4 CONCURRENCY REVIEW: The project has been reviewed for compliance with Chapter 160, City Code, regarding provision of adequate public facilities and documented as follows. Sewer/Water Service: City of Port St. Lucie is the water and sewer service provider. A developer's agreement with the City Utility Systems Department, that is consistent with the adopted level of service, is required prior to issuance of building permits. Transportation: The applicant has provided a trip generation analysis which indicates that the project will generate 10 a.m. peak hour trips and 14 p.m. peak hour trips on weekdays per the Institute of Transportation Engineers Trip Generation 9th edition manual. This project is not expected to adversely affect the transportation level of service for the adjacent roads. Land Use Consistency: The proposed use is for a dental clinic which is a permitted use in the CG zoning district. Stormwater: The project includes a paving and drainage plan that is in compliance with the adopted level of service standard. SolidWaste: Solid waste impacts are measured and planned based on population projections on an annual basis. There is adequate capacity available. Public School Concurrency Analysis: This is not applicable. ZONING REVIEW: The project has been reviewed for compliance with the requirements of Chapter 158, Zoning Code, and documented as follows: Use: The proposed use of the property is for a dental clinic which is a permitted use in the CG zoning district. Building Height: The height of the dental clinic is proposed to be 21 feet 6 inches. The maximum building height allowed in CG zoning district is 35 feet. Setbacks:, The proposed setbacks shown on the site plan are in accordance with the required setbacks of the CG zoning district. Parkinq: The site is required to have 20 parking spaces and 29 are being provided, including 2 handicapped parking spaces. Dumpster Enclosure: The site plan includes a dumpster enclosure allowing for both general and recyclable refuse. Page 2 of 3 P Heartland Dental-Minor Site Plan

5 Architectural Design Standards: This project has been reviewed and found in compliance with the Citywide Design Standards. The site plan shows 210 sq. ft. of useable open space with benches and exceeds the minimum requirement of 202 sq. ft. per Design Standards. NATURAL RESOURCE PROTECTION REVIEW: The project has been reviewed for compliance with the requirements of Chapter 157, Natural Resource Protection Code and documented as follows: OTHER: Environmental: The site is cleared. Wildlife Protection: No listed species were identified on the site. Fire District: The access location has been approved by the Fire District for safety purposes. Public Art: Projects less than 10,000 square feet that comply with the Citywide Design Standards are exempt from the public art requirement and therefore this is not applicable. STAFF RECOMMENDATION: The Planning and Zoning Department staff finds the request to be consistent with the direction and intent of the City's Land Development Regulations and policies of the Comprehensive Plan, and recommends approval.
