meeting was to provide an orientation for new members to the Council. Sixteen Council members were present. The orientation included an overview of government and processes as well as a presentation on the reports and recommendations the Council has made to-date. One focus of the meeting was for outgoing and incoming Council members to build relationships and ensure that continuity was achieved in the Council s work. An extensive round of introductions and open discussion was held, with Council members sharing their backgrounds, areas of interest, and how best to move forward. On the 28, researchers from University nuhelot įne thaiyots į nistameyimâkanak Blue Quills presented on a research project they had undertaken on Indigenous women s economic security. Council members discussed priorities they would like to focus on over the next year, and follow-up items and next steps were decided upon. The main purpose of the meeting was to provide an orientation for new members to the Council. Thirteen Council members were present on the 29 and 12 on the 30. The orientation included an overview of government and processes as well as a presentation on the reports and recommendations the Council has made to-date. One focus of the meeting was for outgoing and incoming Council members to build relationships and ensure that continuity was achieved in the Council s work. An extensive round of introductions and open discussion was held, with Council members sharing their backgrounds, areas of interest, and how best to move forward. The Metis Women s Council discussed the recommendations put forth by the First Nations Women s Economic Security Council in order to ensure that duplication of effort was avoided. On the 29, researchers from University nuhelot įne thaiyots į nistameyimâkanak Blue Quills presented on a research project they had undertaken on Indigenous women s economic security. Council members discussed priorities they would like to focus on over the next year, and follow-up items and next steps were decided upon. Amount: $2, Location: Amiskwaciy Academy, Edmonton Date: October 5, 2016 Purpose: The First Nations Development Fund Program held its 10th Anniversary Celebration on October 5, 2016 at the Edmonton Marriott, River Cree Resort, Enoch, Alberta. First Nations leaders, administrators and their FNDF technicians from 27 First Nations communities attended the event. The event was attended by five Cabinet Ministers Minister Feehan and Minister Ceci provided opening remarks, Minister Sabir, Minister Sigurdson and Minister Carlier attended the banquet dinner

9 Four of the five Host First Nations presented on the impacts that FNDF has had on their communities in the past 10 years. In July 2016, the FNDF Program reached $1 billion (revenue comes from government owned slot machines from the five First Nation casinos) in grant funding to support economic, social and community development in Alberta First Nations. Funding for the event derived from those same revenues.
